Hôm trước đã viết một entry ngắn về em. Lo lắng về em, bơ vơ giữa đổ nát hoang tàn, biết làm gì với cái thai 16 tuần tuổi và người chồng đang ngày đêm trực tiếp đối mặt với hiểm nguy.

Hôm nay không kìm lòng được, phải gọi điện. Và bất ngờ.

Em lạc quan rực rỡ với những tiếng cười, dù đôi lúc, tiếng cười ấy nghẹn ngào, nhưng vẫn không hề hối hận hay bi lụy. Bởi lẽ, em không hề cô đơn. Gia đình của em ở đó. Chồng em, mẹ chồng, dì chồng cùng gia đình chú dì… Quê hương thứ hai của em ở đó. Mọi người đang trải qua những ngày khó khăn nhất trong đời, vẫn cố gắng chăm chỉ không than trách một lời, làm sao mà em đi được.
Và đây là cuộc nói chuyện của mình với em: toàn bộ đã được đăng trên VOVnews rồi. Đây chỉ là phần lược thuật lại của mình.

Tính nhờ chị nhắn em là mọi người từ Fukushima về an toàn, đo phóng xạ không việc gì cả.

“Ôi, thế thì mừng quá chị nhỉ!”

“Thật sự, chỗ em là vùng tâm chấn, kinh hoàng lắm chị ạ. Hôm ấy, em đang đi làm. Chồng em đi làm, mẹ chồng cũng đi làm. Thấy động đất, em cứ chạy theo mọi người mà không biết chạy đi đâu. Đúng là đất nứt dưới chân và em không biết em chạy đi đâu nữa. Chồng em mãi đến 3h đêm hôm ấy mới tìm được em. Còn mẹ chồng, hai ngày sau em mới tìm thấy. .. Chỗ em ở lại không có người Việt Nam. Các bạn tạp trung ở Sendai hết. Em một mình, gần sân bay Sendai. Chỗ ấy bây giờ đang làm biển nước. Chỉ đi ra tầm 2-3 cây thôi là trong biển nước hết… Cách nhà em chỉ khoảng 5 phút đi ô tô thôi, sóng thần ập vào, tất cả chỉ còn đất không. Trên tivi em thấy đống đổ nát như bãi rác, chứ ở đây thì không còn dấu vết gì. Không còn một cái gì luôn. Em không tin vào mắt mình nữa… Các bạn ở Sendai còn nối được với trang Internet của người Việt. Em ở đây không có điện, điện thoại, không có nước, nhà cửa sập, đồ ăn không có, mái nhà thì bay. Em nhìn cái mái nhà nó bay hết. Ngồi trong nhà nhìn thấy trời. Thật không phải biết nói gì, nếu sau chuyện này mà còn sống sót, thì cái số em đã quá may mắn rồi.”

“Chị ạ, em vẫn không tin được là đã 1 tuần rồi, vẫn tưởng ngày hôm qua, vì dư chấn vẫn mạnh. Hôm qua (17/3), có đến 7-8 lần dư chấn. Hôm nay thì từ sáng đến giờ khoảng tầm 5 lần. Vẫn chưa ngừng. Nhưng giờ em quen rồi, như ngồi ghế mát xa ấy.”

“Người Nhật họ bình tĩnh lắm chị ạ. Chẳng nói đâu xa, như chồng em ấy. Em nhìn ông ấy mà em khóc. Em bảo, anh giỏi thật. Anh ấy bảo, không em ạ. Anh giỏi gì. Em nhìn đi, những người dắt chó đi dạo mới là giỏi. Cái tinh thần của họ, em nói thật với chị. Em nhìn lại bản thân em, em thấy xấu hổ… Sáng ra ở đây mọi người vẫn dắt chó đi dạo. Vẫn xếp hàng dài 3 cây số mua đồ. Từ sáng nay này, mẹ chồng em, dì ruột, chồng dì, gia đình chồng dì, họ hàng, đi tình nguyện hết. Họ không cho em đi, nhưng mà em vẫn đi, em đi chỗ gần gần. Em đi xếp hàng mua đồ để giúp mọi người. Đây, em đang chuẩn bị đồ. Tất tần tật cái gì nhà em có thì em chia sẻ. Tại vì lúc mình khó khăn, người ta chia sẻ, chẳng cần biết mình người ở đâu, chỉ biết nắm tay chạy cùng nhau… Bây giờ siêu thị gần nhà bắt đầu mở. Mỗi người chỉ được mua 10 món đồ cần thiết. Nếu mua bánh rồi thì không được mua cái bánh đó lần thứ 2. Tổng số tiền chỉ được khoảng 1.000 yên thôi. Dầu không có, gas không có. Em cũng phải tiết kiệm. Em nghĩ là mọi người cố gắng khắc phục thì em cũng phải khắc phục. Em tắt máy sưởi đi. Em trùm chăn. Em trùm 4 lớp chăn em ngủ. Mà em đang mang bầu 4 tháng. Đây là thời kỳ quan trọng vì mới 4 tháng đầu.”

“Chị biết không, hai hôm đầu, một hôm em ngủ ngoài ủy ban quận. Em ngủ với những người không biết từ đâu. Đến 3h đêm, chồng em về tìm. Mình nhìn mọi người có ngủ được đâu. Mọi người tinh thần thép lắm chị ạ. Họ mang cái onigiri, cơm nắm ấy, mùi khét mà bé tí, em chưa thấy gói cơm nắm nào bé như thế. Họ chia cho em. Em nhường cho người khác. Họ thấy em có bầu, họ bảo phải ăn. Em nói, cụ già rồi, cụ ăn đi. Cụ ấy bảo, không, tao 80 tuổi rồi, người Nhật tao khỏe lắm, tao tắm onsen nên khỏe lắm. Mày là người Việt Nam, mày mới sang, mày phải ăn đi, ăn cho đứa bé. Chị biết không, người ta 80 tuổi, mà người ta nhường em. Mà cái cơm nắm, nó bé tị, khét lẹt, chắc mọi người nấu bằng dầu hay thế nào. Thế là em khóc nhé, em khóc mà người ta không khóc đâu. Nhìn thấy mấy đứa trẻ con, em lại ra, em đưa cho mấy bác cứu hộ. Các bác ấy bảo, mày phải ăn đi. Trong lúc này thì phải tự lo cho bản thân. Lo được cho mình thì mới lo cho người khác được.”

“Lúc mọi người đi, em đã định đi rồi… Anh Dũng, anh Tính bảo em, em quyết định đi! Lúc đấy em cũng nghẹn ngào. Em cũng khóc đấy. Chồng em nghe cũng khóc. Chồng em bảo, anh sẽ phải cố gắng hết sức để có điện, để mọi người còn khắc phục. Em yên tâm về điện hạt nhân, vì nếu quá nguy kịch, chắc chắn toàn bộ sẽ di dời và sẽ chạy. Lúc đấy, anh có chết cũng phải bảo vệ em. Nghe thế em bảo, sống chết em cũng ở lại đây. Em gọi điện về cho bố mẹ. Em bảo, mẹ ạ, nếu con có chết thì bố mẹ hãy nghĩ là con chết vinh quang. Vì con chết cùng hàng nghìn, hàng vạn người Nhật. Bố mẹ em khóc. Mẹ em bảo là tôn trọng quyết định của em. Thế là em cố gắng… Tới hôm qua, điện nước vẫn chưa có. Mẹ chồng em làm bưu điện phải cố gắng. Chồng em làm về điện càng phải cố gắng… Anh Dũng bảo em, em phải tự hào về chồng mình. Chồng em vẫn phải đi làm, còn làm hơn bình thường để đảm bảo điện cho mọi người. Điện bây giờ đang về khắp nơi… Mỗi ngày chồng em phải đi nhiều nơi lắm. Hôm nay đi 6-7 điểm… Công ty chồng em chịu trách nhiệm về điện cho toàn vùng Tohoku, trong đó có nhà máy điện số 1.”

Nhà máy điện số 1 là nơi mà người ta đang phải tránh xa, càng xa càng tốt. Còn chỗ nhà em cách nơi này chỉ có 60-70km. Cầu mong mọi chuyện diễn ra an toàn.

Nhưng hôm nay, Nhật Bản đã nâng cấp độ cảnh báo lên số 5 thì phải.

Ngoài em gái này, mình biết một số chị em khác lấy chồng Nhật Bản. Dù cha mẹ gọi về, họ cũng vẫn quyết tâm ở lại. Nói ra thì thật khó, phải trong cùng cảnh ngộ mới hiểu hết được suy nghĩ của nhau.

21/03 Phụ thuộc vào biển-yếu điểm của Nhà máy điện nguyên tử Nhật bản. Thách thức mang tính cấu trúc trong vấn đề làm mát

Đội trưởng đội cảnh vệ thuộc đoàn viện trợ cứu hỏa khẩn cấp thuộc Cục Phòng cháy chữa cháy Tokyo- nơi đang chỉ đạo công tác phun nước ở Nhà máy điện hạt nhân Fukushima 1, tại một buổi họp báo cho hay việc tìm kiếm địa điểm hút nước lên từ biển là rất khó khăn. Được biết toàn bộ khu vực nằm ở phía bờ biển của cơ sở phát điện bị che phủ bởi bùn đất do trận sóng thần hôm 11 mang đến, khiến cho công tác này trở nên khó khăn hơn.


Nhà máy điện hạt nhân Fukushima 1 hiện nay như cách xa với bãi biển trước mặt. Đặc trưng phụ thuộc vào biển của nhà máy điện nguyên tử là nguyên nhân chính về mặt cấu tạo dẫn đến thảm họa này.


Ở hầu hết các nhà máy điện nguyên tử ở Âu Mỹ, khi nhìn từ ngoài vào, ai cũng có thể nhận ra những tháp làm mát lớn với những cột khói phun lên trắng xóa. Sự cố tan chảy lõi lò phản ứng ở nhà máy điện nguyên tử Three Mile Island năm 1979 – nơi xảy ra sự cố tan chảy lõi lò vào năm 1979 cũng không phải ngoại lệ. Những nhà máy kiểu như thế này dùng nước sông để làm mát. Do không được trực tiếp thải nước sông đã nóng lên trở lại các con sông nên người ta phải cho vào tháp và làm lạnh bằng không khí sau đó mới thải ra. Đây là cơ chế làm mát bằng không khí.


Ở nhà máy điện nguyên tử của Nhật bản không có cơ chế này. Lượng nhiệt dư thừa sinh ra từ nhà máy điện hạt nhân được loại bỏ bằng nước biển và được thải loại ra biển- cỗ máy hạ nhiệt khổng lồ của tự nhiên. Vậy nên tất cả các nhà máy điện hạt nhân của Nhật đều nằm ở ven biển. Để tránh hiểu lầm, xin được nói rõ thêm rằng thông thường thì không thể trực tiếp làm mát tâm lò phản ứng bằng nước biển. Đây là cơ chế dùng nước làm mát từ nước cất để làm nguội tâm lò, sau đó lượng nhiệt sinh ra từ nước làm mát bị đun nóng được xử lý bằng nước biển.


Với cấu trúc này, nếu không đưa nước biển vào thì không thể làm nguội tâm lò được nữa. Tình trạng mất điện toàn phần xảy ra ở Nhà máy điện hạt nhân Fukushima 1 là do máy bơm nước biển để làm mát nước làm lạnh đã bị đun nóng không hoạt động nữa. Thông tin cụ thể có vẻ như chưa được cung cấp nhưng giả sử thiết bị bơm nước biển bị hỏng thì bên trong nhà máy phát điện dù điện có được hồi phục và thiết bị làm lạnh có hoạt động đi chăng nữa thì tình trạng khó khăn trong việc đảm bảo đủ nước biển để làm nguội nước làm mát tâm lò là hoàn toàn có thể.


Máy bay cỡ lỡn của hãng hàng không Nhật bản rơi xuống núi Osutaka đã được trang bị thiết bị hệ thống động cơ chạy bằng sức nước phức tạp để vận hành cánh dự phòng-bộ phận không thể thiếu đối với máy bay. Thiết bị này mang tính dự phòng để đảm bảo an toàn. Tuy nhiên, tất cả đường ống của hệ thống này được lắp đặt y hệ ở phần đuôi máy bay. Do vậy, khi tường ngăn áp lực phía sau bị phá hoại, tất cả hệ thống động cơ chạy bằng sức nước cũng bị hỏng theo, máy bay rơi vào tình trạng không điều khiển được nữa.


Nhà máy điện hạt nhân Fukushima 1 cũng trang bị rất nhiều các thiết bị làm mát khẩn cấp cũng như nguồn điện dự phòng. Tuy nhiên do hỏng cấu trúc cơ bản là hệ thống làm mát phụ thuộc hoàn toàn vào nước biển nên ngay lập tức rơi vào tình trạng mất tác dụng.


Có tin đồn rằng một chuyên gia có liên quan đến việc xây dựng nhà máy này làm rò rỉ câu chuyện “giá như có tháp làm mát”.


Qua sự cố lần này chúng ta nhận ra rằng quy trình làm mát là điểm yếu chung ở tất cả các nhà máy điện hạt nhân ở Nhật Bản.


Về sự cố nhà máy điện hạt nhân này, cụm từ “ngoài dự kiến” hay được nhắc đi nhắc lại. Tuy nhiên, ngoài dự kiến ở đây có nghĩa là sự thiếu năng lực của những người trong cuộc,các nhà khoa học, nhà kỹ thuật và chính quyền – những người liên quan đến đến tính an toàn của năng lượng nguyên tử và phòng chống thảm họa. Việc nhà máy điện hạt nhân bị tàn phá bởi sóng thần cho đến nay không phải là không có. Chẳng qua đây là do thiếu năng lực và sự tích cực trong việc dự đoán và thành thật lắng nghe mà thôi.


Ở ngoài khơi của tỉnh Miyagi nhiều lần xảy ra động đất, cơ quan xúc tiến nghiên cứu khảo sát động đất của chính phủ dự báo trong 30 năm xác suất xảy ra động đất là 99%. Tuy nhiên, đó là động đất với quy mô 7 độ richter, chứ không phải quy mô 9 độ richter như trận động đất khủng khiếp gây ra thảm họa ở vùng đông Nhật Bản vừa qua.


Việc làm sáng tỏ xem liệu trận động đất mạnh 9 độ richter này có bao gồm các trận động đất mạnh 7 độ richter nằm trong phạm vi dự đoán hay không sẽ tiếp tục được thúc đẩy. Trước mắt, xét tại thời điểm này, chúng ta buộc phải phủ nhận dự đoán của chính phủ là hoàn toàn sai lệch do lo sợ ảnh hưởng đến việc tuyên truyền rằng biện pháp chống thiên tai thiếu sự chuẩn bị kỹ lưỡng, độ lớn của trận động đất có thể xảy ra tại vùng biển này bị đánh giá thấp. Lần trước ở thảm họa động đất ở Osaka và Kobe,ngành động đất học của Nhật Bản đã không đưa ra những cảnh báo hữu hiệu, và lần này cũng chỉ dẫn sai người dân. “Ngoài dự kiến” không thể trở thành sự buông thả trách nhiệm được.

Electricity has been restored to three reactors at the Japanese nuclear plant wrecked by fire and explosions after the 11 March quake and tsunami.

However the cooling systems are not yet operating, and the head of the UN nuclear watchdog (the IAEA) said the situation "remains very serious".

Some workers at the stricken facility were temporarily evacuated after smoke was seen rising from reactor No 3.

The official death toll from the quake and tsunami has now risen to 8,450.

Nearly 13,000 people are still missing.

Food contamination

Engineers have restored power to three reactors at the crippled Fukushima Daiichi nuclear plant and hope to test water pumps soon.

Workers have been battling to cool reactors and spent fuel ponds to avoid a large-scale release of radiation.

A plant spokesman says some workers were temporarily evacuated from the complex after grey smoke was seen rising from the No 3 reactor.

Reports said the smoke appeared to have come from a pool where the reactor's spent fuel rods are kept.

Radiation levels did not appear to have risen significantly though after the smoke was spotted, Japan's nuclear safety agency said.

White smoke was later seen rising from the No 2 reactor, the agency said.

"The crisis has still not been resolved and the situation at the [plant] remains very serious," Yukiya Amano, the head of the IAEA, told an emergency board meeting.

But he said: "I have no doubt that this crisis will be effectively overcome."

The BBC's Chris Hogg in Tokyo says the incident shows how difficult the process to try to stabilise the situation at the site is.

Meanwhile, the government has ordered a halt to some food shipments from four prefectures around the Fukushima nuclear plant, as concern increases about radioactive traces in vegetables and water supplies.

Villagers living near the plant have been told not to drink tap water because of higher levels of radioactive iodine.

The suspension applies to spinach from the prefectures of Fukushima, Ibaraki, Tochigi and Gunma, as well as milk from Fukushima.

Over the weekend spinach and milk produced near the nuclear plant was found to contain levels of radioactive iodine far higher than the legal limits.

However, senior government official Yukio Edano told a news conference that eating or drinking the contaminated food would not pose a health hazard. "I would like you to act calmly," he said.

The World Health Organization said it had no evidence of contaminated food reaching other countries. However, China, Taiwan and South Korea have announced plans to toughen checks of Japanese imports.

Bad weather forced Japanese Prime Minister Naoto Kan to cancel a planned visit to emergency workers near the Fukushima plant.

It is also making the recovery work a much more grim and difficult task.

Search-and-relief efforts in the prefecture of Miyagi, where the police chief believes the final quake-tsunami death toll could reach 15,000, have been delayed by driving rain.

"We basically cannot operate helicopters in the rain," Miyagi official Kiyohiro Tokairin said.

"We have been using helicopters to deliver relief goods to some places but for today we have to switch the delivery to places that we can reach by road," he said.

More than 350,000 people are still living in evacuation centres in northern and eastern Japan.

There are shortages of food, water, fuel and medicine in the shelters, officials say.

Some aid from foreign countries has started to arrive, and the government has started the process of finding temporary housing in other parts of the country for those made homeless.

Nearly 900,000 households are still without water.

In a rare piece of good news, an 80-year-old woman and her grandson were found alive on Sunday in the rubble of their home in Ishinomaki city, where they were trapped for nine days.

21/03 What chance of a 'big one' in Tokyo?

Scientists are trying to establish if the Magnitude 9.0 Tohoku earthquake has altered the chances of a major tremor under Tokyo - or increased the risk of another tremor powerful enough to generate a tsunami.

The massive Sumatra quake in 2004 was followed by many others above Magnitude 7.0, including two above Magnitude 8.0 in 2005 and 2007.

Some generated tsunamis that claimed more than 100 lives; and it is thought they occurred because the original earthquake, on 26 December, increased stresses along the tectonic plate boundary that lies to the west of Sumatra and Java.

So what is the outlook for Japan now, especially for the great city of Tokyo and the Kanto plain on which it sits?

This is home to one-quarter of Japan's population, as well as being the country's administrative and commercial centre.

Big quakes struck the area in 1703, 1855 and 1923, with the latter claiming the lives of 100,000 people.

Were any one of these events to occur today, the economic losses alone would be expected to top $1 trillion (80 trillion Yen).

Tokyo is the administrative and commercial heart of Japan. Seismic activity has definitely increased since the M 9.0 event, with the incidence of small earthquakes registered in some parts of Japan, hundreds of kilometres from the source, increasing by a factor of 10.

Hazard assessment in the region is therefore a pressing priority for researchers; but it is far from easy.

"The Kanto region is very complex, and the size of quakes triggered there is probably going to be limited by that complexity," says Chris Goldfinger from Oregon State University in the US, who works in collaboration with Japanese researchers.

"But given the proximity to Tokyo, even a limited quake there would be damaging."

Kanto sits very close to a tectonic triple junction - a point where vast slabs of the Earth's surface grind past each other.

The tectonic plate making up the Pacific Ocean floor is moving westwards under Japan towards Eurasia.

The Pacific plate is being pulled down (subducted) underneath Japan; and crowding in on this collision is the Philippine Plate, further south, also trying to get under Japan.

Ross Stein from the US Geological Survey (USGS) is one of a US/Japanese team that has modelled the region around the triple junction to help gauge future risks.

They used seismic signals from 300,000 tremors of various sizes to build a three-dimensional view of what was going on deep in the Earth, much like a doctor might use X-ray tomography to scan tumours in the brain.

They found a 25km-thick fragment broken off one of the plates that they now believe plays a significant role in shaping seismic activity in the Kanto region - and by implication, the outlook for Tokyo.

"When it comes to Tokyo, things get immensely complicated," said Dr Stein.

"There seems to be broken pieces of plate that are jammed under Tokyo like a pill that won't go down your throat. And on top of that we have the two different slabs of plates beneath it, so there's really a triple stack of faults beneath Tokyo."

To make matters more complicated, there is some disagreement among researchers about the most important geological factors around Tokyo, with some pointing to the Sagami Trough (a subduction zone leading off the triple junction) as the likely cause of big earthquakes, and others citing Dr Stein's "pill", known as the Kanto Fragment.

On-going calculations

The USGS team has tried to work out the probabilities of repeat quakes like those in 1703, 1855 and 1923.

Prior to the Tohoku, the group figured Tokyo had a 30% chance in the next 30 years of experiencing an event (M 7.0-plus) that produces the sort of severe shaking which would test even the walls and pillars of highly earthquake-resistant buildings.

The question now facing the group is whether this assessment needs to be revised following the M 9.0 Tohoku tremor and its aftershocks - the biggest of which, very close to Tokyo, registered M 7.9 just 30 minutes after the big one.

"We're hard at work making just the calculation you suggest," Dr Stein told the BBC.

"We calculate that there are modest increases in stress on some of the faults that lie just to the south of Tokyo.

"So our judgement would be that the hazard is either unchanged or higher than it was beforehand."

But Dr Stein stresses that far more work needs to be done.

Compared with the situation in Sumatra, researchers are at least fortunate that there is an abundance of data available from seismic monitoring stations on land and at sea. The region is well-studied and well-modelled.

As Dr Stein puts it: "We are drinking from a fire-hose of data about earthquake occurrence."

However, surprises do occur. Chris Goldfinger says the size of the Tohoku quake was itself a reminder that understanding of subduction zones is incomplete.

"[The Tohoku zone] had been written off as a really great seismic source," he told BBC News.

"It was well known to put out quakes at M 8.3-8.4 quakes, but on the seismic hazard maps it was lightly treated - all the hazard was thought to be on the Nankai Trough [on the boundary of the Eurasian and Philippine plates].

"But it surprised everyone; and that's why I no longer write off faults unless they're proven dead."

'Outer-rise'

The USGS modelling also suggests an increase in earthquake risk in northern Honshu, in the Sanriku region.

It also shows stresses increasing to the east of the Japan Trench.

Here, the Pacific Plate is distorted into a ridge as it approaches the subduction zone down which is must eventually travel.

Parts of these ridges can collapse suddenly in what are known as "outer rise" events, which can generate a tsunami.

The Kuril Islands to the north of Japan saw an outer rise earthquake in 2007 - which reached M 8.1, and generated a tsunami.

The biggest concern, however, is Tokyo.

One curiosity is that Japanese researchers are currently very reluctant to talk on the issue.

Scientists we contacted - in one case, someone known to one of us for years - did not want to go on record.

Given the devastation caused by the tsunami and the fact that an event near Tokyo could do even more damage, the reluctance to talk is eminently understandable.

It can, however, be interpreted as a signal of real concern.

When the models are complete and peer-reviewed - and Dr Stein's is not the only one in existence - we should have a clearer view of the situation.

In the meantime, all we can be sure of, he says, is that the 30% risk he calculated four years ago has certainly not gone down.

 【カイロ=春日芳晃】「国際社会は現在の科学技術を総動員して、日本を支援してほしい」――。国連の潘基文(パン・ギムン)事務総長は20日、東日本大震災による福島第一原発の事故について、国際社会の支援を呼びかけると同時に、原発設置基準の厳格化を提唱した。

 潘氏は朝日新聞の単独インタビューで、「日本政府は原発の自然災害リスクを減らす努力をしてきたが、今回はそれを超えた状況だった」と指摘。「国際社会は今回の経験から多くを学んだ。どんなに準備しても、巨大な自然災害が発生すれば、原発事故は避けられない。原発設置基準はさらに厳格にならざるを得ない」との見解を示した。

 福島第一原発事故に対する日本政府の対応については、「国際原子力機関(IAEA)と連携し、危険性について説明責任を果たすと期待している」と語った。16日には菅直人首相と電話会談し、「国連はいかなる支援も惜しまない」と表明したという。

 潘氏はまた、「悲劇を乗り越えるため、勤勉に働く日本人、日本政府の姿に感銘を受けている。復興への決意と忍耐強さがある限り、必ずや今の困難な状況を克服できると確信している」と述べた。

 【ロンドン=欧州総局】21日午前のロンドン株式相場は続伸。FTSE100種総合株価指数は午前10時現在、前週末終値に比べ64.00ポイント高の5782.13で推移している。

 日本の震災を背景にしたリスク回避姿勢が和らぎ、幅広い銘柄に買いが広がり、約9割近くが上昇。

 ポンプ製造のウェアー・グループや航空機エンジンのロールス・ロイス、エンジニア・サービスのIMIなどはいずれもアナリストによる投資評価の引き上げを手掛かりに上昇。

 米国での業界編成観測を巡り、携帯電話サービスのボーダフォンも高い。

 銀行株や鉱業株は全面高。

 一方、石油株の一部が下落。石油・天然ガスのエッサール・エナジーは5%超下げている。電力株も小安い。

21/03 がんばろう日本 大震災で見えてきたこの国の課題

 巨大地震と大津波は日本にとって戦後最大の災害となりました。多くの犠牲者にお悔やみを申し上げますとともに、被災者の方々にお見舞いを申し上げます。





 大震災との闘いはまだ始まったばかりだが、日本は徐々に立ち上がりつつある。水道や電気、道路、港の復旧がようやく進み、仮設住宅の建設も始まった。被災した町ごと避難を受け入れる自治体も相次ぐ。

 東京電力の福島第1原子力発電所では、消防や自衛隊、500人以上の専門家が燃料棒の冷却と格闘する。高濃度の放射線被曝(ひばく)や爆発という危険を覚悟しての作業だ。

 先日、高速道のサービスエリアで福島県内の被災地に向かう自衛隊部隊と出会った。一人の隊員は「最悪の事態になっても最後まで残ります」と笑顔を見せた。

 避難住民の間では遅い救援への焦りや怒りも募っている。それでもがんばっている現場では、人と人のつながりや強い責任感が真っ先に「復興」しつつある。

 もちろん重大局面は続いている。原発は燃料棒冷却の効果が出なければさらに放射性物質を拡散させる。最悪の事態を防ぐには政府と東電、自衛隊、消防、警察、米軍などとの連携を生かす強い決断力が必要だ。

 現状をみると説明役は多いが、「決断を下す指揮官」が見えない。作業員の命や国民の安全、国家の命運を左右するだけに、この責任を負えるのはただ一人。首相は逃げてはいけない。

 与野党はいまなお責任の押しつけ合いや党益優先の行動に終始し、救援・復興体制を固められない。これでは国家や首都の機能まひを疑われ、風評被害が出てしまう。

 政治の役割は原発対策に限らない。日本経済研究センターは復興事業が「20兆円以上」に及ぶと予測する。民主党の主要政策ながら効果に疑問のある子ども手当や高速道路の無料化などを棚上げして、救援・復興財源の一部に充てるべきだ。

 国内に滞留する巨額資金も復興国債や復興税によって生かせばよい。安全・安心な省資源社会への総合計画を作る好機でもある。それもできないようなら市場から見放されかねない。

 世界は過去数年、歴史に残る3つの大波に洗われ続けている。1つはリーマン・ショックで先進国を襲ったデフレ不安。各国中央銀行による資金の大量供給で大不況は回避したが、余剰マネーが回った新興国でバブルとその崩壊という2つ目の不安を生んだ。

 3つ目はネットを使った中東・北アフリカの民主化。力で押さえ込もうとした結果、米欧によるリビア攻撃を招いた。この混乱が余剰マネーと共振して資源価格の高騰を招き、先進国と新興国を揺さぶる。

 そこに今回の大津波で原発不安と世界的な部品供給不安という日本発の波が加わった。この国の失速は世界の一大事だ。政府の対応が遅れると、「国際機関の全面介入」案が浮上しても不思議はない。海外からの「がんばれ」は「しっかりしろ」の意味でもある。

 企業はこうした声に敏感だ。大手電機メーカーの経営幹部は「電力不安のない西日本や海外で増産し、世界への部品供給を早急に再開して責任を果たす」と言う。「ただ東日本から逃げたと言われたくない。社員移動は静かに進めている」

 電力供給に不安が続く東日本から西や海外に生産を移すのは当然の判断だ。企業が早期に復活すれば、国全体の復興につながる。胸を張って「日本はがんばっているぞ」と世界に返信してほしい。

 大震災は「失われた20年」を続けたこの国の問題を鮮明にした。その認識が明治維新、戦後復興に続く「三度目の奇跡」を起こすと信じたい。今日は春分の日。来月には被災地にも桜の季節がやってくる。

 がんばろう日本。

21/03 個人投資家が「日本応援買い」 長期に構える層動く

 「日本売りではなく、日本の応援に回りたい」。原子力発電所から放射性物質が漏れ出し、投資家が半ばパニックに陥った15日午後。日経平均株価Xが1000円超の急落となるなか、40歳代の男性投資家は以前から注目していた製造業の主力銘柄に買いを入れた。日本企業の持つ底力を見失ってはいけない。そんな期待の買いだという。




 「売りは外国人に任せて、私は買いでいく」。11日の地震直後、週末のツイッター。株安におびえる多くのつぶやきに混じり、個人投資家の「日本買い宣言」が相次いでいた。

 「私は保有株を手放すつもりはない。(もし急落すれば)絶好の買いの機会だ」。米著名投資家ウォーレン・バフェット氏は米同時テロが起きた2001年9月、ニューヨーク証券取引所が1週間の休場後に再開する直前、こう宣言した。米国では当時、こうした動きを「愛国者の買い」とも呼んだ。

 日本では、米国のように投資について開けっ広げに語ることを慎むから、バフェット氏のような株買い宣言は出にくい。しかし、日本の投資家も冷めているわけではないようだ。一人ひとりは少額の個人も、束になれば大投資家になる。

 個人投資家にも2通りある。1カ月や1日単位、ときには秒単位で投資収益を追う投資家と、期間を気にせず長く構える投資家。両者はおのずと異なる行動になる。株価が急落するとき、前者の多くは慌てて売らざるをえないが、後者なら買いに向かえる。

 原発ショックの15日。東証1部の売買高は過去最高の57億株に膨らんだ。昨年の一日平均売買高の2.7倍だ。投げ売りばかりが話題になるが、反対側には買い手がいる。「証券営業を通さない買いが来ている」(国内銀行系証券)。日ごろは動かないが、ここぞと思えば買いに動き出す個人などの投資家層が、この日、動いていた。

 阪神大震災直後の円高・株安の経験を思い起こす市場関係者は多い。ただ、その年末に株価水準は戻ったし、円高も次第に収束した。超円高の経験があって、その後の輸出企業のグローバル展開が進んだ面もある。当時、日本経済にのしかかっていた不良債権X問題も過去の話だ。

 震災当日の日経平均採用銘柄の予想株価収益率(PER)を比較しても、阪神の16年前は82倍と高かったが、今回は16倍。企業の足元の収益力はしっかりしている。ネット上で連帯する日本応援団の買いは、悲観一色が果たして正解なのかとみる、合理的な判断の買いともみえる。

 今回の被災範囲は広域で、電力不足と物流の混乱が長期化すれば、日本経済への多大な影響は必至。何より原発事故を食い止めなければならない。少子高齢化や財政赤字、原油高など、構造的な問題が立ちはだかることもまた事実だ。

 不確定な要因があまりに多い今は、楽観と悲観どちらにも傾き過ぎるのは禁物かもしれない。ただ、不良債権問題が深刻化した03年春、リーマン・ショック後の08年秋、さらに09年春と、株価の底値圏で買い向かったのは個人投資家だった。

 そして今回。思わぬ急落に損失を被った個人投資家も多いとみられるが、その一方で、長期で構える個人投資家が、すでに動き出したことは間違いない。

 石油連盟が手配した石油タンカーが21日午前、塩釜港(宮城県塩釜市)に入港した。加盟各社は中継点として出光興産の塩釜油槽所(同)を共同で活用。計2010キロリットル分のガソリンや灯油などをタンクローリー車に積み替え、被災各地に出荷する。塩釜港の復旧などにより、東北の太平洋側で石油タンカーによる燃油の大量供給が本格的に再開する。

 午前11時過ぎに到着したのは愛知県知多市の同社愛知製油所から積み出し、海上輸送したガソリン1050キロリットル、灯油約470キロリットル、軽油490リットル。入港後、荷揚げ作業を始めた。同港での震災後の石油タンカーからの陸揚げは初めて。

 被災地では燃料不足が大きな課題となり、救援物資の輸送などの足かせとなっていた。石油元売り各社は震災後、仙台港付近の拠点などから燃油在庫を供給してきたが、塩釜港の部分復旧で太平洋側の海上からの追加調達網を確保。各社は当分の間、出光の塩釜油槽所を活用する方針という。

 石油製品の生産・流通設備が復旧しつつある。石油元売り最大手のJX日鉱日石エネルギーは21日、主力の根岸製油所(横浜市)が再稼働したと発表した。同日には出光興産の塩釜油槽所(宮城県塩釜市)に石油タンカーが震災後、初めて入港。被災地に十分な量が行き渡るにはなお時間がかかるが、首都圏のガソリン不足は地域によっては週内にも解消しそうだ。


 JXエネルギーの根岸製油所は21日午前から主要装置が稼働、徐々に稼働率を高める。地震発生時に自動停止していたが装置自体には損傷はなかった。

 同社最大の精製能力を持つ水島製油所(岡山県倉敷市)では同日、3基ある常圧蒸留装置で合計日量2万バレルの能力増強を実施。精製能力を同40万バレルまで引き上げ、東日本向けの供給体制を強化した。

 米エクソンモービル傘下の極東石油工業の千葉製油所(千葉県市原市)も21日にガソリン生産を再開し、フル操業に入った。首都圏の製油所の相次ぐ操業再開で、石油製品の需給逼迫は徐々に解消される見通しだ。

 コスモ石油も21日、主力の千葉製油所(千葉県市原市)で地震直後から続いていた火災が10日ぶりに鎮火したと発表した。週内にも設備の安全を確認し、早期に在庫の出荷を再開したい考え。「足りない製品は西日本の自社の製油所から船で供給を受ける」(同社)方針だ。

 被災地の太平洋沿岸にも震災後、初めて石油タンカーが入港した。石油連盟は21日、合計2010キロリットル分のガソリンや灯油を積んだ石油タンカーが同日午前、塩釜港に入港したと発表した。石油元売り各社は中継地点として出光興産の塩釜油槽所を共同で活用。タンクローリーに積み替えて被災各地に出荷する。

 東北地方の被災地では救援物資の輸送などで燃料不足が大きな課題となっている。石油元売り各社は震災後、仙台港付近の拠点から燃料在庫を供給するなどしてきたが、塩釜港の部分復旧で太平洋側の海上からの調達ができる。

 エクソンモービルグループの塩釜油槽所でも20日から出荷を再開し、21日から製品受け入れが可能となった。JXエネルギーも21日、仙台製油所(仙台市)で在庫の出荷を一部再開した。ただ、生産の復旧にはめどがついていない。

21/03 緊急地震速報、的中3割に低下「誤報と思わず身構えて」

 震度5弱以上の地震が来る前に発表する気象庁の緊急地震速報が、東日本大震災後に多発する余震で、精度が落ちている。信頼が損なわれているが、それでも3回に1回ほどは的中しており、専門家らは「大きな余震が続く可能性が高い。誤報と思わず身構えてほしい」と呼びかけている。

 緊急地震速報は、震源近くの地震計で最初の揺れをとらえ、瞬時に地震の規模や震度を計算、最大震度5弱以上と予測すると速報する。2007年から運用を始め、震災前までは17回のうち10回で確率は58%だった。

 ところが、11日の東日本震災後から20日までに速報は36回出たが、実際に震度5弱以上の揺れがあったのは11回で、的中の確率は約30%となっている。システムが同時に複数の地震を想定していないことが原因で、地震の規模や発生場所を誤って計算して速報が出ることがあるという。すぐに改良する予定は無く、地震後の余震がおさまるまで誤報は続く見込みだ。

 速報作りに携わった名古屋大の福和伸夫教授(地震工学)は「テレビでBGMのように連日流れて、オオカミ少年のようになってしまっている」と指摘。当初から巨大地震では限界があることが分かっていたといい、「火の注意、背の高い家具から離れるなど数秒で揺れに備えることができる。システムの限界を理解して、うまく利用してほしい」と話す。

 気象庁は「自分の住んでいる地域が速報の対象外でも、地震が来ることもあり得る。誤報と思わず身を守ってほしい」と呼びかけている。(川原千夏子)

21/03 産油国ベネズエラ、日本にガソリン提供へ

 【リオデジャネイロ=平山亜理】産油国の南米ベネズエラは19日、日本にガソリンを提供すると発表した。時期や量は未定だが、マドゥロ外相は「燃料不足で復興が遅れる日本の状況を見て、チャベス大統領が日本の被災地にガソリンを送るよう指示した」と語った。

 また、AP通信などによると、同国政府は同日、飲料水や保存食、毛布など19トンの支援物資を積んだ航空機を日本に派遣した。日本を「脱出」するベネズエラやコロンビアなど南米の人々を乗せ、帰国する予定という。

21/03 民間の石油備蓄量取り崩す 経産省、放出量

 東日本大震災の影響でガソリンなどが不足している問題で、経済産業省は21日、石油備蓄法で民間の石油会社に義務づけているガソリンや灯油などの石油備蓄量を追加的に22日分減らし、45日分にすると発表した。備蓄取り崩しに伴う供給量は、14日付で3日分減らした際の約126万キロリットルから、約1050万キロリットルと約7倍に増えることになる。

 欧州株は21日、軒並み上昇した。ロンドンのFT100種平均株価指数は一時、先週末の終値より1.3%高い5794.68まで上昇した。東日本大震災の影響で世界の株が売られた先週の相場が行き過ぎだったとの見方が広がった。独フランクフルトのDAX株価指数、パリのCAC40株価指数もそれぞれ上昇している。(ロンドン)

21/03 出光の宮城・塩釜油槽所が復旧 灯油・ガソリン配送再開

 出光興産は21日、宮城県塩釜市の油槽所が復旧し、宮城とその周辺地域へのガソリン、灯油、軽油の配送を再開したと発表した。東日本大震災の発生後は日本海側の秋田県や新潟県から配送していたが、今後、宮城県発に切り替え、配送時間を短縮する。

 設備は大きな損傷を受けておらず、電気の復旧に合わせて運用を再開した。21日午前10時30分に愛知県を出発したタンカーが着岸し、ガソリン1050キロリットル、灯油470キロリットル、軽油490キロリットルの計2010キロリットルを荷揚げ。同社の13台の輸送車が1日2回ずつ、宮城県と周辺地域に配送する計画だ。ただ、営業可能なスタンドすべてにガソリンが届くには数日かかる。

 油槽所の貯蔵能力は2万6千キロリットル。これまでは8620キロリットルの在庫があったが、自衛隊などに優先的に出荷していた。当面は、出光だけではなく石油連盟に加盟する5社が共同で利用し、被災地への配送を急ぐ。

21/03 福島第一原発5号機に外部電源、本格的冷却始まる

 東日本大震災で被災した東京電力福島第一原子力発電所(福島県大熊町、双葉町)で21日、外部電源から5号機への電力供給が再開され、原子炉の本格的な冷却が始まった。2号機でも、電力供給を目前に控え、部品の交換作業などが続いた。自衛隊などの放水による使用済み核燃料貯蔵プールへの注水が続くなか、原子炉本体の危機回避に向けた作業が進んでいる。

 東電や経済産業省原子力安全・保安院によると、5号機は送電線からのケーブル敷設が終わり、21日午前11時36分、非常用電源から外部電源へ切り替えられ、午後1時前にポンプを動かし始めた。原子炉と燃料プールの冷却について、外部電力の供給が始まったのは福島第一原発1~6号機のなかで初めて。

 5号機は地震の際には停止中だったが、非常用電源が十分でなく、燃料の余熱で温度が少しずつ上昇していた。

 隣接する6号機も、ケーブルの敷設が終わっており、東電は23日までに外部電力の供給開始を目指す。5、6号機の原子炉は20日、原子炉の温度が100度以下になる「冷温停止」の状態になっている。

 送電線から約1.5キロのケーブルで接続された2号機は、作業員が建屋内で機器の点検をした結果、原子炉や燃料プールに冷却水を供給するポンプのモーターなどで、配線がショートしているのが見つかった。交換作業が必要な部品もあり、柏崎刈羽原発(新潟県)など別の原発や業者から取り寄せるという。

 一方、原子炉を運転・監視する中央制御室では、放射性物質が室内に入るのを防ぐ空調システムや、圧力や温度を表示する計器類は問題なさそうだという。

 3、4号機では、放射線量が高い場所を避けながらケーブルを敷設した。1、2号機と同様に、まずは中央制御室や冷却にかかわる機器への通電を目指して、電気を問題なく流せるか調べている。

 3号機の原子炉建屋の南側で21日午後4時ごろ、黒っぽい煙が上がった。東電は作業員を屋内退避させ、電源の復旧や放水の作業も一時中断した。付近の放射線量や、原子炉のデータに変化はなかったという。煙が出たのは使用済み核燃料の貯蔵プールの上部とみられる。保安院は「原因はわからないが、プールでの異常とは考えにくい」としている。また、2号機で21日午後6時20分ごろ、原子炉建屋の屋上の屋根の部分で白いもや状の煙が出ているのが確認された。

 枝野幸男官房長官は21日夕の記者会見で、東京電力福島第一原子力発電所3号機から灰色がかった煙が出ていると東電が発表したことについて、「様々なモニターの数値には悪い数字は出てきていない。原子炉、放射能という観点から、今のところ問題がある状況は認められない」と述べた。

 煙の原因については、枝野氏は「(3号機の)建屋の中には様々な可燃性のものがあるので、そうしたところが出火した可能性も含め、しっかりと状況把握に、現地において努めてもらっている」と語り、調査中だと説明した。

Power cable connected to reactor / Link may allow control room use

In an effort to restore power at the crippled No. 2 reactor of Fukushima No. 1 nuclear power plant, Tokyo Electric Power Co. has successfully connected a power cable with the reactor, raising hope the utility will be able to activate the central control room.

TEPCO was working Sunday to electrify the central control room using the power supplied to the No. 2 reactor.

Work to restore electricity at the Fukushima nuclear power plant is under way in three separate reactor groups--Nos. 1 and 2; Nos. 3 and 4; and Nos. 5 and 6. The highest priority was placed on the No. 2 reactor, whose reactor containment vessel is feared to have been damaged in the aftermath of the magnitude-9.0 quake that hit the Tohoku region on March 11.

Among the Nos. 1 to 4 reactors, the No. 2 reactor reportedly suffered the least quake and tsunami damage to its pumps and electrical equipment, making TEPCO officials hopeful that the equipment will start functioning once electricity is supplied.

TEPCO set up a temporary power switchboard on a vehicle near the No. 1 reactor Friday, and connected the devices with a cable to the No. 2 reactor's power switchboard-cum-transformer at the turbine building.

Water-spraying continues

Meanwhile, Self-Defense Forces personnel and a special squad of the Tokyo Fire Department continued spraying water on troubled reactors in an effort to avert further disaster.

On Sunday morning, SDF personnel sprayed water on the No. 4 reactor for the first time, following a similar operation on the No. 3 reactor that lasted until early Sunday.

The SDF mission started at about 8:20 a.m. and ended 9:40 a.m., having sprayed about 82 tons of water using 10 SDF fire trucks and one fire truck TEPCO borrowed from U.S. forces, Tokyo Electric Power Co. said.

It is feared rising water temperature in the temporary storage pool at the No. 4 reactor will lower the water level in the pool and expose fuel rods, resulting in the leakage of radioactive material into the air.

The radiation level in the plant vicinity declined after the Tokyo Fire Department sprayed water on the No. 3 reactor on Saturday and Sunday.

Radiation levels at a location about 500 meters from the No. 1 reactor went down from 3,443 microsieverts per hour as of 2 p.m. Saturday to 2,758 microsieverts as of 3:40 a.m. Sunday, according to officials.

The water-spraying operation on the No. 4 reactor by the Tokyo Fire Department was to resume Sunday night.

The SDF and firefighters from across the nation, including the Osaka Municipal Fire Department, are expected to continue their water-spraying mission.

At the No. 3 reactor, on which Tokyo firefighters sprayed water from 2:05 p.m. Saturday until 3:40 a.m. Sunday, pressure within the reactor containment vessel started rising again, forcing TEPCO officials to consider releasing steam in the vessel to lower the pressure, TEPCO said.

Pressure in the containment vessel went up from about 2.8 atmospheres at 1:10 a.m. to 3.4 atmospheres at 4:30 a.m.

However, the pressure in the containment vessel stabilized as of noon. TEPCO officials continued to closely monitor changes in pressure inside the vessel for the time being.

At the Nos. 5 and 6 reactors, TEPCO successfully activated heat exchangers in temporary storage pools for spent nuclear fuel rods using emergency diesel power generators, including one that was repaired Saturday, making it possible to significantly lower water temperature in the storage pools.

Water temperatures in storage pools in the Nos. 5 and 6 reactors were 37.1 C and 41.0 C, respectively, as of 7 a.m., and were within or near the target temperature range of 40 C or below, TEPCO officials said.

TEPCO said the number of its workers whose radiation exposure exceeded 100 sieverts increased to seven from six as of 5 a.m. Sunday. The government had raised the upper limit of the radiation exposure for workers at the Fukushima plant from the ordinary 100 sieverts to 250 sieverts as an exceptional measure.

Meanwhile, TEPCO was considering using a German-made high-pressure pump capable of spraying water on a distant target with a boom longer than 50 meters, according to TEPCO sources. The pump is used to pour concrete at construction sites.

 10日ぶりに二番手のニュースを取り上げる。曽野綾子さんの『アラブの格言』(新潮新書)にモロッコの警句がある。「判事の下男が死ねば皆が弔いに行くが、判事の葬式には誰も行かない」。なるほど、権力者とは悲しいものだ▼権力者に従う者はもっとつらい。とりわけ権勢の末期である。リビアでも今ごろ、カダフィ大佐の側近らが右往左往しながら、身の振り方を案じていようか。反体制派を追い詰めるリビア政府軍に対し、英仏米などが空海から一斉攻撃に出た▼反政府の動きは東部ベンガジから広がったものの、武力に勝る政府軍がたちまち盛り返し、蜂起の市民がひどい目に遭う矢先だった。そこに、多国籍軍の「人道的介入」を認める国連決議である▼「アラブ民主革命」はチュニジアに始まり、エジプトの長期政権を倒し、アラビア半島に飛び火した。盤石にも見えたリビア独裁体制の行く末は、北アフリカと中東の明日を占う。欧米も勝負どころと踏んだようだ▼40年におよぶ己への畏敬(いけい)と服従。その源泉が人徳なのか強権なのか、葬列の長さを思うまでもなく、カダフィ氏にも見当はつこう。大佐だからといって、多くの国民を道連れに戦死を選ぶことはない。白旗の用意をお勧めする▼先の格言集には「遠い戦いの太鼓は甘い音楽」というのがある。日本では「対岸の火事」だが、世界経済に遠い戦争はなく、油田で交える砲火に縮こまるだけである。このうえ油価が上がれば、すでに厳しい日本のエネルギー基盤が揺らぎかねない。揺れはもうたくさんだ。

 いつもの週末に比べて、銀座や表参道の外国人は目に見えて少なかった。観光客ばかりか、出張者や留学生、外交官までが日本脱出を急いでいるらしい。物心の支援に感謝しつつ、この国は自らの手で立て直すしかないと胸に刻んだ▼大震災の被害はいまだ全容を見せず、避難所や病院で力尽きるお年寄りが後を絶たない。福島の原発では、四つの原子炉が悪さを競うように日替わりで暴れている。津波と原発事故。二つの怪物を伴うこの災いは、10日目を迎えてなお「発災中」の異様である▼3月11日をもって、大小の非常が始まった。関東では輪番停電が常となり、スーパーの空き棚も目につく。ガソリンや電池の買いだめは関西でもというから、国中がすくんでいるのだろう▼がれきの街には、愛する人の記憶をまさぐり、泥まみれの面影を抱きしめる姿がある。「泣きたいけれど、泣けません」。被災者ながら、現地で体を張る看護師長の言葉である。戻らぬ時を一緒に恨み、足元の、そして来るべき苦難に立ち向かいたい▼地震の1週間後、東京スカイツリーが完成時の高さ634メートルに届いた。この塔が東京タワーを超えた昨春、小欄は「内向き思考を脱し、再び歩き出す日本を、その高みから見てみたい」と書いた▼再起のスタートラインは、はるか後方に引き直されるだろう。それでも、神がかりの力は追い込まれてこそ宿る。危機が深いほど反発力も大きいと信じ、被災者と肩を組もう。大戦の焼け野原から立ち上げたこの国をおいて、私たちに帰るべき場所はない。

 エミリー・ディキンソンという米国の女性詩人を知る人は少ないかも知れない。19世紀にボストンに近い町で静謐(せいひつ)な生涯を送った人で、自然の中で書いた数々の短詩を遺(のこ)した▼次のような無題の詩がある。〈失意の胸へは/だれも踏み入ってはならない/自身が悩み苦しんだという/よほどの特権を持たずしては――〉(中島完(たもつ)訳)。これが全文で、新聞記者という仕事柄、胸に深く畳んできた。そして今、未曽有の失意と悲痛に満ちる被災地から、小紙の、あるいは他社の報道が続く▼だれもが苦渋の取材だろう。先の小紙で、阪神大震災を体験した精神科医の中井久夫さんが、被災者には「『わかってたまるか』という気持ちもある」と言っていた。伝える使命と、悲痛な胸に踏み入る躊躇(ちゅうちょ)。きびしい葛藤をくぐって来た文であり、写真、映像である▼泣きながら書いた者も、泣きながら撮った者もいよう。NHKのアナウンサーも声を詰まらせては、必死に立ち直ってニュースを読み続ける。そうした報道の数々が、支え合う決意に寄与していると信じたい▼地震から1週間が過ぎ、犠牲者は阪神を超えた。安否不明者は1万9千を数える。被害の全貌(ぜんぼう)はなお分からない。いまだ救援の届かぬ集落を昨日の朝刊が伝えていた。がれきの下から食料を拾って空腹をしのいでいるという▼「誰かがいてくれる」こと、「忘れられない」ことが被災者を励ますと中井さんは言う。まだ先は見えないが、失意の胸に長く寄り添う報道でありたい。メディアもまた試されているのだと思う。

 震災で大きな被害を受けた岩手県は、宮沢賢治が生まれ暮らした土地でもある。賢治の思想の結晶の一つとされる名作「グスコーブドリの伝記」は、一人の若者が自らを犠牲にして人々の命の糧を守る話だ▼きびしい冷害で飢餓が迫る中、火山島を噴火させて気候を暖かくする計画が立てられる。だが、仕掛けのために島へ渡った者のうち最後の1人は島から逃げられない。若いブドリがその役を買って出る――。福島第一原発で続く必死の作業に、はからずも思い浮かんだ▼科学の創りだしたものが、生みの親の制御を超えて、のたうち、暴れる。人類の「滅び」の可能性を秘める核の、深刻きわまる暴走である。人体を脅かす放射能と闘い、恐怖を抑えて踏みとどまる原発従事者の、事なきを祈らずにはいられない▼米紙ニューヨーク・タイムズは16日付の1面で、苦闘する「無名の50人」を「最後の砦(とりで)」と称賛した。触発された米テレビは「フクシマ・フィフティ(福島の50人)」と盛んに流している。だが、彼らは英雄である前に人間なのだ▼現場の夫を案じる妻が日本のテレビに語っていた。冷静ながら不安を隠せぬ口調に胸が痛んだ。しかし、誰かが怪物を封じなくてはならないのも、一方の真実。身を切られるような背反に私たちは立ちすくむ▼歳月と文明はさかさまには行かない。電気を知った我々は、もう灯(ひ)を消しては暮らせない。今はただ、犠牲によって大勢が幸せになる賢治の物語とは、異なる結末を切に願う。必ずや家族のもとへ、全員無事に帰ってほしい。

 行く川の流れは絶えずして……の「方丈記」は、達意の筆で無常をつづる。著者の鴨長明(かもの・ちょうめい)は平安末から鎌倉初期の人物。若いときに竜巻や飢饉(ききん)、地震といった災害を続けざまに体験した▼1185年の元暦(げんりゃく)の大地震を克明に記している。「山はくづれて河を埋み、海は傾きて陸地(くがち)をひたせり」「家の内に居れば、たちまちにひしげなんとす。走り出づれば、地割れ裂く」。そして、様々な天災のうちでも「恐れの中に恐るべかりけるは、ただ地震(なゐ)なりけり」と書き残した▼その長明が「なごり、しばしは絶えず」とおびえた余震が、いま、東日本を不気味に揺さぶっている。テレビ映像はたびたび途切れて、緊急地震速報に変わる。長野と静岡では震度6強の地震が起きた。そんな中で原発が煙を噴き、被災地は雪に凍える▼悲嘆と恐怖が被災地を包み、首都圏は停電の不便を忍ぶ。西日本とて不安に包まれていよう。だが勇気づけられる話も多く聞く。大げさな行為でなくとも、たとえば声欄にも、胸に灯のともるような投書が届く▼帰宅難民であふれた東京で、配られた毛布をお年寄りに譲った若い女性。タクシー待ちの長蛇の列に、「しているだけで少しは暖かいから」とマスクを配っていた女性2人。ささやかな、ゆえに尊い、分かち合いである▼「人とはなんて美しいものだろう、人が人であるときには」。古代ギリシャにこんな名文句があった。黙々と耐える被災地。一条の光さえ見えない方も多かろう。近くからも遠くからも、私たちは「人である」ことで励ましたい。

 ダモクレスの剣の故事は、繁栄を脅かす危機のたとえだ。王の椅子に座ったダモクレスの頭上に、天井から髪の毛1本で剣がつるされる。いつ切れるやも知れない。ケネディ元米大統領が演説で核戦争の恐怖になぞらえ、よく知られるようになった▼同じ核分裂を原理とする原発も、その危うさを「頭上の剣」と見る向きがあった。細い髪の毛はいま切れかかっているのか。東京電力の福島第一原発が地震で深刻な事態に陥っている。コントロールを失う中、桁違いの放射能が観測された▼これまで「原発の二大事故」は、米国のスリーマイル島とソ連のチェルノブイリだった。こののち、フクシマを含めて「三大」となるのは現時点の規模でも間違いない。この一文を書いているいま、最悪を防げるかどうかの瀬戸際が続いている▼日本の原発は二重の意味で頭上の剣だった。なにせ地震大国である。地盤の悪い立地を危ぶんだ「豆腐の上の原発」という表現もあるほどだ。列島上にゆらゆらと、54本の剣がつり下がっている図を、あらためて思えば背筋が寒い▼まことしやかに「安全神話」などと言う。だが神話の数だけ崩壊の悲劇があった。ジャンボ機の神話崩壊は今も記憶に新しい。そしてテレビ越しに感じる東電の企業風土は、当時の日航にどこか通じる。正体見たりの印象が強い▼〈生活の光熱の遠きみなもとに大き異火(ことひ)の燃えやまなくに〉。小紙歌壇の選者、高野公彦さんの歌だ。異火とは原子の火。畏怖(いふ)に満ちた言葉である。固唾(かたず)をのんで最悪の回避を祈るほかない。

 国文学者の歌人、窪田空穂(うつぼ)は関東大震災の直後、甥(おい)の安否を尋ねて東京市中を歩いた。目にした惨状を克明に、一連の歌に残している。〈妻も子も死ねり死ねりとひとりごち火を吐く橋板踏みて男ゆく〉。あるいは〈梁(はり)の下になれる娘の火中(ほなか)より助け呼ぶこゑを後も聞く親〉▼88年前に被害を甚大にしたのは燃えさかる「火」だった。今回は津波による「水」である。時は流れて科学も技術も進歩した。だが、自然の猛威を前にした人間の小ささは変わらない。愛(いと)しい人を亡くした人の悲しみにも、変わりのあろうはずがない▼亡くなった人は宮城県だけで「万」にのぼる見通しだという。市街地ばかりでなく、各所で小集落が根こそぎ消えた。「全滅」という言葉を今回の取材で何回聞いたことか、と被災地に入った記者が書いている▼おののくような数字の一つ一つに、空穂の歌の悲嘆があろう。記事は伝える。病気の息子を連れ出せなかった老親。仕事から戻る夫のために、むいたリンゴを残して濁流に消えた妻――。数字は、ただの数字ではない▼気象予報によれば、被災地は今日からいっそうの寒さに見舞われるという。三寒四温の「三寒」がこれほど恨めしい春はない。日本全体の試練である。物心の苦難を分かち持つ決意が私たちに要る▼紙の墓碑を思わせる東京の紙面にきのう、被災地で生まれた赤ちゃんの記事があった。〈子どもはなおもひとつの喜び/あらゆる恐怖のただなかにさえ〉。谷川俊太郎さんの詩の一節を思い浮かべた。命の微笑を、力に変えたい。

16/03 原発危機―「最悪」の回避に全力を

 これは未曽有の国家的危機である。乗り切るためには、政府と国民、企業と市民、それぞれの「信頼」という綱を、しっかり結び続けるしかない。

 東京電力の福島第一原子力発電所の状態が深刻の度を増している。

 1号機と3号機で水素爆発が起きたのに続き、2号機では爆発が、4号機では火災があった。

 2号機は、原子炉を覆う格納容器につながる圧力抑制室が壊れたようだ。強い放射能を帯びた物質が外に出るおそれがある。

■危険な作業支えよう

 4号機は11日の地震のときには定期検査中だった。プールで保管中の使用済みの核燃料の冷却が不十分となり、燃料棒が壊れた疑いもある。

 ひとつの発電所内にある四つの原子炉がいずれもまだ安定せず、放射性物質が漏れているらしい。極めて厳しい状況といえる。

 放射性物質が大量に、広範囲に外に出ることを何とかして食い止める。これが最も大切だ。

 厳しい条件の下、原子炉を冷却するための努力が懸命に続けられている。困難かつ危険を伴う作業ができるだけうまく進むよう、全力を挙げて支えてゆきたい。

 発電所内で高い放射線量が検出され、作業員が退避する事態もあった。安全を守りながら進める必要がある。

 電源が得られず、ポンプなどの能力にも限りがあり、なかなか決め手となる方法が見いだせないのが現状だ。知恵と力を結集してほしい。

 2号機の事故を受け、菅直人首相は改めて半径20キロ以内からの住民避難を呼びかけるとともに、20~30キロの範囲の人たちに屋内退避を求めた。いつまで続くのか、不安が広がる。

 原発周辺から集団避難を求められたのは約20万人にも及ぶ。不便を強いられる避難先での生活を支えるため、受け入れ先の自治体、地元住民の協力が欠かせない。

■国民信じ情報開示を

 危機にあたって陣頭指揮をとるべきは、菅首相をおいて他にいない。国民の生命を守ることを最優先に、東電と一体となって難局に臨んでほしい。

 首相はきのう東電本店に乗り込み、「あなたたちしかいない。覚悟を決めてください」と叱咤(しった)した。国民から見れば、その言葉はそのまま政府、そして首相自身にも当てはまる。

 情報伝達の遅れなど、これまでの東電の対応に不信感を募らせる国民や政府関係者は多い。ここは、あらゆる当事者が心をひとつにして、危機を乗り切ることが肝心だ。

 まずは政府と東電が密接に情報を共有し、指揮命令系統を一本化する必要がある。すでに協力を表明している国際原子力機関(IAEA)や米国など、海外の専門家の知見も広く求めたらどうだろう。

 いま重要なことは、迅速で十分な情報の開示だ。

 政府や東電はこれまで、ことあるごとに大丈夫だ、と強調してきた。国民がパニックに陥らないよう細心の注意を払う必要はよくわかる。

 しかし、「政府は何かを隠しているのでは」との疑念を招けば、かえって国民の不安をあおりかねない。危機管理がうまくいくかどうかは、政府に対する国民の信頼にかかっている。

 国民を信じてきちんと情報を提供しなければならない。

 何が起きているのか、これからどんなことが想定されるのか、備えはどうなっているか、どう行動すべきか。

 政府は事態の収拾に最善を尽くしつつ、さらに悪化した時をも想定して、対応策の準備を同時に進める責任がある。状況の変化に応じ、さらなる避難などが必要であれば、的確な指示を出すことだ。

■日本社会の復元力を

 日本経済もまた、大震災に加え、原発ショックに襲われ、未知の次元に陥りつつある。

 東京証券取引所では電力、電機など主力株が軒並み売り込まれた。日経平均株価は、史上3番目の下落率を記録した。

 次々と見舞う想定外の事態に、企業や人々は心理的に萎縮している。悪循環を抑えなければならない。

 日本銀行は金融市場の収縮を阻止するために計41.8兆円という史上最大の資金を供給する。経済がこれ以上混乱しないよう、あらゆる手をうつべきである。

 私たちの忍耐力、問題解決能力、復元力が試されている。冷静に行動しよう。世界もそれを見守っている。

 地震には物心両面でそれなりの備えがあった。停電をエネルギー危機ととらえれば、石油ショックを乗り切った経験もある。だが、壊れた原発からの放射能放出という事態は、日本にとって初めての試練だ。

 日本の産業は情報、物流、人流、金融が高度に組織され、相互依存の供給体制を構築してきた。外から打撃を受けたときは、全体で補い合い、助け合って復旧に努める覚悟だった。

 今は国民が我慢を引き受け、被災地への物資供給を優先させるときだ。押し寄せる水から逃げのびた人が、なお生命の危険にさらされている。

 政府を先頭にして、打撃をくいとめようと懸命の努力が続く。最悪の事態を、なんとか回避したい。

18/03 asahishimbun editorial - 原発との闘い―最前線の挑戦を信じる

 福島第一原子力発電所に、自衛隊員が操縦するヘリコプターが何度も、水をまいた。地上からは警視庁の機動隊員と自衛隊員が放水を試みた。

 原発のまわりは、漏れ出た放射性物質でひどく汚染されている。いずれも重い防護服に身を包み、被曝(ひばく)量を測りながらの、決死の作業だ。

 きのう朝から夜にかけて、原発の冷却に向けての作業を、多くの国民がかたずをのんで見守った。

 東京電力や協力会社の作業員、消防隊も、地震の発生以来、不眠不休で経験のない災厄に挑んできた。津波やこれまでの爆発で、行方不明やけがをした人もいる。さらに、第一原発の制御を取り戻すため、多くの作業員が電源の復旧作業に取り組んでいる。

 事態が少しでも好転してほしい。

 そして、まさしく生命をかけてこの難局に立ち向かう人びとの被害が、最小限に抑えられるように――。

 努力が結実することを願う。

 ひとたび重大な原発事故が起きたとき、だれが、危険をおかして作業にあたるのか。これまで突っ込んだ議論を避けてきた私たちの社会は、いま、この重い課題に直面している。

 軍国主義時代の日本や独裁国家ではない。一人ひとりの生命がかけがえがなく、いとおしい。そこに順位や優劣をつけることはできない。

 一方で、誰もが立ち向かえる仕事ではない。電気をつくり、供給することを業務とし、専門の知識と技術をもつ人。一定の装備をもち、「事に臨んでは危険を顧みず」と宣誓して入隊する自衛官。同じく公共の安全の維持を責務とする警察官。

 もちろん自衛隊や警察にとっては、およそ想定していなかった仕事だ。しかし、事態がここまで進んだいま、私たちは、そうした人たちの使命感と能力を信じ、期待するしかない。

 危険な作業はこれから長く続く。この先も、苦渋の選択が求められる場面が何度もあるだろう。

 その判断をし、指揮・命令する立場にある人は、適切な情報に基づいた確たる覚悟が求められる。最終責任を負う政治家も同様である。

 多くの知恵を結集して様々な場合を想定し、三重四重の対応策を考え、物資を調達し、決断する。

 ここを誤り、右往左往し、あるいは責任を転嫁するような振る舞いをすれば、作業にあたる人やその家族はもちろん、国民は何も信じられなくなる。

 私たちは、最前線でこの災禍と闘う人たちに心から感謝しつつ、物心の両面でその活動を支え続けなければならない。

 電気を使い、快適な生活を享受してきた者として、そしてこの社会をともに築き、担ってきた者として、連帯の心を結び合いたい。

21/03 震災から10日―人の強さを信じて進む

 2011年3月11日午後2時46分から、きょうで10日を迎える。

 判明した犠牲者の数、8千人以上。戦後日本が経験した最悪の、未曽有の災害だ。制御不能に陥った東京電力福島第一原子力発電所では、放射性物質の大量放出をくい止めようと、懸命の作業が続けられている。

 私たちを揺さぶったものの恐ろしさに、改めて身がすくむ。

 大津波で街がいくつも破壊された。泥とがれきの茶褐色の光景が、目に焼きつく。愛する人や仲間を捜し続ける人がいる。いまなお安否がわからない人が1万8千人以上いる。

■救援をもっと厚く

 被災地は次第に、大量の死という現実に向き合いつつある。大災害はともすれば、数百、数千という数字で語られがちだ。でもその一人ひとりに、海辺の町で過ごした豊かな時間があったことを、心に刻みたい。

 絵を描くのが好きだった宮城県石巻市の佐藤愛梨(あいり)ちゃん(6)。15日が卒園式のはずだった。幼稚園のバスの中で見つかった。

 同県東松島市の自宅の庭で仰向けに倒れていた熱海つよしさん(79)。息子が母を捜し出したとき、笑ったような顔をしていた。

 長い、つらい、悲しみの時が続く。営んできた暮らしがそっくり流され、その立て直しも重い課題だ。

 ともに泣き、じっと耳を傾け、支えたい。地震翌日、被災地入りした記者に「町の惨状を早く伝えて」と訴えた人がいた。その言葉も忘れまい。

 三十数万人が、不自由な避難所での生活を続けている。

 福島原発の周辺に住む人は、故郷がどうなるのかという不安とともに、村ごと、町ごとの退避を強いられた。地震、津波、原発事故の三重被害だと、怒りを込め訴えた市長がいた。

 先週は真冬の寒さが各地を襲った。避難中に亡くなる人が相次ぐ。薬も飲み物も食べ物も燃料も暖かさも、足りない。物資は滞り、被害が大きい所ほど届きにくいジレンマもある。

■使命感を胸に

 災害直後の緊張が解け、沈みこむ人が増えている。ストレスと疲労は限界に近づいている。絶望と孤立感が、生き延びた命を刻々と削る。

 もっと急がねば。救援をもっと厚くしなければ。

 福島県相馬市の避難所で被災者自身がボランティアを組織した。班長の一人、大谷亮一さん(67)は「私らは生き残った。感謝の気持ちなんです」。

 近くの病院にひびが入り、患者が身を寄せた岩手県立釜石高校。学校に寝泊まりする生徒が支えとなった。体育館入り口に、避難者向けの寄せ書きがある。「上を向いて歩こう」と。

 災害の最前線には、使命感を胸に体を張る職業人たちがいる。

 原子炉近くでは、東電や関係する会社の社員たちが危険な作業を続ける。

 自衛隊員、警察官、消防隊員が応援に入った。真っ先に被災地に入り、多くの人を救い出したのも彼らだった。

 大きな揺れの後、町を守ろうと水門へと走った役場職員がいた。海上保安官、医師や看護師、福祉施設職員、教師、トラック運転手、コンビニ店長、後方でフル回転する公務員……。

 想定を超える事態に混乱も起きている。だがその働きぶりに思うのは、幾多の災害を経て蓄えた教訓が、多少なりとも生きているということだ。

 被災地から遠く離れて暮らす市民も無関係ではいられない。

 海外から安否を気遣うメールを受信した人は少なくないだろう。日本のことを、みな案じてくれている。多くの国からの支援の申し出も心強い。

 関東では計画停電に振り回される毎日だ。催しの中止や延期、商品不足。不便さはじわじわ広がる。農産物の放射性物質の数字も心配だ。雲のような不安が頭を覆いそうになる。

■しなやかな市民社会

 他方、長い行列やすし詰めの電車の中を、人はいら立ちを抑えて耐えている。ネット上では、デマを打ち消し、本当に必要なことは何か探ろうとする共助空間も生まれている。

 政府が積極的に情報開示をすべきなのは言うまでもない。市民もまた、冷静に事態を受け止め、自律する力が、求められているのだ。

 全国の自治体で被災者を受け入れる動きが広がる。胸裂かれる思いでふるさとを離れた人を、どう迎えるか。それぞれの町で市民にできることが、格段と増えている。

 熱き心と冷たい頭で。市民社会のしなやかさが問われる。

 震災から10日。防潮堤、建造物、原発……。思い知らされたのは、人間が築いたものがいかに頼りないか、ということだ。政府の動きを含め、後から検証すべきことは山ほどある。

 一方で、人を救うのも、支えるのも人だということを、学びつつもある。そう、私たちは少し前まで、寒々とした孤族の国できずなをどう結びあうのか、思案していたのだった。

 東京消防庁の隊員は妻に「安心して待っていて」とメールを打ち、原発に向かった。石巻市では、流された家に閉じこめられていた80歳の祖母と16歳の孫が、9日ぶりに救助された。被災地で生まれる新しい命もある。

 誰かがいれば人間は強くなれる。

 信じよう。春はあと少しで来る。

20/03 Nuclear crisis forces firms to shift production from quake-hit region

The crisis at the quake-shattered Fukushima No. 1 nuclear power plant is preventing firms from reopening factories and leading some companies to shift production from the region.

Daio Paper Corp. postponed the reopening of a plant of its subsidiary in Iwaki, Fukushima Prefecture, which had been slated for Wednesday.

Iwaki is about 50 kilometers from the Fukushima No. 1 nuclear power plant, which was severely damaged by the magnitude-9.0 Great East Japan Earthquake and tsunami on March 11 and has since released radioactive material into the atmosphere.

The government has told residents living within a radius of 20 kilometers of the plant to evacuate.

People living between 20 km and 30 km from the plant are being advised to stay indoors.

"(The delay) is a measure to ensure the safety of about 200 employees and their families," a Daio Paper representative said.

The company said it would restart operations at the paper mill but did not know when.

Alpine Electronics Inc., a manufacturer of car navigation systems based in Iwaki, has suspended operations at four factories in the area.

The company said it was unable to repair damage to its plants while the nuclear crisis was continuing.

"No builders are willing to accept the repair work from us because of shortage of gas and concern about possible radiation exposure," a spokesperson said.

Some manufacturers have begun shifting production away from Fukushima Prefecture.

Toto Ltd., the toilet maker based in Kita-Kyushu, said it would move its optical fiber parts production line from a factory in the evacuated area to a group company in Ibaraki Prefecture immediately to the south of Fukushima Prefecture.

Toto said it planned to resume production near Fukushima Prefecture because its workers were based there, but said it was unclear when that would happen.

Fujitsu Ltd. said it would temporarily move production of desktop computers from its factory in Date, Fukushima Prefecture, to a plant in Shimane Prefecture in western Japan.

Machinery and ventilators at the Date factory have been severely damaged.

The heavy machinery maker IHI has shut down an aircraft engine component factory in Soma, Fukushima Prefecture. Part of its ceiling was destroyed and precision machinery was damaged in the earthquake.

Some of Hitachi Ltd.'s plants in Hitachi, Ibaraki Prefecture, also suffered extensive damage, with walls and ceilings in some factories collapsing. The company says there is little prospect of resuming operations soon.

Most of Hitachi's plants in the city produce equipment for the power generation industry, the core of the company's business.

Toshiba Corp. also reported some damage to a microchip factory in Kitakami, Iwate Prefecture, in the north of Japan's main island.

Toshiba said power had been restored to the plant but that confirming whether delicate machinery was functional would take time.

Disruption to the distribution network, with some suppliers paralyzed and transport links in a mess, is also forcing companies to stop production.

Toyota Motor Corp.'s suspension of production at all its assembly plants and group companies' has been extended to Tuesday because of supply issues.

Some of the lines at Fuji Xerox Co.'s factories in Niigata and Mie prefectures have also been at a standstill since Thursday because of the failure of supplies from a contractor in Fukushima Prefecture.

Canon Inc. was forced to close a digital camera factory in Kyushu after similar supply problems.

20/03 Japan plans up to $127 bln in emergency lending after quake-Nikkei

The Japanese government plans to dedicate up to 10 trillion yen ($127 billion) in crisis lending to businesses to help them finance day-to-day operations and repair damage from last week's deadly earthquake and tsunami, the Nikkei newspaper reported on Saturday.

The government can provide special financing in the form of low-interest loans or interest payment subsidies backed by public funds when a natural disaster or other event triggers major economic instability, the Nikkei said.

The newspaper, without citing any sources, said that the government was considering allocating several trillion yen and up to 10 trillion yen to the scheme. Funds needed to support the scheme would be set aside in an emergency budget.

The government looks certain to need an extra budget to fund disaster relief and reconstruction after the triple blow of a massive 9.0 magnitude earthquake, a tsunami and a dangerous radiation leak at a quake-crippled nuclear plant.

The authorities, struggling to contain the nuclear crisis, have yet to produce an estimate of how much government spending would be needed to help the economy get back on its feet.

Economics Minster Kaoru Yosano told Reuters in an interview earlier this week that the economic damage from the disaster would exceed 20 trillion yen, which was his estimate of the total economic impact of the 1995 earthquake in Kobe.

Yosano said government spending was likely to exceed the 3.3 trillion yen Tokyo spent after Kobe, which up to now has been considered the world's costliest natural disaster.

On Friday, the Sankei newspaper said that the government planned to issue more than 10 trillion yen in emergency bonds to pay for the reconstruction and that the central bank would fully underwrite the issue. But Yosano and other government officials denied the report, saying no such plan was in place.

The Nikkei said the government was also discussing creating a recovery fund that would provide medium- to long-term lending for firms directly hit by the disaster. However, setting up such a fund would require several changes to the law.

20/03 Kan hopes to recruit opposition to grand coalition

Aiming to build a "crisis-management government," Prime Minister Naoto Kan hopes to add three more seats to his Cabinet and fill all or part of them with opposition lawmakers, sources said.

The unusual step would create an administration better able to tackle the daunting tasks of bringing relief to quake victims, restoring infrastructure and containing the crisis at the Fukushima No. 1 nuclear plant.

Kan told a news conference Friday his coalition team has opened a dialogue with opposition parties on "how to strengthen the Cabinet and its crisis response."

Aside from these aims, it appears Kan also intends to hold the opposition camp accountable should the government stumble in its handling the triple-barreled quake, tsunami and nuclear crisis.

At Kan's instruction, Katsuya Okada, secretary-general of the Democratic Party of Japan, proposed to raise the number of Cabinet seats to 20, up from 17, at Friday's meeting of government and ruling and opposition parties on earthquake response.

He also proposed revising laws to increase the number of special advisers to the prime minister, senior vice ministers and parliamentary secretaries at the Cabinet Office.

After revising related laws on the Cabinet in the current Diet session, Kan would ask opposition party members to join the Cabinet. The idea could lead to a grand coalition with the Liberal Democratic Party and New Komeito.

"Establishing a crisis-management Cabinet will open the doors to reshuffling the coalition framework to build a stable administration," said a senior DPJ Upper House member.

Big-name opposition members, while likely to approve the increase in Cabinet members, would be wary of sharing responsibility for any missteps by the government in its crisis efforts.

During a phone conversation Saturday, Kan asked LDP President Sadakazu Tanigaki to join the Cabinet as vice prime minister and minister in charge of restoration from the earthquake. At an executive meeting later, the LDP decided to reject the offer.

Some LDP members called the request no more than a ploy to share the blame for mishandling the quake crisis with the opposition.

A New Komeito executive also said his party has no plan to send members to Kan's Cabinet.

But one senior LDP member acknowledged that rejecting the government's offer to cooperate during this unprecedented national crisis could arouse public wrath.

20/03 Temporary housing construction begins in quake-stricken areas

RIKUZENTAKATA, Iwate Prefecture--Saturday marked the start of a massive effort to provide temporary housing to people displaced by the Great East Japan Earthquake and the catastrophic tsunami that it triggered.

To start, 36 housing units are being erected on the grounds of a junior high school. When completed by the end of March, they will accommodate displaced town residents. In total, 200 houses will be built on the site.

In nearby Kamaishi, 100 housing units will be erected. In Ofunato, also in Iwate Prefecture, and Soma, Fukushima Prefecture, teams are to begin construction work soon.

At a groundbreaking ceremony at the Rikuzentakata site, Mayor Futoshi Toba said residents must move forward. He called the building project an "encouraging sign" for the future.

Each 30-square-meter unit is equipped with a kitchen, toilet, bath and heater. People who resided in the same neighborhoods before the quake will be housed close to each other. A meeting hall will be built for every 50 houses, prefectural officials said.

Land ministry officials said that about 8,800 provisional shelters are needed in Iwate Prefecture, 10,000 in Miyagi Prefecture and 14,000 in Fukushima Prefecture.

Municipal governments hope to start building as soon as they can obtain the land and materials.

20/03 Workers frantically try to restore power at nuclear plant

Work continued at a frenetic pace Saturday to restore electric power to the crippled Fukushima No. 1 nuclear power plant and prevent the nuclear crisis from deteriorating.

Tokyo Electric Power Co. officials said they hoped to transmit power to the No. 1 and No. 2 reactors on Saturday, which would be a huge breakthrough for workers in their weeklong fight to stave off a full meltdown.

A restoration of power could begin the process of supplying huge amounts of water to the reactor cores to cool the overheating fuel rods. TEPCO officials also hope to restore power to the four other reactors at the Fukushima No. 1 plant.

But TEPCO does not know if the cooling systems, damaged in the March 11 earthquake and tsunami, will work properly if power is restored.

In addition, the operation is expected to be a time-consuming affair, given the complexity of restoring power and operating the cooling systems.

A special rescue unit of the Tokyo Fire Department began water-spraying operations over the plant from about 2 p.m. Saturday to deal with another problem--replenishing depleted storage pools filled with spent fuel rods at the No. 3 reactor.

Plans called for spraying up to 1,000 tons of water for as long as seven hours straight.

Work began Thursday on restoring electricity to the nuclear plant, which was cut off after the Great East Japan Earthquake and tsunami severed the power supply and damaged emergency generators, TEPCO officials said.

Power lines of Tohoku Electric Power Co. used 40 years ago when the Fukushima plant was constructed were connected to temporary cables leading to the No. 1 and No. 2 reactors.

To reduce radiation exposure for workers, cables measuring a total of 1.5 kilometers were laid in a roundabout way into the plant.

Temporary cables will be connected to power lines used by TEPCO to restore electric power to the No. 3 to No. 6 reactors.

Work on restoring power to those four reactors is expected to be completed on Sunday.

If all goes well, electric power will first be restored to the No. 2 reactor, where some of the fuel rods in the core have become exposed and the suppression pool under the containment vessel has been damaged.

Officials fear radioactive materials may have leaked to the outside atmosphere.

If electricity can be restored, pumps would be used to supply large volumes of water to the core to cool the fuel rods.

Although the No. 1 to No. 4 reactors are all in a serious state, the outer building of the No. 2 reactor is the only one that has not been damaged by an explosion.

Some experts feared that an explosion at the No. 2 reactor building was inevitable. But the actual damage there was less than expected.

In fact, TEPCO officials have found that the electrical system for several of the pumps to the No. 2 reactor had not been damaged.

However, apparent steam rising from the No. 2 reactor building indicates that the temperature in the fuel storage pool has risen and that water is evaporating. Cooling the water in the pool is an urgent task, and is one reason officials want to restore power to the No. 2 reactor first.

If the pumps are operational, they can be used to supply seawater to cool the coolant in the storage pool.

But before a pump can be used, another pump must be able to cool the first pump. In addition, many vents must be properly operated, and each step of the process has to be confirmed before the switch can be turned on.

Alternative pumps have been prepared in case the pumps in the reactor have been damaged.

A TEPCO official said if any piece of equipment failed, workers would have to pinpoint the problem, fix it or find another method that works.

Officials of the Nuclear and Industrial Safety Agency said they couldn't provide a timeframe for when the water would be supplied to the reactor cores because they did not know the extent of damage to various equipment.

Emergency generators were partially restored on Saturday for the No. 5 and 6 reactors.

In the water-spraying operation, a water-supply vehicle dubbed "Super Pumper" has been placed by the ocean to supply seawater.

Another vehicle that can spray up to 3.8 tons of water a minute from a height of 22 meters will send water in the direction of the No. 3 reactor.

The storage pool containing spent fuel rods in the No. 3 reactor has a capacity of about 1,000 tons. If the water spraying continues for seven hours, it would supply about 1,260 tons of water, enough to fill even an empty storage pool.

The spray vehicle can be operated automatically so firefighters can avoid being exposed to radiation. But gasoline would have to be supplied to the vehicle two or three times over the course of the seven-hour operation.

The Tokyo Fire Department on Saturday dispatched 14 vehicles and 102 firefighters to replace the first group of 139 firefighters.

Other fire departments, including the Osaka municipal fire department, were considering dispatching vehicles to the Fukushima nuclear plant.

A CH-47 helicopter of the Ground Self-Defense Force flew over the Fukushima No. 1 plant to measure temperatures. The data will be used to determine the level of danger and assess the effects of the water spraying.

20/03 Workers must cool 4,546 spent fuel rod bundles

More than 4,500 spent fuel rod bundles must be cooled in six reactors at the Fukushima No. 1 nuclear power plant, according to information released by Tokyo Electric Power Co.

A total of 4,546 bundles of fuel rods are stored in the six reactors, with each bundle containing several dozens of fuel rods, which in turn hold hundreds of fuel pellets.

The spent fuel rods release large amounts of heat. And since the cooling systems at the reactors were damaged in last week's Great East Japan Earthquake and subsequent tsunami, there is the danger of damage to the fuel rod bundles from overheating if water in the storage pools evaporates.

The amount of heat being emitted from the No. 4 reactor is especially high. A total of 2 million kilocalories per hour is being emitted, about three times the combined heat coming from the No. 1 to No. 3 reactors.

In addition to 783 spent fuel rod bundles, 548 bundles that have not been completely used are stored at the No. 4 reactor. Those unused fuel rods had been removed from the core in order to replace equipment.

The large amount of heat being released from the No. 4 reactor is due to the fact that the fuel rods not completely used emit more heat than spent fuel rods.

The storage pool at the No. 4 reactor has a capacity of about 1,400 cubic meters. Based on the level of heat being emitted from the fuel rods, a simple calculation shows that the water temperature in the pool rises about 2 degrees every hour.

If the cooling mechanism can be repaired to resume operations, the water temperature can be maintained at under 40 degrees.

But if the tsunami damage makes the cooling mechanism inoperable, it would take about a day for water in the pool to begin boiling due to the heat from the fuel rods. It would take an additional 10 days or so to completely evaporate all the water in the pool.

TEPCO employees said they saw what looked like water in the storage pool of the No. 4 reactor from a helicopter that flew over the plant on Thursday.

The spent fuel rods stored at the other reactors emit much lower levels of heat. The level emitted depends on the capacity of the storage pool and the number of fuel rod bundles stored.

The storage pool at the No. 3 reactor holds about half of the capacity for fuel rod bundles. Efforts to spray water on the No. 3 reactor from firefighting trucks and helicopters have continued since Thursday.

Because the No. 3 reactor only has 514 fuel rod bundles stored in its pool, the amount of heat emitted from the fuel rod is only about 10 percent of the heat from the No. 4 reactor.

However, white smoke has been spewing since Wednesday from the damaged outer building housing the No. 3 reactor, so TEPCO workers have been unable to confirm the condition of the storage pool.

The No. 5 reactor has the second-highest level of heat emitted from spent fuel rods. While the spent fuel rods take up about two-thirds of the pool capacity, the amount of heat emitted is only one-third that from the No. 4 reactor.

Unlike the No. 1 to No. 4 reactors, the pump that circulates water to the storage pool still works in the No. 5 reactor.

The water temperature in the pool was maintained at 66.3 degrees as of 2 p.m. Friday.

However, the cooling mechanism at the No. 5 reactor does not work due to the power outage caused by the earthquake.

Although a restoration of the cooling mechanisms could lower the water temperatures in the storage pools, there is still the question of the cooling mechanisms for the reactor cores.

One problem that TEPCO may be facing is malfunctioning monitors.

Data about water levels in the pressure containers of the cores released by TEPCO indicate that about one-half to one-third of the length of the fuel rods in the core is exposed above water.

However, even though seawater has continued to be pumped into the No. 1 reactor core, the water level data has not changed at all, indicating the monitoring equipment may have malfunctioned.

TEPCO workers have no way of confirming if the equipment is working properly.

Moreover, readings of the pressure within the suppression pool under the containment vessel in the No. 2 reactor have stopped since Tuesday. The suppression pool may have been damaged by an explosion Tuesday morning.

While the reason is unknown, readings of the pressure within the suppression pool in the No. 3 reactor have also stopped since Monday night.

20/03 580 on front line in battle at Fukushima nuclear plant

In a second-floor room of Tokyo Electric Power Co.'s main office in Tokyo's Chiyoda Ward, about 100 people watch the events unfold on a large screen.

What they are witnessing is every operation at the Fukushima No. 1 nuclear power plant to cool reactor cores, keep spent fuel rods submerged and bring much needed power to the crippled facility.

"I feel like crying as I see the harsh conditions facing my colleagues at the site," said a TEPCO employee in the room.

Of the 800 workers at the plant when the Great East Japan Earthquake struck on March 11, 750 left on Tuesday after a fire broke out at the No. 4 reactor.

The remaining 50 members stayed amid the ever-present danger of high radiation levels to try to bring the situation under control and prevent a meltdown.

They were dubbed the "Fukushima 50" by U.S. and European media.

"They are the faceless 50, unnamed operators who stayed behind," The New York Times said.

But they have been increasingly receiving help.

The workers on the front line of the battle include employees of TEPCO and subsidiaries Toden Kogyo Co. and Tokyo Electric Power Environmental Engineering Co., as well as employees from Toshiba Corp. and Hitachi Ltd., which constructed the power plant.

Workers from the Kashiwazaki-Kariwa nuclear power plant in Niigata Prefecture and other places have joined them in the operation.

By Friday morning, about 580 workers were at the site, including those installing cables to bring electricity to the site.

The workers wear full-body protective suits and masks. Everyone wears a dosimeter around the clock to measure radiation levels. The device sets off an alarm if radiation doses reach 80 percent of the maximum allowable daily limit.

The workers take turns performing such laborious tasks as injecting water into the reactors and storage pools and opening valves to relieve pressure in the container.

Scattered debris from the explosion of a building covering one of the reactors has hampered their work.

And dangerous radiation levels have on occasion forced the workers to retreat from the reactors.

Some of the workers have now been reassigned to deal with potential problems at the No. 5 and No. 6 reactors.

The efforts have taken their toll.

More than 20 workers at the site have been injured since the quake and tsunami struck on March 11. One worker was seriously injured when he opened a valve to release steam from the containment vessel.

The local task force for TEPCO's nuclear plants in Fukushima Prefecture is stationed at a earthquake-resistant building in the mountainside.

The task force is in constant contact with TEPCO's emergency headquarters in Tokyo. The Nuclear and Industrial Safety Agency has its office in a separate room of the same building.

In the headquarters, TEPCO President Masataka Shimizu sits at a round table in the center of the room. Workers in charge of restoration and measuring operations sit at desks surrounding the round table.

They have noticed that some pressure meters and water-level gauges in the pressure and containment vessels are no longer functioning.

"I am thinking what we should do, recalling what happened at Three Mile Island (in 1979) and the (1986) Chernobyl nuclear disaster," a TEPCO senior official said.

20/03 Death toll exceeds Great Hanshin Earthquake

The death toll one week after the Great East Japan Earthquake struck exceeded the figure for the Great Hanshin Earthquake of 1995.

Officials of the National Police Agency have confirmed 7,197 deaths as of 11 a.m. Saturday, surpassing the 6,434 deaths in the 1995 earthquake that devastated Kobe in western Japan.

The Great East Japan Earthquake is now the deadliest natural disaster in postwar Japan.

The number of casualties is expected to increase because the whereabouts of nearly 19,000 people are still unknown, according to figures compiled by The Asahi Shimbun.

The casualty figure was compiled by the National Police Agency based on reports submitted by prefectural police departments.

Twelve prefectures reported deaths, a large majority from the tsunami that caused major damage to the Sanriku coast area.

Miyagi Prefecture reported the most deaths at 4,289, followed by Iwate Prefecture with 2,223 and Fukushima Prefecture with 619.

The casualty figure does not include those who died at evacuation centers or medical facilities where senior citizens and other victims were transported to.

The number of missing is also fluid. Although police have received reports of about 10,000 people missing in six prefectures, contact has not been made with about 9,000 others in such municipalities as Minami-Sanriku in Miyagi Prefecture.

Large numbers of people have been isolated by the disaster.

As of Wednesday, about 10,000 people in Iwate Prefecture, about 6,050 people in Miyagi Prefecture and 98 people in Fukushima Prefecture were cut off from the rest of society, according to figures compiled by prefectural police departments.

In other areas, the actual situation is unknown due to damage to communications systems.

About 400,000 people are staying at evacuation centers. Municipalities around Japan are preparing public housing for those who want to flee the quake-stricken region.

Construction of temporary housing will begin Saturday in Rikuzentakata, Iwate Prefecture, with plans calling for the completion of 200 units by the end of March.

Officials of the Ministry of Land, Infrastructure, Transport and Tourism have asked housing companies to provide 30,000 temporary housing units in two months.

The prefectural governments of Hyogo and Osaka, which were hit by the Great Hanshin Earthquake, plan to dispatch employees with expertise in construction to the quake-hit areas.

The Great East Japan Earthquake was the fourth largest in the world since 1900.

In terms of strength, the U.S. Geological Survey placed the magnitude-9.0 earthquake just behind the 2004 earthquake off the coast of Sumatra, Indonesia.

The scale of the Great East Japan Earthquake was about 45 times that of the Great Kanto Earthquake of 1923 and about 1,450 times that of the Great Hanshin Earthquake.

Last week's earthquake occurred along the boundary where the Pacific Plate is subducted under the inland plate. A massive fault measuring about 500 kilometers in a north-south direction and about 200 km in an east-west direction moved a maximum of 20 meters along the ocean floor off the coast of an area ranging from Iwate Prefecture to Ibaraki Prefecture.

Japan Meteorological Agency officials believe a series of three earthquakes led to the gigantic scale. Shaking continued for about six minutes and was recorded with an intensity of a maximum 7 on the Japanese scale.

As of noon Friday, 262 aftershocks with at least a magnitude 5.0 have been observed, the largest number ever in Japan.

Temblors with an intensity of at least lower 5 on the Japanese scale were recorded 15 times, including the March 11 earthquake.

The largest aftershock struck off the coast of Ibaraki Prefecture on the afternoon of March 11 with a magnitude of 7.4 and an intensity of lower 6 on the Japanese scale.

Meteorological Agency officials said the number of aftershocks has been decreasing, but warned there was still a 30-percent probability of an aftershock of at least magnitude 7.0 occurring within three days from Friday.

There were also earthquakes of an intensity of at least lower 6, including one with its epicenter in northern Nagano Prefecture on March 12 and one in eastern Shizuoka Prefecture on March 15.

Since the focus of the Great East Japan Earthquake was close to land, the ensuing tsunami caused great damage.

An analysis by the Geospatial Information Authority found that at least 400 square kilometers of land was flooded by the tsunami, an area equivalent to 20 percent of the area of Tokyo. The tsunami reached a maximum 6 km inland.

A tsunami at least 7.3 meters high was observed in Soma, Fukushima Prefecture. A study by researchers of Tohoku University found that the tsunami reached a height of 10 meters in Sendai's Wakabayashi Ward.

An analysis by experts at the Earthquake Research Institute of the University of Tokyo found that the tsunami hit land as soon as 10 minutes after the earthquake struck.

21/03 福島第一原発全6基の廃炉、東電も「不可避」の見方

 東京電力内で、福島第一原発の廃炉は避けられないとの見方が強まっている。東電関係者によると、建屋の爆発や炉心溶融が問題になっている1~4号機は、技術的に再稼働が難しい状態。損傷のない5、6号機についても「地元の住民感情を考えると再開は厳しく、6基とも廃炉にせざるを得ない」とみている。

 1~3号機は水素の発生状況から、炉内の核燃料棒の損傷が激しいと推測される。そのため、事故が収束した後も核燃料棒を取り出せない可能性が高いという。放射線量が高いため、処理には長期間を要し、「廃炉には10年近くかかるだろう」(東電の原子力関係者)としている。

21/03 浜岡原発3号機、検査終了後も当面停止 中部電力

中部電力は20日、定期検査中の浜岡原子力発電所3号機(静岡県御前崎市、110万キロワット)の再開を当面見送る方針を明らかにした。3月下旬に原子炉を再起動し、4月下旬には営業運転を始める予定だった。東日本大震災をふまえ、再開に万全を期す。

 ただ、中部電は電力需要がピークとなる夏場には3号機が必要とみており、地元に配慮しつつ再開を模索する。

 3号機は昨年11月に定期検査に入った。予定された点検169項目のうち、13日現在で137項目がすでに終了。燃料棒の交換も済んでおり、近く原子炉を再起動させ、調整運転を始める予定だった。

 だが、東日本大震災で福島第一原発(福島県大熊町、双葉町)が被災。浜岡原発の地元でも原発の安全性を危惧する声が出ている。このため、浜岡3号機についても機器や危機対応の手順を再確認するという。

 中部電は現在、電力不足に陥った東京電力に電気を送っている。3号機なしで夏場に臨めば、火力発電所の稼働率を上げる必要があり、液化天然ガスや石油などの燃料を十分確保できるかが課題となる。

 浜岡原発の1、2号機は廃炉を決め、手続き中。4、5号機は稼働を続けている。2015年着工、18~23年運転開始を予定していた6号機は、計画を見直す方針だ。

 北陸電力もすでに定期検査中の志賀原発2号機(石川県志賀町)の再開は、地震や津波の安全対策を進め、地元の理解を得た後にする方針を公表している。(伊沢友之)

21/03 避難者、16都県で34万9349人〈21日正午〉

 警察庁によると、21日正午現在の避難者数は、16都県で計34万9349人と発表した。

 確認されている避難者数は宮城14万2381人、福島13万1665人、岩手4万7443人、新潟7849人、茨城3922人、山形3858人、埼玉3699人、栃木3068人、群馬2708人、千葉1036人、東京546人、青森367人、山梨365人、神奈川252人、長野県101人、静岡89人。

 このうち宮城、新潟、長野、栃木、茨城、神奈川の6県には福島県から避難した人が、山形、群馬、山梨、千葉、東京の5都県には宮城、福島の両県から避難した人が含まれている。

21/03 水道水から基準値3倍超す放射性ヨウ素 福島・飯舘村

 厚生労働省は21日、福島県飯舘村の簡易水道水から、規制値の3倍を超える1キロあたり965ベクレルの放射性ヨウ素を検出した、と発表した。この検査結果を受け、水道水を使う住民に飲用を控えるよう住民に広報することを求めた。同村は21日朝から村内に給水車を出す。同村は、福島第一原発から約30キロ付近で、一部は屋内退避区域に入っている。

 同省によると、検出されたのは、同村の簡易水道水。ヨウ素の飲料水の摂取制限の規制値は1キロあたり300ベクレル。厚労省の担当者は「一時的な飲用であれば直ちに健康には影響しない」と話している。

 福島県川俣町の水道水からも、17日に規制値を上回る308ベクレルが検出されていた。

13/03 最悪の事態回避へ懸命 福島第一原発事故

2011年3月13日

 福島第一原発は「炉心溶融」が起き、放射能が外部に放出される中で、「半径20キロ」の住民が避難するという事態にまで進んだ。炉心の損傷が大きければ、今後、放射能の大量放出という事態もある。異例ずくめの状況の中で、最悪事態の回避にぎりぎりの模索を続けている。

 12日、原発の建屋内で水素が爆発し、建屋が壊れた。問題はその爆発によって建屋の内側にある格納容器がどの程度損傷したかだ。

 枝野官房長官は「破損していない。爆発前後で放射能の出方に大きな変化はない」と発表した。原発全体が壊れたような爆発に見えたが、最悪の事態は免れたといえる。しかし、格納容器は、内部のガスを抜くために弁を開け、防護機能が失われている。油断はできない。

 原発史上最悪となった1986年の旧ソ連チェルノブイリ原発事故では「30キロの避難」を余儀なくされた。原子炉そのものが爆発して核燃料が直接大気に露出し、長期間放射性物質が大気中に噴き上げた事故だ。

 79年の米スリーマイル島(TMI)原発の事故では、圧力容器内の水が減って、今回と同じく炉心溶融が起きた。しかし、格納容器もその内側の圧力容器も損傷せず、放射能の大量放出はなかった。

 福島第一原発は今回の事故で、チェルノブイリ、TMI事故に続き大事故のリストに加わる。TMIより大きな事故といえるだろう。

 広域避難はチェルノブイリを思い起こさせる。しかし、この事故と直接比較することはできない。

 それでも、これほどの避難が必要なのか。政府は「念のためという意味もある広域避難」と説明したが、それは指示を出した後だった。

 今後は炉心の状況、放射能データなどをもっと丁寧に説明すべきだろう。不十分な説明のまま、夜に避難指示をだすようなやり方では不信感が増すだけだ。

 東京電力は、格納容器内を海水で満たす措置を始めた。前例のない極めて異例の作業でリスクも大きいが、最悪事態を防ぐために採用した。これが奏功するかどうかわからないが、失敗も許されない。

15/03 最悪の事態に備えを 福島第一原発事故

 極めて深刻な放射能放出が始まった。すでに福島第一原発の敷地周辺では高い放射線量が検出されている。事故は今後、1986年の旧ソ連チェルノブイリ原発事故と比較して語られることになる。

 同原発には1~6号機がある。2号機は格納容器につながる圧力抑制室が損傷して放出を始め、1、3号機も炉心で核燃料が水面から露出して危険な状態が続く。

 点検で地震前から原子炉を停止していた4号機でも爆発が起きた。水素を出す原因はプールにある使用済み燃料のようだ。もし水面上に露出していたら極めて強い放射線が作業を妨げるだろう。

 今や一列に並んだ4基の原子炉が同時に制御不能な状態に陥りつつある。

 最悪事態に備えなければならない。まずは放射能の放出の元を断つことだ。危険を伴う作業だが、人と土地の汚染を最小に食い止めるのは時間との闘いだ。日本がお金と時間をかけて蓄積してきた原子力技術を動員して東京電力を支えなければならない。

 被曝(ひばく)回避では初期の行動が重要になる。放射性物質は小さな粒子状になって風で運ばれて拡散する。見えない煙やちりのイメージだ。風向きに注意し、高濃度汚染の襲来を避けることが必要だ。

 避難では、子どもを最優先する。チェルノブイリ事故の経験では、幼い子どもは大人に比べ甲状腺がんになる確率が100倍以上も高い。「放射能からまず子どもを守る」を社会で共有したい。

 多くの人は信じがたい思いでニュースを見ているだろう。未曽有の地震と津波が原因とはいえ、日本は技術先進国の誇りと、被爆国の慎重さをもって原子力を開発してきたはずではなかったか。

 これは戦後、原子力をエネルギー政策の柱に置き、利用を享受してきた日本の歴史の一つの帰結だ。社会全体で受け止めなければならない。

 被災地は家も食糧もエネルギーも足りない。家族を失った人も多い。日本社会全体で支えることだ。日本社会の強さが問われる。(編集委員・竹内敬二)

18/03 最悪回避へ最終局面 福島第一原発事故

2011年3月18日

 福島第一原発の状況は、事態悪化をここで食い止めるか、放射性物質の大量放出に向かうかという剣が峰に立っている。自衛隊、警視庁なども活動に加わり、総動員態勢の様相もでてきた。

 使用済み核燃料は、炉心にある燃料ほどではないが崩壊熱をもつ。3、4号機の貯蔵(冷却)プールでは水の循環装置が故障して水温が上がり、水が減っているようだ。

 ここに放水や電源の復活でたっぷりの水が入ると、燃料は冷やされ事態は落ち着く。

 使用済み燃料は高レベル放射性廃棄物で、極めて強い放射線を出す。一部でも露出していれば、周囲は作業もできない状態になる。

 注水ができなければ水が減り、自身が出す崩壊熱で燃料が溶けるだろう。

 この後の予測は難しい。あえて最悪ケースをたどれば、溶けた燃料がプールの下にたまる。燃料中にはウランやプルトニウムがあり、核分裂が連続して起きる「臨界」が心配だ。ただ一緒に溶ける制御棒の成分が臨界を抑制するかもしれない。

 放水に目を奪われているが、1~3号機の炉心(圧力容器)も非常事態だ。

 内部の状況は不確かだが、長時間、核燃料が露出し、ある程度の燃料溶融(炉心溶融)が起きているとみられる。注水は待ったなしだ。

 消防ポンプなどで注水を試みてきたが、圧力容器の圧力は高く、水は跳ね返されて思うように入らない。

 ここで強い電源が復活すれば、原発の大事故を防ぐ守護神とされる緊急炉心冷却システム(ECCS)がやっと働く。高圧の注水で炉が落ち着く「再冠水」状態にしてくれるだろう。

 ただ、ECCSは大丈夫なのか。今回の地震と津波は、頑丈なはずの原発の設備をことごとく壊している。

 炉への注水がうまくいかなかったら――。核燃料は次第に溶ける。溶ける温度はセ氏2800度。どろどろになった状態で圧力容器の下部に落ちていく。周囲には鋼鉄の設備もあるが、1500度ほどでたいていの設備は溶ける。

 これは仮想の話ではなく、1979年の米スリーマイル島原発で実際に起きたことだ。燃料の70%が溶け、燃料の塊が下部に達したが、ここで止まった。まさに大惨事一歩手前だった。

 1~3号機の炉心をスリーマイル島原発の状況に向かわせてはならない。

 最悪シナリオは、溶けた燃料が炉の下部を溶かし、貫通することだ。この段階で止まるかも知れないが、近くにある圧力抑制室まで達してそこの水と接触すれば「水蒸気爆発」が起きる。

 その衝撃と圧力に、圧力容器の外側の格納容器はおそらく耐えられない。大量の放射性物質が大気に出て行く。

 福島第一の最大の問題は、三つの原子炉と二つの使用済み燃料貯蔵プールという「五つの異常事態」が、状況が不明のまま、同時に進行していることだ。深刻だが、今の段階で悪化を止めれば大量放出は避けられる。

 地震から1週間がたち、政府も危機感を深め、さまざまな放水活動が展開されるようになった。これまでは事業者である東京電力にまかせる形が強かったが、やっと社会の力を集める形がとられつつある。この動きを強めたい。(編集委員・竹内敬二)

20/03 冷却系の復活焦点

 今回の地震による福島第一原発の被害では、原子炉が壊れて大量の放射性物質が漏れ出すというのが、最悪シナリオだ。そうならないために水でいかに核燃料を冷やすかがカギになる。水を循環させるポンプのほとんどは電気で動く。外部から大容量の電源確保が欠かせない。電源復旧は事態打開の第一歩だが、今後はシステムがどこまで正常に動くか確かめていかなければならない。

 核燃料は原子炉が停止していても、常に熱を出し続ける。このため、水を循環させて、海水と熱交換して冷やす作業をずっと続けている。そのための機器の動力源は、ほとんどすべてが電気だ。想定を超える今回の地震と津波で、全電源喪失という原発の運転で絶対にあってはならない事態が起きた。

 現在、装置の故障で水の注入ができずに、燃料が熱を持ち、原子炉や使用済み燃料プールの水が蒸発してむき出しになっている状態とみられる。そうすれば、大量の放射性物質が外部に出る恐れがある。現在、特殊放水車などを使って水を注入する異例の方法を試みている。

 送電線とつなぎ、大容量の電気がつながれば、あらゆる方法で大量の水を原子炉や使用済み燃料プールに注入することが期待できる。まず、原子炉建屋の下にある圧力抑制室の水を原子炉に注入し、水で満たすことができる。

 さらに、通常の運転中に原子炉や使用済み燃料プールを冷却するシステムが稼働できる。そうして、原子炉内の水を100度以下にする「冷温停止」の状態に持っていくのが目標だ。

 ただ、問題もある。津波や相次ぐ爆発、火災などで、水を注入するための配管や弁、ポンプなどが破損している恐れがある。現在はその現状把握がほとんどできていないのが実情だ。このため、電源が復旧しても、水を原子炉や使用済み燃料プールに注入したり、循環させたりすることができない可能性がある。

 そうした場合に備えて、東電の対策本部では、壊れたポンプとすぐに取り換えられるように、仮設のポンプを大量に用意。故障した場合には、修理せずに取り換えて早急に復旧できるよう、準備しているという。

 車のように目で見ながら運転できない原発は、水や蒸気の温度、原子炉や配管の圧力、原子炉の水位などを測る計器類で確認しながら運転する。その測定もすべて電気に頼っている。しかし、停電中の福島第一原発では、予備のバッテリーが切れて計測不能だったり、計測が難しくなったりしている。このため、原子炉の状態がよくわかっていないのが実情だ。原子炉の燃料の破損の状況を確かめながら作業を進めていかなければならない。

 電源が復旧すれば、そうした計測が可能になり、原子炉の状態が把握できるようになる。そうすれば、原子炉や使用済み燃料の破損状態なども測定でき、放射線による被害などを想定できる。少ない電気を節約するために、現在は中央操作室も停電させており、夜間の作業を困難にしている。こうした計器類が作動し、照明などがつけば、さらに復旧作業が進む。

21/03 死者8649人、不明1万3262人〈21日正午〉

 警察庁によると、21日正午現在の死者数は、12都道県で8649人に上った。行方不明は6県で1万3262人。負傷者は18都道県で2644人。

 確認されている死者数は宮城5244人、岩手2650人、福島699人、茨城19人、千葉16人、東京7人、栃木と神奈川で各4人、青森3人、北海道、山形、群馬で各1人。行方不明となっているのは岩手5023人、福島4436人、宮城3798人、千葉3人、青森、茨城各1人。

 建物被害は、全壊1万4637戸、流失1051戸、全焼90戸など。

Một bài hát khiến hàng trăm người tự tử

Gloomy Sunday (Chủ nhật buồn) là một bài hát do nhạc sỹ dương cầm Hungary Rezso Seress sáng tác để diễn tả tâm trạng thất tình của mình. Nhưng Rezso không ngờ rằng bài hát là nguyên nhân khiến hàng trăm người tự tử, kể cả Rezso Seress và người con gái nhân vật trong bài hát. Vì thế, Gloomy Sunday được mệnh danh là “Bài hát thần chết” hay “Bài ca tự sát Hungary".

Người nhạc sĩ thất tình

Một chiều buồn cuối năm 1932, bầu trời Paris thật ảm đạm, mưa nặng hạt và lạnh lẽo. Nhạc sĩ dương cầm Rezso Seress ngồi chơi đàn dương cầm bên cửa sổ. Người phụ nữ Rezso Seress yêu vừa cự tuyệt tình yêu của ông. Reszo luôn luôn tôn thờ tình yêu của mình, nên ông đã phải đau khổ thật nhiều khi tình yêu của mình bị từ chối. Trong nỗi thất vọng, một giai điệu chợt xuất hiện trong đầu ông và nửa tiếng đồng hồ sau, bài Gloom Sunday ra đời.

Rezso Seress - tác giả của "bài hát thần chết"


Bài hát nói về tâm trạng đau khổ của một người thất tình ngồi một mình, nghe hơi mưa và đợi chờ không nguôi ngoai và cuối cùng là chủ nhật nào, tôi im hơi ... đến với tôi thì muộn rồi. Khi bài hát được hoàn thành, Reszo cảm thấy nhẹ nhàng hơn đôi chút trong lòng. Tuy nó không bù vào nỗi mất mát tình yêu to lớn kia, nhưng bài hát đó thật hay để được đưa vào đĩa nhạc thời bấy giờ.

Sau khi bài hát ra đời, Reszo cố gắng bán Gloomy Sunday. Thoạt đầu, Rezso Seress đã gặp nhiều khó khăn khi tìm người tiêu thụ. Các nhà sản xuất đĩa nhạc cho rằng bài hát nghe rất lạ và quá buồn thảm để trở thành 1 đĩa nhạc có giá trị. Một nhà sản xuất đã viết rằng: "Có cả một mối tuyệt vọng bị cưỡng ép thật kinh khủng trong bài hát ấy. Tôi không nghĩ rằng nó sẽ đem lại điều gì hay ho cho người nào nghe. Nhưng không vì thế mà Reszo ngừng cố gắng để tìm mối tiêu thụ. Phải mất vài tháng trời, ông mới tìm được một hãng băng đĩa nhận lời mua bài hát đó và phát hành tại nhiều thành phố lớn trên thế giới. Khi bài hát được tung ra thị trường cũng là lúc nhiều sự việc lạ lùng bắt đầu xảy ra.

Anh hưởng kinh hoàng

Khi bài hát được tung ra thị trường, bắt đầu xuất hiện những chuyện kỳ lạ. Một người đàn ông đang ngồi trong quán cà phê đông đúc tại Budapest đòi ban nhạc chơi bản Gloomy Sunday. Người đàn ông ngồi tại bàn ông ta vừa nhấp rượu champagne vừa lắng nghe. Khi bản nhạc chấm dứt, người đàn ông trả tiền, rời khỏi quán, và vẫy một chiếc xe taxi. Vừa ngồi vào trong xe, ông ta liền lôi ra 1 khẩu súng và tự kết liễu đời mình.

Vài ngày sau đó, một cô gái bán hàng thật trẻ đã tự treo cổ tại Berlin. Nằm phía dưới chân của cô gái là tờ nhạc của bài Gloomy Sunday. Một cô thư ký xinh đẹp tại New York tự tử trong văn phòng bằng hơi ga đã để lại một mẩu giấy nhỏ xin yêu cầu bản nhạc Gloomy Sunday được chơi vào buổi lễ an táng cô. Khắp thế giới, có báo cáo về những cái chết liên quan đến bài hát ấy: Ca sĩ chết trong lúc hát, thính giả chết trong lúc nghe... Cuối cùng thì công ty truyền thông Anh phải cấm hẳn bài Gloomy Sunday vào những buổi phát thanh thường lệ.

Nhiều hệ thống viễn thông Hoa Kỳ cũng nhanh chóng vào cuộc thanh lọc. 15 quốc gia khác đã đâm đơn kiện bài hát. Các luật sư trên thế giới tranh luận rằng người soạn nhạc của bài hát có chịu trách nhiệm cho hàng loạt cái chết hay không. Nhưng khi các đài radio cố gắng hủy bỏ bài hát thì nó càng trở nên phổ biến hơn. Người ta còn cảm thấy hào hứng hơn khi nghe bài hát tự tử này.

Bài hát dường như ảnh hưởng mọi người không phân biệt đến tuổi tác hay tầng lớp. Một người đàn ông 80 tuổi tự kết liễu đời mình bằng cách nhảy từ cửa sổ lầu bảy xuống trong khi bài nhạc đang hát. Một cô gái 14 tuổi chết đuối khi trong tay còn cầm một bản copy của bài Gloomy Sunday. Một cậu bé sai vặt người Ý, đi ngang một người ăn xin trên lề đường đang hát bản nhạc Gloomy Sunday đột nhiên dừng lại, để chiếc xe đạp của cậu sang một bên, tiến dần đến chỗ người ăn xin và cho ông ta hết số tiền mà cậu đang có. Sau đó chẳng một lời nào, cậu bé đi đến một cây cầu gần đấy và tự nhảy xuống tìm lấy cái chết.

Bi kịch của tác giả

Báo chí lượm lặt hết tất cả những câu chuyện và gửi phóng viên đến hỏi Rezso Seress nghĩ gì về điều ấy. Nhưng Reszo cũng bàng hoàng như bao người khác. Rezso Seress cũng chẳng hiểu vì sao bài hát của mình đã gây ra nhiều điều bất thường đến vậy. Từ đó, người soạn nhạc dường như bị nhiễm những điều bất lành theo bài nhạc bất cứ khi nào và nơi đâu khi bản nhạc được chơi.

Khi bài Gloomy Sunday trở thành một top hit trong tuần, Reszo đã viết một lá thư gửi cho người yêu cũ của chàng và xin thêm một cơ hội nữa để nối lại mối duyên xưa. Ngày hôm sau, người ta tìm thấy thi hài của cô gái trẻ đã chết vì uống thuốc quá liều. Bên cạnh cô ta là một tờ giấy với nét chữ nghệch ngoạc nhưng còn có thể đọc được. Đó là tên của bài nhạc Gloomy Sunday.


Đến lúc này thì Reszo chẳng còn nghi ngờ gì sự tác động kinh hoàng của mình. Lần đầu tiên trong đời, Reszo cố gắng thu hồi lại bài nhạc để nó khỏi bị lan ra nhiều thêm. Nhưng tất cả mọi nỗ lực của anh đều không thành. Bài hát càng bị cấm, nó lại càng trở nên phổ biến hơn. Những bản copy lậu được bày bán trên đường phố như là trái cấm. Trong mỗi quốc gia, số người chết lại càng gia tăng. Bài hát đã đem lại nhiều lời đồn đại chết người đến nỗi các nhạc sĩ không dám chơi bài ấy hay các ca sĩ cũng sợ không dám hát.

Thời gian trôi qua, Chiến tranh thế giới lần thứ 2 bùng nổ và người ta cũng bắt đầu quên đi bài hát ấy. Dần dần, cơn sốt bài hát lắng dịu xuống. Vì thế, cơ quan truyền thông Anh quyết định nới lỏng lệnh cấm, Đài BBC cho phát Gloomy Sunday trên làn sóng điện, nhưng bấy giờ bài nhạc chỉ còn là một hợp tấu khúc. Từ ấy bài hát được sửa lại theo lối hoà âm hợp khúc này. Tuy nhiên, ngay sau đó người ta lại phát hiện một vụ tự tử liên quan đến bài hát. Một cảnh sát đi tuần chú ý tiếng nhạc phát ra từ cánh cửa sổ của một căn nhà trên con phố gần đó cứ mãi một giọng điệu. Cảm thấy lạ, viên cảnh sát bước vào căn nhà để xem thì thấy dàn máy hát xoay tròn tự động vẫn đang chơi bản Gloomy Sunday, bên cạnh là thi thể một thiếu phụ đã tử vong bằng một một liều thuốc ngủ.

Đây mới chỉ là một bắt đầu của hàng loạt cuộc tự tử khác nối tiếp. Một lần nữa, Cơ quan Truyền thông Anh phải ra lệnh cấm đối với bài hát. Đến thời điểm đó, Reszo Seress bị ám ảnh khủng khiếp bởi những cái chết do bài hát của anh ta. Và chính Rezso Seress cũng tự kết liễu đời mình vào năm 1968. Theo thống kê, có hơn 100 người chết sau khi nghe bài hát Gloomy Sunday, kể cả tác giả và nhân vật chính được tặng bài hát này.

Những điều này tác động mạnh lên tâm lý của dân chúng và đẩy nhiều người trong số họ rơi vào trạng thái mất phương hướng, trầm cảm, thất vọng trong cuộc sống.

Trong bối cảnh đó chỉ cần thêm một tác động nhỏ từ bên ngoài như âm nhạc, phim ảnh ... có nội dung buồn thảm là có thể đẩy họ đến một quyết định tiêu cực. Bài hát Gloomy Sunday rất ảm đạm này chính là giọt nước làm tràn ly. Thêm nữa là sự cộng hưởng thêu dệt của dư luận đã tạo nên cái mốt tự tử vào thời kỳ đó.

Thực tế cho thấy, sau Thế chiến thứ hai, không còn hiện tượng tự tử vì bài hát nữa. Lệnh cấm bài hát này cũng đã bị bãi bỏ từ lâu.

19/03 Lessons for Japan’s Survivors: The Psychology of Recovery

JAPAN is in the middle of a catastrophe that transcends any talk of trauma and resilience, the easy language of armchair psychology. There is no reintegrating with friends and social networks now scattered or lost in the sea; there is no easy rebuilding of communities washed away, swallowed by the earth or bathed in radiation from ruptured nuclear plants.

Few can doubt that the country will eventually repair itself; that’s what people do, none more so than the Japanese. But some scientists say that recovering from this disaster will be even more complicated.

In dozens of studies around the world, researchers have tracked survivors’ behavior after disasters, including oil spills, civil wars, hurricanes and nuclear reactor meltdowns, as well as combined natural-technological crises, like what’s happening in Japan. One clear trend stands out: Mental distress tends to linger longer after man-made disasters, like an oil spill or radiation leak, than after purely natural ones, like a hurricane.

“Think about it,” said J. Steven Picou, a sociologist at the University of South Alabama. “The script for a purely natural disaster is: impact, then rescue, then inventory, then recovery. But with technical crises like these nuclear leaks it can go quickly from impact, to rescue — straight to blame, and often for good reason. But it means that the story line is contested, there’s no clear-cut resolution, you never have agreement on what exactly happened.”

He added: “To move past a catastrophe, people usually need to be able to tell themselves a clear story about what happened. And in this case the story is not so clear.”

One reason is that many people in Japan have begun to doubt the official version of events. “The mistrust of the government and Tepco was already there before the crisis,” said Susumu Hirakawa, a psychologist at Taisho University in Tokyo, referring to the Tokyo Electric Power Company, which owns the leaking nuclear plant. “Now people are even angrier because of the inaccurate information they’re getting.”

A similar reaction unfolded in the wake of the 1986 nuclear accident at Chernobyl in Ukraine. “Mismanagement of information creates consequences down the line,” Dr. Hirakawa said, “and in my estimation this tragedy is starting to look a lot like Chernobyl,” which forced the evacuation of thousands of people and contaminated millions of acres of forests and farmland.

The only country ever hit by a nuclear attack, Japan has a visceral appreciation of the uncertainties of radiation exposure, how it can spare some people in its wake and poison others silently, causing disease years later. It is caught in the middle: The story has a contested beginning and an uncertain ending.

Compounding the problem, Japanese psychologists say, is that many of their countrymen will attempt to manage their anger, grief and anxiety alone. In the older generations especially, people tend to be very reluctant to admit to mental and emotional problems, even to friends; they’re far more likely to describe physical symptoms, like headaches or fatigue, that arise from underlying depression or anxiety.

“It’s simply more socially acceptable to talk about these physical symptoms,” said Dr. Anthony Ng, a psychiatrist at the Uniformed Services University of the Health Sciences in Bethesda, Md., who consulted in the aftermath of the 1995 earthquake in Kobe.

Not that medicine can repair the deepest losses. The quake, tsunami and radiation have destroyed or defiled what may be the islands’ most precious commodity, land, dealing a psychological blow that for many will be existentially disorienting.

“In rural communities especially, there’s a very strong feeling that the land belongs to you and you belong to it,” said Kai Erikson, a sociologist at Yale who studied mining towns of the Buffalo Creek hollow in West Virginia, where more than a dozen towns were destroyed and at least 118 people killed when a dam burst in 1972, unleashing a wall of water as high as 30 feet that swept down the hollow. “And if you lose that, you’re not just dislocated physically, but you start to lose a sense of who you are.”

There are some reasons for optimism.

After purely natural disasters, about 95 percent of those directly affected typically shake off disabling feelings of sadness or grief in the first year, experts say; just eight months after Hurricane Ivan leveled Orange Beach, Ala., in 2004, about three-quarters of people thought the town was back on track, researchers found. And psychologists in Japan say they may get an unprecedented chance to reach out to survivors as many of them gather in schools, gyms and other places that have been set up as evacuation shelters.

Yet one-on-one therapy and crisis counseling efforts are not without their risks, either. “We have to be careful that we don’t create a whole class of victims, that we don’t put people into some diagnostic box that makes them permanently dependent,” said Joshua Breslau, a medical anthropologist and psychiatric epidemiologist at the University of California, Davis, who worked in Japan during the Kobe quake.

Once victimization becomes a part of a person’s identity, the disaster story may never end. Researchers led by Dr. Picou have regularly surveyed the residents of Cordova, Alaska, since the town was devastated by the Exxon Valdez oil spill in 1989. Even today, about half of those in the community report feeling angry, frustrated, or cheated by Exxon — and by the court system, after drawn-out litigation.

“More than 20 years later,” Dr. Picou said, “and many of those people still haven’t gotten over it.”
