03/07 Japan issues multiple-entry visas to rich Chinese

SHANGHAI--Japan's diplomatic missions in China started July 1 issuing multiple-entry visas to well-off Chinese tourists, enabling holders to visit Japan as often as they wish within three years.
The new visas are issued only to wealthy visitors and on condition the holder stays at least one night in Okinawa on the first visit to Japan after acquiring the visa.
The holder can go anywhere in Japan on the second and later trips.
Expectations are high that the visas will help Japan's tourism industry, which was hurt by the Great East Japan Earthquake.
This is the first time multiple-entry visas have been offered to Chinese tourists. Under the new visas, valid for three years, each stay can be as long as 90 days, a significant extension over the 15 days under the previous single-entry visas for individual tourists.
In addition to the obligation to visit Okinawa, the visas require the recipient "possess sufficient economic resources."
Although the government has released no definition of what it means by "economic resources," a travel agency that handles visa applications said it means an annual income of more than 250,000 yuan ($39,000) or equivalent economic resources.
That threshold is more than 10 times the average annual income in China.
Shanghai CYTS Tours Corp., a travel agency, said that, despite the restrictions, it had received numerous inquiries because the new visas allow holders to visit Japan as many times as they wish during the valid period.
Sources said that dozens of applications were filed by travel agencies July 1 at the Japanese Consulate-General in Shanghai, which handles the largest numbers of visa applications.
China Eastern Airlines Corp., which offers two direct flights a week between Shanghai and Naha in Okinawa, plans to double that to four flights weekly from August. Hainan Airlines Co. also will open a direct flight between Beijing and Naha on July 28.

Summer's brutal heat can get unbearable even for cats, laments the feline protagonist of the novel "Wagahai wa Neko de Aru" (I Am A Cat) by Natsume Soseki (1867-1916).

The cat longs to strip off his fur and pare his flesh to the bones to get relief from the oppressive heat. He fantasizes about getting his fur washed and blow-dried. He wishes he could fan himself, and complains his paws aren't designed to hold a fan. There is something humorous about his litany of grievances, but you also feel sorry for him.

Summers must have been as unbearably rough on cats in the Meiji Era (1868-1912) as this summer is about to become for us humans. Record high temperatures for the season have already been registered around the country. It looks like the god of summer has been dropping his calling card everywhere, warning us of another scorcher.

The "tsuyu" rainy season ended in southern Kyushu in record haste, and the nation is now bracing for sweltering days without being able to guzzle electricity.

The government on July 1 issued an energy consumption restriction order, the "denryoku shiyo seigen-rei," to businesses and major power consumers serviced by Tokyo Electric Power Co. and Tohoku Electric Power Co. The order is for a 15 percent cut in power usage. Perhaps because "seigen-rei" sounds similar to "kaigen-rei" (martial law) and "toka kansei" (blackout), I have toughened my resolve to meet the summer head on.

Private households are also asked to aim for a 15-percent drop in energy use. This is easy to achieve by not using power-guzzling air conditioners. However, there is a limit to anyone's ability to endure high temps with stoic patience. It is not healthy, either. The best way is to try to save energy in small ways wherever possible. Even little savings do add up.

The monk Kenko Hoshi, author of "Tsurezuregusa" (Essays in Idleness), held that houses should be designed with the heat of summer in mind. His reasoning was that there are ways to ward off winter chills, but nothing can be done about the relentless summer heat. I couldn't agree more.

Our forebears came up with all sorts of tricks to survive Japan's oppressively humid summers. Those tricks became forgotten after we started relying on ubiquitous air conditioners, but I understand they are now back in vogue.

We may gripe and complain about the heat in the coming days, but I believe we should be able to get some relief if we go back to the ways of our forebears.

 「あの、こらえ性のないアイスクリームは、私たちの憧れだった」。村上春樹さんと糸井重里さんによる、カタカナ言葉を辞書のように並べたショートショート集「夢で会いましょう」(講談社文庫)のソフトクリームの項には、そうつづられている(この項は糸井さんが執筆)▲「コーンの底の、深い網目みたいな部分を、なごり惜しみながらコリッコリッと食べているうちに」おいしかった味を忘れてしまうとも。確かに、あの甘さには少し、はかなさのようなものが漂っている。好物だという人には、それもたまらない魅力かもしれない▲ソフトクリームといえば、近年はコンビニの人気商品だ。また、「ご当地ソフト」があちこちでつくられ、バニラやチョコレートだけでなく、さまざまな味が楽しめるようになった▲7月3日はソフトクリームの日だそうだ。60年前の今日、東京・明治神宮外苑で開かれた米軍主催のカーニバルの模擬店で、日本で初めてコーンスタイルのソフトクリームが販売されたという。これにちなんで、日本ソフトクリーム協議会(メーカーで構成)が制定した。今年は、初販売から数えると還暦ということになる▲かつて中曽根康弘元首相が鳩山由紀夫前首相を「ソフトクリームみたいな」と批評したことがある。96年のことだ。愛とか、友情とか、美とかいった話はおてんと様が出たら消えてしまうという比喩だった。鳩山さんらが旧民主党を結成する前の話だ▲あれから、15年。それでは現首相の粘り強い姿勢は、どんなスイーツにたとえたらいいか。猛暑になっても、なかなか溶けないから、氷菓ではないようだ。

The following is a translation of the Henshu Techo column from The Yomiuri Shimbun's July 3 issue.

It seems some staff members at Tokyo Customs are remarkably sharp observers.

One month ago, I passed on to readers of this column an announcement made by Tokyo Customs that said, "Due to the recent twin disasters, imports of mineral water and cigarettes have been rising rapidly."

Now the customs house has announced, "The number of electric fans imported in May was 60 percent more than in the same month last year."

Needless to say, the increase in imports of electric fans also stems from the massive March 11 earthquake and tsunami.

Electric fans, which consume less electricity than air conditioners, have been in great demand. In May, the nation's electric fan imports totaled 3.21 million units, a monthly record. It is gratifying to see people becoming ever more energy-conscious.

The theme of The Yomiuri Shimbun's Kiryu column--the readers' letters section--last Sunday (June 26) was "electric fan."

Particularly impressive among the letters sent to the Tokyo edition of The Yomiuri Shimbun was one written by an 80-year-old man from Saitama Prefecture. In his letter, he recalled his father, who was born in the Meiji era (1868-1912) and was absolutely committed to frugality and perseverance.

The letter told of how in 1961, amid a scorching heat wave, the man bought an electric fan for his bedridden father. To the man's delight, his father was pleased with the device. But what left the greatest impression was his father's diligence in turning off the fan as often as possible, saying, "It's simply a waste to run up the electricity bill by leaving it on."

From handheld paper fans to electric fans and then on to air conditioners. We have come to take it for granted that from one generation to the next, we can enjoy more benefits of electricity and other conveniences that allow us to lead a luxurious life.

Let us go back, at least, to the more conservative style of electricity use we had during the Showa era (1926-1989). Needless to say, elderly people and those fighting illness should not stress themselves by making extreme efforts to save electricity. It would also not be good to return to viewing the extreme frugality associated with the Meiji era as a virtue.

Ủy ban bác sỹ toàn Ấn Độ chống chọn lọc giới tính thai nhi (DASSC) tuyên bố sẽ thưởng 100.000 rupi (khoảng 2.200 USD) cho người nào cung cấp thông tin dẫn tới việc bắt quả những bác sỹ dính líu đến việc xác định giới tính thai nhi, nhằm ngăn chặn tệ nạo thai nhi gái.

Giải thưởng sẽ được trao theo dự án của Hội y học Ấn Độ (IMA) về bảo vệ trẻ em gái mang tên “Trẻ em gái là niềm tự hào của quốc gia” được phát động từ năm 2003.

Tiến sỹ Pradeep Rajderkar, Chủ tịch IMA cho biết tổ chức này sẽ giữ bí mật cho những người cung cấp thông tin nhằm bảo vệ họ.

IMA kêu gọi các cơ quan chính phủ, các tổ chức phi chính phủ, các hội y tế khác tham gia phong trào này và đưa ra các giải thưởng tương tự nhằm trừng phạt các bác sỹ vi phạm luật cấm xét nghiệm giới tính thai nhi nhằm loại trừ tệ nạo phá thai nhi gái đang đe dọa làm mất cân bằng giới tính nghiêm trọng ở Ấn Độ.

Theo thống kê dân số Ấn Độ năm 2011, tỷ lệ nữ rất thấp so với nam giới với 940,27/1.000. Đây chủ yếu là hậu quả của tình trạng giết trẻ sơ sinh gái, phân biệt đối xử trong chăm sóc các em gái còn phổ biến ở các vùng nông thôn và các cộng đồng dân cư lạc hậu ở nước này cũng như tình trạng nạo phá thai nhi gái ở thành phố. Trong tổng số 640 huyện ở Ấn Độ chỉ có 102 huyện, nơi tỷ lệ nữ giới cao hơn nam giới.

Trong một xã hội phát triển bình thường, số nữ giới thường bằng hoặc cao hơn đôi chút so với số nam giới. Việc mất cân bằng giới tính thường dẫn tới những hậu qủa khó lường về mặt xã hội. Trong thập kỷ qua số nữ giới ở Ấn Độ ít hơn 35 triệu so với số nam giới.

Tại một số bang như Punjab, Haryana, Madhya Pradesh, Himachal Pradesh khoảng 20% nam thanh niên hiện bị ế vợ vì không “đào đâu ra cô dâu,” và nếu muốn xây dựng tổ ấm gia đình họ buộc phải đi tìm kiếm “nửa kia của mình” ở các bang khác nghèo hơn.

Tuy nhiên, bất chấp các hậu quả nêu trên, tình trạng trọng nam khinh nữ vẫn chưa có dấu hiệu suy giảm tại Ấn Độ. Quan niệm việc sinh con gái giống như phải chịu “một hình phạt” bởi tục lệ nhà gái phải nộp của hồi môn cho nhà trai khi cô gái đi lấy chồng vẫn rất nặng nề ở nước này.

Chừng nào quan niệm và tục lệ lạc hậu này chưa bị loại bỏ, vấn đề chống mất cân bằng giới tính ở đất nước nền văn minh sông Hằng sẽ còn gặp nhiều khó khăn./.

03/07 Google: 11 quốc gia “khó tính và tò mò” nhất thế giới

ICTnews – Trong bản “Báo cáo Minh bạch 2011” Google vừa công bố tên 11 quốc gia thường xuyên đưa ra những yêu cầu cung cấp thông tin người dùng hay gỡ bỏ thông tin trên web nhất thế giới.

Là hãng Internet đang sở hữu công cụ tìm kiếm trực tuyến lớn nhất thế giới cùng với rất nhiều những dịch vụ web khác nên không có gì lạ khi Google liên tục được các chính phủ lên tiếng yêu cầu họ cung cấp thông tin về người dùng nào đó hay bị buộc phải gỡ bỏ những thông tin độc hại hoặc “không có lợi cho quốc gia”.


Điều đáng nói nhất là bản báo cáo này của Google là chính những quốc gia được cho có “tự do cá nhân” hay “tự do Internet” thoải mái nhất lại là những quốc gia có số lượng yêu cầu nhiều nhất đối với Google trong đó, chiếm đa số là những yêu cầu Google phải cung cấp thông tin cá nhân của một người nào đó hoặc yêu cầu gỡ bỏ thông tin độc hại. Đứng đầu danh sách này không ai khác chính là Mỹ với hơn 4.000 yêu cầu được đưa ra chỉ trong vòng 6 tháng hồi năm ngoái.


Tất nhiên, những yêu cầu này hầu hết đều phù hợp với luật pháp của từng nước nhưng cũng có không ít yêu cầu chỉ để phục vụ cho mục đích nghe trộm hoặc théo dõi bí mật một số người nào đó.


Dưới đây là danh sách 11 quốc gia “khó tính và tò mò” nhất thế giới trong khoảng thời gian từ tháng 1 đến tháng 7/2010 theo thống kê của Google.

    New York City has attracted young people for a long time, but it also can be a big, scary place.
    So over the years, there have been many guidebooks to help ease the way, as well as hostels, aid societies, and more recently websites.
    One such book, written in 1939, offers some gems of wisdom that are still as true as the day they were written - as well as some suggestions that are now hilariously out of date.
    Lee Mortimer's New York: Behind the Scenes from 1939 was discovered by a Reddit user who was going through a stack of books.

    Mortimer (1904 - 1963) was a newspaper columnist, radio commentator, crime lecturer, night club show producer, and author who, with Jack Lait, co-wrote a popular series of books on crime in major U.S. cities. 
    In New York: Behind the Scenes, a section on 'Young Lady in Manhattan', part of a larger 'Family in Manhattan' chapter, suggested: 'Young ladies should not come to Manhattan alone unless they have a return ticket and enough money to last their stay'.
    The book quotes the Traveler's Aide Society as estimating that a girl can't exist on less than $4.00 a day, 'and that is just to keep body and soul together - it's certainly not enough to have fun on'.

    Of course, with inflation and all, prices have gone up a bit since then. But the truth remains that the Big Apple is a relatively expensive place.
    Mortimer warned, 'You may be the most beautiful gal in your home town. Your ma and your boy friend have drummed into your ears the fact that you ought to be in the movies. Sure we know that!
    'But the movies and the Broadway stage and the model business are all crowded and there aren't enough shops in the world to provide jobs for all the ambitious little kids that drift into New York'.
    Mortimer continued: 'So get this through your bonnet: If you are coming as a visitor, have plenty of chips, swell... But if you think you can earn your keep in New York - turn right back home
    'There's not a job here, and even those gals who come with the intention of of climbing the ladder through the sale of their souls will find the that the bottom fell out of the soul-market long ago in New York. Fresh souls aren't worth a dime.

    PROPER BEHAVIOUR

    According to the 1939 book New York: Behind the Scenes, a young lady should:
    Not talk to strangers
    Not enter parks at night
    Avoid confrontation on subways
    Forget becoming an actor or model
    Return home as soon as possible
    'So we'll take it for granted that you are here with folding money in your pocketbook. Then you can have a grand time, depending on what you consider a grand time. New York has everything'.
    The book has some practical advice that is still relevant today, such as suggestions to avoid going into parks alone at night and to avoid confronting someone who is 'annoying you' on a subway.

    It's better to find a conductor or leave the car, rather than risk 'starting a riot'.
    Mortimer advised women to avoid speaking to strangers in rail road stations, which is perhaps a bit forceful today, but it certainly pays to keep your wits about you.
    Still true today - at least when it comes to official yellow cabs - Mortimer suggested that taxi cabs are safe for unaccompanied women. 'The gangster cab driver is as extinct as the dodo', he wrote.
    Mortimer also warned women to avoid phoney employment ads, which are perhaps more common than ever on the likes of Craigslist. He also recommended several reputable chaperone services, which aren't exactly still around.
    He wrote: 'You can go to a movie or get an ice cream soda - but for night life, well you've got to have that otherwise dispensable creature, man, with you'.
    The author followed that with some suggestions on where to meet suitable young men, including churches, free dances, friendship services, bathing beaches or 'any cocktail bar during afternoon hours', provided you can 'hold your liquor'.
    'Unless you have a pan that would stop a clock you'll certainly get an invitation to have a drink', he wrote.
    It's perhaps still just as true as ever: If you can make it in Manhattan, you can make it anywhere.
