05/07 玄海町長の再稼働了承、周辺自治体は慎重

 九州電力玄海原子力発電所(佐賀県玄海町)2、3号機について、玄海町の岸本英雄町長が4日、九電に再稼働の了承を伝えたことで、全国的な課題になっている原発再稼働問題は具体的に前進した。しかし周辺自治体の首長の多くは、現時点では市民の理解は得られていないとの考えを表明した。
 玄海原発から最短で12キロに位置する佐賀県伊万里市の塚部芳和市長はこの日の定例記者会見で、「現時点では同意しかねる。原子炉内の部品の金属疲労、耐用年数は本当に大丈夫なのか」と反対を表明。玄海町に隣接する同県唐津市の坂井俊之市長も記者会見で、町長の判断の是非についてはコメントを避けながらも、「市民の不安は払拭されていない」と強調した。
 「国から何の情報もなく市民に効果的な情報を発信することもできない」と危機感を示したのは20キロ圏にかかる福岡県糸島市の松本嶺男市長。これら3市を含む周辺7市の原発防災連携を呼びかけた長崎県松浦市の友広郁洋市長は「再稼働了承と防災は分けて考える必要がある。協議は続けていきたい」と述べた。

 中国の思想家・荀子というと性悪説が思い浮かぶ。だが自然現象に独自の因果関係を認め、また西欧の社会契約説を先取りしたような近代的な思想の持ち主だったことが最近ではよく指摘される▲その「荀子」に「人と与(とも)に言を善くするは布帛(ふはく)よりも暖かに、人を傷つけるの言は矛戟(ぼうげき)よりも深し」がある。人に善い言葉を用いれば着物のように心を暖めるが、人を傷つける言葉は矛で突くより深く心を痛ませる。人は自分の言葉が他人を傷つけるのに鈍感である▲おごりたかぶるのは人の災いであり、慎み深いのは多くの武器にまさる強さをもつ--荀子は先の言葉の直前でそう説いていた。もっとも人がその口から出た言葉の本当の恐ろしさに気づくのは、言葉の矛先が我が身にはね返ってきてからだというのが世の常である▲「知恵を出さぬやつは助けない」「コンセンサス得ろよ」「我々は何もしないぞ」「ちゃんとやれ」……松本龍復興担当相の、岩手・宮城県知事との会談で被災自治体を見下したような物言いが物議をかもした。会談に遅れた知事には握手も拒んで頭ごなしの叱責だ▲察するに担当相は本音での話し合いを演出したかったのに違いない。だが東京から来た閣僚が、被災地で奮闘する首長に出迎えなかったと憤激する図を国民はどう見たか。おごりとも見える調子外れの言動で、復興に必要な現地との相互信頼が築けるのかと危ぶもう▲野党も担当相追及の構えを見せ、またも復興を遅らせかねない混乱の火種を抱えた政界だ。慎みを欠いた政治家の言葉に傷つき、復興の足まで引っ張られる被災者の心中、こちらは察するに余りある。

05/07 イチゴやレタス、5月の輸出ゼロ…風評被害

 東日本大震災の影響で、イチゴやトマト、レタスなどの5月の海外への輸出が「ゼロ」になったことが、財務省の貿易統計でわかった。

 欧米やアジアで高い人気を得てきた日本の農産物が、東京電力福島第一原子力発電所の事故による深刻な風評被害を受けていることが浮き彫りになった。

 貿易統計によると、今年2月のイチゴの輸出量は3万267キロ・グラムで、震災が発生した3月は1万9262キロ・グラムだった。その後の輸出は急減し、4月は前年同月比約94%減の419キロ・グラム、5月はゼロ(前年同月は1258キロ・グラム)に落ち込んだ。イチゴの主要な産地は栃木県や福岡県、熊本県だ。香港や台湾、シンガポールが主な輸出先で、今年3月までの輸出量は前年同月を大きく上回る水準を維持していたが、震災の影響で急ブレーキがかかった形だ。

薄田泣菫すすきだきゅうきんはフランスの新聞を読んでいて、ある求人広告に目を留めた。飼っているオウムの発音が悪いのでフランス語の家庭教師をつけたいという◆オウムの話す言葉ひとつをもおろそかにしないお国柄に感心し、泣菫は随筆に書いている。岩波文庫『茶話』より。〈多くの代議士にいぬのような日本語で喋舌しゃべらしておいて、黙ってそれを聴く事の出来る日本人の無神経さがつくづくいやになる〉と◆いまではもう、イヌのような言葉遣いの政治家はいない――と思いきや、永田町とは広いものである。松本龍復興相には、オウム並みに家庭教師が要るかも知れない◆「知恵を出さないヤツは助けない」(岩手県庁で達増拓也知事に)。「九州の人間だから、(被災地の)何市がどこの県とか分からん」(同)。「お客さんが来るときは自分が(まず部屋に)入ってから(客を)呼べ」(宮城県庁で村井嘉浩知事に)。さぞかし心のこもった復興支援を講じてくれることだろう◆…と、ここまで書いて反省が胸をよぎる。たとえ比喩にしても「イヌのような…」は礼を失していよう。世のイヌ諸君、ごめんなさい。

A survey conducted in the wake of the nuclear disaster in Fukushima Prefecture reveled that of more than 1,000 children screened, 45 percent of them tested positive for thyroid exposure to radiation, according to a statement by the Nuclear Safety Commission on Tuesday.
The Nuclear Safety Commission, established within the Cabinet of Japan as an independent agency to play the main role in nuclear safety administration, said the tests were conducted on 1,080 children with ages ranging between new borns up to 15 year olds and living in Iwaki, Kawamata and Iitate areas of the prefecture, between March 26-30.
The tests were conducted due to the massive amounts of radiation leaked into the air, sea and ground from the quake and tsunami-damaged Fukushima No. 1 nuclear power plant, following the double-disasters devastating the northeastern coastal regions and pummeling the now crippled plant, which was ill-equiped to handle the ferocity of the tsunami on March 11.
Among children who tested positive for thyroid exposure, the amounts measured 0.04 microsieverts per hour or less in the majority of cases, with the largest exposure being 0.1 microsieverts per hour, equivalent to a yearly dose of 50 millisieverts for a 1-year-old.
Due to none of the children in the relatively small sample group showing exposure over the 0.2 microsieverts per hour benchmark for further investigations, no emergency measures would be taken, officials said.
However, citizens groups said Tuesday that soil samples taken at four locations in Fukushima City on June 26 all tested positive for radioactive cesium contamination, measuring between 16,000 to 46,000 becquerels per kilogram -- far exceeding the legal limit of 10,000 becquerels per kg.
The city is located about 60 kilometers northwest of the crippled nuclear plant and is outside of the mandatory 20-km no-go zone or evacuation centers located closer to the troubled six- reactor nuclear complex.
One location had radioactive contamination levels as high as 931,000 becquerels per square meters and three locations tested had cesium levels at between 326,000 and 384,000 becquerels per square meter.
Experts note that children are far more vulnerable to the harmful effects of radiation disasters than the general population and are more likely to develop cancer in later life because their bodies absorb and metabolize substances differently, and because they are more likely to develop certain cancers, distinct from adults, from such an exposure.
In addition children also are closer to the ground, where radioactive fallout settles.
City officials in the prefecture, located 220 km northeast of Tokyo, have decided to distribute radiation meters to 34,000 children aged between four and 15 living in Fukushima city, to monitor their exposure levels, as concerns mount over the number and severity of the children already exposed to radiation from the leaking nuclear plant still central to the worst nuclear disaster since the 1986 Chernobyl cataclysm.
Underscoring the devastating affects of the Fukushima nuclear crisis, cesium-134 and 137 isotopes were detected in urine tests conducted on 10 children in Fukushima City, located in close proximity to the stricken No. 1 nuclear power plant.
The tests conducted in May by a Japanese civic group and Acro, a French organization specializing in measuring radiation levels, confirmed that all 10 children had been exposed to radiation internally, with 1.13 becquerels of cesium-134 per liter of urine found in one eight-year-old girl sampled and 1.30 becquerels found in the urine of a seven-year-old boy.
In light of the findings, in September tens of thousands of children living in Fukushima city, who already have their outdoor activities at school severely restricted due to ongoing fears of ground and airborne radiation, are to be given dosimeters to constantly measure their exposure to atmospheric radiation, city officials said.

Nó cũng hệ trọng đối với các quan chức chống ma túy ở Mỹ và các nước khác, bởi họ đang bất lực trong việc ngăn chặn dòng chảy không ngừng của cocain. Silvia Rivera, giáo sư xã hội học tại trường Đại học San Andres của Bolivia, nhận định: “Giờ là lúc đang có cuộc tấn công dữ dội nhất mà người dân Bolivia phải đối mặt” kể từ khi Liên Hợp quốc liệt coca vào một dạng ma túy vào năm 1961.

INCB cho rằng người Bolivia và Peru đã phạm pháp khi nhai coca và uống trà làm từ lá cây của nó. Tuyên bố đã làm dấy lên sự giận dữ và gây ra hoàng loạt cuộc biểu tình đường phố trên cả hai quốc gia, đặc biệt là trong cộng đồng người dân bản địa. Đối với họ, cây coca chính là nền tảng cho nền văn hóa kéo dài 3.000 năm của dân tộc, là một phần của cuộc sống giống như cà phê đối với dân Mỹ. BEIJING, July 5 (Xinhuanet) -- Facebook CEO Mark Zuckerberg confirmed that he has signed up to Google+, the new social networking platform from Google, according to media reports Tuesday.
Launched last month, Google+ is the Internet giant's latest foray into social networking.
Zuckerberg confirmed that the profile with his name on Google+ belongs to him only, and said, "Why are people so surprised that I'd have a Google account?"
In social networking field, it is rare for someone to join the rival's platform, therefore, Zuckerberg's move is considered strange.
But interestingly, Zuckerberg has more followers than Google founders Larry Page and Sergey Brin, and even Vic Gundotra, the man behind Google+, with over 21,000 people.
Besides Google+, Zuckerberg also has an account on Twitter, though it has not been updated for some time.

TOKYO, July 5 (Xinhua) -- Japan's reconstruction minister Ryu Matsumoto said Tuesday he will resign after just about one week in job, after his reportedly "high-handed" remarks angered the governors of the prefectures hit by twin disasters in March on Sunday.
He held talks with Iwate and Miyagi Governors when he visited quake-hit areas in Japan's northeast on Sunday. His remarks during the meetings were widely considered as arrogant.
Matsumoto was officially appointed by Japanese Prime Minister Naoto Kan in a recent Cabinet reshuffle as the minister in charge of reconstruction from the March disasters.
The 60-year-old minister served as environment minister before he took up the current position.
Matsumoto has been in charge of programs to remove debris and to deliver aid to tens of thousands of people living at evacuation shelters in the disaster-hit areas. Local media said the new position will enable him to ensure continuity in his programs.

CARACAS, July 4 (Xinhua) -- Venezuelan President Hugo Chavez on Monday gave a speech in the People's Balcony of Miraflores Palace in Caracas, after he returned from Cuba, where he got a surgery to remover a cancer tumor.
All the Squares in Venezuela were full of Chavez' followers waiting for him to give his speech.
During his speech, Chavez said "this is time for life, this is the time of the bicentenary motherland, this is the time for the final independence of our country."
He also said that he got a serious surgery but "love is the best remedy" and with that he will recover and defeat his disease.
"We will win this battle too, and we are going to win it together", said Chavez.
On July 5, Venezuela is celebrating its 200 years of independence.
Chavez appeared on national TV and radio broadcasting from the Miraflores Palace dressed with military suit and accompanied by his daughter Rosa Virginia and Maria Gabriela.
Chavez returned to Venezuela early Monday morning from Cuba, where he got the surgery on June 20.
