Local governments and residents in areas devastated by the Great East Japan Earthquake and the ensuing tsunami are stepping up their efforts to restore their communities as one month has passed since the March 11 disaster.
At the Miyagi Prefectural Government headquarters in Sendai, officials offered a silent prayer on April 11 to express condolences to those who lost their lives in the temblor. Full-scale work began in Ofunato, Iwate Prefecture, to remove rubble from areas devastated by the quake and tsunami while commercial flights at hard-hit Sendai Airport are to be resumed on April 13.
However, the entire picture of the damage caused by the disaster remains unclear, and there is no prospect that the crisis at the tsunami-hit Fukushima No. 1 Nuclear Power Plant will be settled in the near future.
In Ofunato, 219 vehicles, such as heavy machine tools and dump trucks, were mobilized on April 11 to remove the debris of buildings destroyed by the temblor and tsunami.
In the city's Chinomori district, work got under way at 8:30 a.m. Yoshiya Suga, 50, who watched the work to remove debris from the garage of his home in the district appears relieved at the move. "If rubble is removed from my garage, we can bring in construction materials to rebuild my home. Today marks an important step toward the restoration of the neighborhood."
Two evacuees were drawing a message, "Never give up! Ishinomaki," on an 11-meter-wide, 11-meter-high wooden signboard in the Kadowaki district of the Miyagi Prefecture city, which was reduced to ashes in a fire triggered by the quake.
The signboard was set up at the site of the office-cum-home of Kenichi Kurosawa, 40, who ran a waterworks piping company.
"I'd like to do all I can do now," Kurosawa said. He and Mitsutoshi Sato, 40, who runs a signboard shop, gathered lumber and wooden boards from rubble to create the signboard, while living at evacuation shelters.

未曽有の被害をもたらした東日本大震災は１１日、発生から１カ月を迎えた。被災地では地震発生時間の午後２時４６分に先立ち、犠牲者の冥福を祈る黙とうがささげられた。岩手県大船渡市で、がれきの一斉撤去が始まり、仙台空港が運航再開に向けて準備を進めるなど復興に向けた動きがある一方、福島第１原発事故は収束のめどすら立っていない。大震災の死者は１万３１１６人、行方不明者は１万４３７７人に上り、約１５万人が避難生活を強いられている。
■宮城
午前９時４０分。「がんばろう！石巻」。津波直後の火災で焼け野原となった石巻市門脇町で、水道配管工事業を営んでいた黒澤健一さん（４０）らが横幅約１１メートルの木製の看板を立てて故郷を元気づけるメッセージを書いた。津波で流された店舗兼自宅の跡地に「今やれることは全部やりたい」と、看板屋を営む友人の佐藤光敏さん（４０）らと、がれきの材木などを再利用し完成させた。
午前１０時。県庁では県災害対策本部会議の開催に合わせて約２４００人の職員が約１分間黙とうした。村井嘉浩知事や阿久津幸彦内閣府政務官らが犠牲者を追悼した。県幹部の一人は「少し落ち着いて仕事ができるようになり始めたが、震災からの１カ月はあっという間だった」と話した。
同時刻ごろ。東松島市立矢本中央幼稚園では、入園式の冒頭に園児と保護者が黙とうした。５２人が入園予定だったが男児１人が津波で行方不明に。男児が座るはずだった小さな椅子の上には、死亡が確認された父、行方不明の兄の写真も一緒に収めた写真立てが置かれた。
津田真一園長は「子供たちの笑顔がある限り、東松島の希望は守られる」とあいさつ。次女の海咲（みさき）ちゃん（４）が入園する石田香織さん（３４）は「自宅は海から離れていて無事だったが、不安な日々が続いた。この日を迎えられ本当に良かった」と話した。
午前１１時。津波で使用不能となった仙台空港（宮城県名取市）で国内線運航の一部が１３日から再開されるのに合わせ、ターミナルビル内部が報道関係者に公開された。泥のついた壁は真新しいパーテーションで仕切られ、航空会社職員が１階の臨時受け付けカウンターで準備に追われた。安全確保のため空港の運用は日の出から日没まで。国際線も含めた完全復旧は半年以上かかる見通し。
■岩手
午前８時半。大船渡市大船渡町地ノ森で、がれきの撤去作業がスタートした。自身の駐車場に積み上がったがれきの撤去に立ち会った須賀芳也さん（５０）は「駐車場が空けば家を建て直すための資材も運べる。ようやく復興が始まった感じで、一歩も二歩も前進だ」と話した。がれき撤去はこの日から、市内を９地区に分けて本格的な作業を開始。初日は重機やダンプカーなど計２１９台を使って撤去を進める。
■福島
東京電力福島事務所は福島第１原発の各プラントの原子炉圧力などの数値や、今後の作業予定を約３０分間説明。震災１カ月の所感を問われた相沢浩・広報情報グループマネジャーは「県民の皆様に情報を多く伝えるために本店より多く説明しており、ご容赦願いたい」と語った。原発事故で捜索活動の難航する福島県沿岸部。同県警などは１１日も、原発から半径２０キロ圏内を中心に捜索を行う。
