北、核安全サミットに反発…声明は「宣戦布告」

同サミットで発射計画への圧力を強めようとする韓国政府をけん制する狙いとみられる
　そのうえで同通信は、サミットで北朝鮮の核問題に関する声明発表などがあった場合、それを挑発とみなすとし、「我々への宣戦布告となり、その結果は朝鮮半島の非核化論議に大きな障害となるだろう」と警告した。

北朝鮮、中国の動きに懸念…防大卒業式で首相

　野田首相は１８日、神奈川県横須賀市の防衛大学校の卒業式で行った訓示で、日本の安全保障を取り巻く情勢について「厳しさを増すと同時に複雑さを呈し、不透明感が漂っている」と強調した。

　懸念される動きとして「核・ミサイル問題を含む北朝鮮の動き」を挙げたほか、中国についても「軍事力を増強し、周辺海域において活発な活動を続けている」と指摘した。

　首相は自衛隊の東日本大震災での活動にも触れ、「長く歴史に刻まれる」と高く評価した。

独大統領にガウク氏選出…旧東独の反体制活動家

【ベルリン＝三好範英】ドイツ大統領を選出する連邦集会が１８日、ベルリンで開かれ、キリスト教民主・社会同盟（ＣＤＵ・ＣＳＵ）、自由民主党（ＦＤＰ）、社会民主党（ＳＰＤ）、緑の党が推す旧東独反体制活動家ヨアヒム・ガウク氏（７２）が有効投票数１２２８票のうち９９１票を獲得し、新大統領に選出された。

今回の大統領選挙は２月１７日、前任のクリスティアン・ウルフ氏が地元経済界との癒着疑惑の責任を取って辞任したことを受けたもの。

露も「深刻な懸念」声明…北朝鮮「人工衛星」

【モスクワ＝寺口亮一】ロシア外務省は１６日、北朝鮮の発表を受けて「深刻な懸念を呼び起こす」とする声明を出した。

声明は、北朝鮮に対し、「地域情勢を緊張させ、北朝鮮の核問題を巡る６か国協議の再開にさらなる問題をもたらす行動を控えるよう」呼びかけた。

政治解決を求めるロシアは今月、６か国協議再開に向け、北朝鮮と「緊密に連携」することで合意したばかりだった。

オリンパス事件 巨額粉飾の厳正な責任追及を（2月17日付・読売社説）

　粉飾は歴代トップが了承し、１０年以上も続いていた。市場の公正さをゆがめる言語道断の行為である。検察は全容を明らかにしてもらいたい。

　世界的な光学機器メーカー「オリンパス」の菊川剛前会長ら旧経営陣３人が、有価証券報告書に虚偽の記載をした金融商品取引法違反の疑いで、東京地検特捜部に逮捕された。

　含み損を抱えた金融資産を海外ファンドに移し替える「飛ばし」などにより、２００７年と０８年の３月期決算で会社の資産額をそれぞれ１１００億円も水増しした疑いが持たれている。

　不正が長い間、表面化しなかったのは、粉飾の仕組みが国境をまたぐ複雑なものだったからだ。

　「飛ばし」の受け皿となるファンドは、租税回避地の英領ケイマン諸島などに作られた。不正工作に使われた資金はリヒテンシュタインの銀行が用立てた。

　仕組みを考案し、海外の金融機関を紹介していたのは、金融のプロである国内大手証券会社の元社員らだ。今回、こうした外部協力者４人も、粉飾の共犯として逮捕されている。

　天皇陛下は２３日、７８歳の誕生日を迎え、この１年を振り返っての「感想」を発表された。多くは東日本大震災や豪雨災害について割かれ、陛下は「災害に明け暮れた心の重い年」だったが、被災者が助け合う姿やボランティアなど支援活動を「心強く」感じたとつづり、来年も「被災者に心を寄せつつ過ごしていきたい」とされた。

温室効果ガスの排出量を削減するための京都議定書を当面、延長し、新ルールを２０２０年に発効させるという内容だ。

The approval rating for the Cabinet of Prime Minister Yoshihiko Noda has dropped to 42 percent, falling below the Cabinet's disapproval rating of 44 percent for the first time since the Cabinet was formed in September, the latest Yomiuri Shimbun survey has found.

Support for Noda's Cabinet fell seven percentage points from the last survey conducted on Nov. 12 and 13. Meanwhile, its disapproval rating has increased by six points, according to the survey conducted on Saturday and Sunday.

14/12 Builders reinforce ground to prevent quake damage

Thoughts of the long-anticipated Tokai Earthquake hitting Aichi Prefecture have worried a company employee, 40, who is having a two-story wooden house built there. Ground liquefaction in a major earthquake can cause a house to tilt--or worse.

To avoid such an outcome, he asked experts to check the condition of the ground at the site before construction of his new house began. The result showed that a big earthquake might indeed cause liquefaction of land there.

14/12 Interim storage facilities planned for near N-plant

The Environment Ministry plans to build interim facilities to store soil and ash contaminated with radiation from the Fukushima No. 1 nuclear power plant, in the prefecture's Futaba county, sources said Tuesday.

The ministry is expected to officially announce the plan by the end of the year. The ministry said it would select a location for the storage facilities by the end of fiscal 2012 at the latest. It now plans to choose municipalities to hold the material.

14/12 Govt to choose F-35 fighter / Next-generation ASDF jet to have advanced stealth capability

The Defense Ministry intends to choose the F-35 fighter jet, jointly being developed by the United States, Britain, Australia and six other countries, as the next frontline fighter plane in the Air Self-Defense Force's arsenal, it has been learned.

The ministry will officially name the advanced F-35 as a successor to the ASDF's current F-4 fighter jet Friday at a meeting of the Security Council of Japan led by Prime Minister Yoshihiko Noda.

11/12 Fukushima gov. given details of recovery bill

FUKUSHIMA--Tatsuo Hirano, state minister for reconstruction, explained the gist of a bill on the special measures law on Fukushima Prefecture's restoration and revitalization in a meeting with Fukushima Gov. Yuhei Sato at the Fukushima prefectural government office on Saturday morning.

The central government plans to submit the bill at an ordinary Diet session to be convened next month.

09/12 Olympus' management reform in doubt / Takayama press conference reveals key issues to be left to committee of outside experts

Olympus Corp. President Shuichi Takayama failed to show at his press conference Wednesday how his company would strengthen corporate governance in the wake of its long-running cover-up of investment losses, or how it would prevent the recurrence of a similar scandal.

Takayama's comments at the press conference suggested that the major optical equipment maker would leave these issues to a management reform committee of outside experts it will create.

Takayama said the company's current board members would resign after it paves the way for management reform.

与野党協議の結果、復興庁の司令塔としての役割が明確になったのは、高く評価できる。

復興庁設置法案が、民主、自民、公明３党による修正を経て衆院を通過した。今国会での成立が確実だ。

３党の修正協議の焦点は、復興庁の権限だった。

政府案は、復興庁の役割を政府の施策の総合調整や被災自治体の一元的窓口などに限定し、国直轄事業は国土交通など他省が行うとしていた。野党側は、復興庁を、国直轄事業も担う「スーパー官庁」とするよう主張した。

The following is a translation of the Henshu Techo column from The Yomiuri Shimbun's Nov. 13 issue.

Whenever I hear mention of the incident in which a lawyer's family was killed by members of the Aum Supreme Truth cult, I remember a lady's face and a piece of poetry she wrote.

The poem, "Tatsu-bo no Nyugakushiki" (An entrance ceremony for Tatsu-bo), was written by the lady, Sachiyo Sakamoto, now 80, on the day her grandson Tatsuhiko, who was reported missing when he was 14 months old, might otherwise have begun attending primary school.

Children's legs swing back and forth in time as they sit on their chairs, but "Tatsu-bo's legs don't...I wrote your name on your clothes and indoor shoes. Sorry...It was really a sad day."

Tastsuhiko's father Tsutsumi and mother Satoko, then 33 and 29, respectively, also went missing.

Remains of the three were discovered in mountains far from their home in 1995, six years after they were reported missing. It is alleged that senior cult members, including Tomomasa Nakagawa, committed the murders at the behest of Aum founder and guru Chizuo Matsumoto, who is now a convict on death row.

14/11 福島県の甲状腺検査、医師らが県内各地へ

東京電力福島第一原発事故を受けて、福島県が１８歳以下（４月１日時点）の県民約３６万人を対象に実施している甲状腺検査で、医師らが県内各地に出向いて行う巡回検査が１４日から始まった。

この日の検査は川俣町内の保育園１か所と町災害対策本部がある町保健センターで行われ、約２５０人が受診。喉に超音波の検査機器を当てて甲状腺の画像を映し出し、しこりの有無を調べた。結果は約１か月後に郵送される。

09/11 オリンパス疑惑 日本企業の信頼を失墜させる（11月9日付・読売社説）

巨額の投資損失を隠蔽したうえに、企業買収を装ってモミ消しを図るとは言語道断である。

精密機器大手のオリンパスは８日、英国人社長の解任で表面化した不透明な企業買収について、実は１９９０年代からの投資損失を処理する偽装工作だったと発表した。

弁護士らによる同社の第三者委員会の調査で判明したという。長年にわたる“粉飾”によって、株主や取引先を欺き続けてきた罪は極めて重い。

オリンパスは内視鏡で世界トップという日本を代表する優良企業だ。一連の不正経理疑惑は、海外でも大きく報じられた。

13/10 辛亥革命１００年 「民主化いまだ成らず」の中国（10月13日付・読売社説）

孫文らが主導し、清朝を打倒した辛亥革命から１００年を迎えた。

中国の胡錦濤国家主席は、革命１００周年記念大会で演説し、共産党を革命の「最も忠実な継承者」と位置づけた。国民党との内戦を制し新中国を建国した共産党の正統性を訴える狙いがあるのだろう。

その上で胡主席は「中華民族の偉大な復興を実現するため共に努力しよう」と、台湾に統一を呼びかけた。中台を一つに結ぶ「中華民族」を前面に掲げることで統一機運を盛り上げる思惑がある。

孫文は「三民（民族、民権、民生）主義」を掲げた。その一つである「民権主義」では、選挙権などの政治的権利を国民に保障し、議会制民主主義を定着させ、行政、立法、司法などの権力分立を確立することを目指していた。

17/10 慰安婦基金構想 日韓関係を“後退”させないか（10月17日付・読売社説）

なぜ、元慰安婦のための基金構想などを改めて持ち出したのか。首をかしげざるを得ない。

民主党の前原政調会長が、ソウルで韓国の金星煥外交通商相と会談し、いわゆる従軍慰安婦問題について新たに人道的観点から議論していきたいとの考えを示した。

村山政権時代に発足した「女性のためのアジア平和国民基金」（アジア女性基金）などを参考にして、対応を検討したいとも、会談後の記者会見で述べている。

慰安婦問題は今回、韓国側から改めて提起されたものだった。
