Tiền bạc cũng không phải là yếu tố quan trọng nhất giúp người Nhật thực hiện được những điều thần kỳ ấy, mà điều quan trọng nhất vẫn là nằm ở yếu tố con người.

 ◇自治体主導の成功、後に続け

 東日本大震災で職員の4分の1近くが死亡・不明になった岩手県陸前高田市の市役所に、これまで名古屋市は延べ143人の職員を長期派遣してきた。名古屋市職員が身も心も陸前高田市職員となって働く「丸ごと支援」だ。国主導ではなく、フットワークの軽い自治体が率先して取り組んだ「顔が見える支援」の成功例だと思う。大災害で行政機能が喪失する事態は今後も生じるかもしれない。国の指示がなくとも能動的に被災地を支援する名古屋方式は、全国の自治体にとって、モデルケースになるのではないか。

11/09 Govt must offer visible support for reconstruction

Six months have passed since the Great East Japan Earthquake on March 11.

Recovery and reconstruction efforts have been continuing in disaster-hit areas. But the scars left by the massive earthquake and tsunami are so profound that many affected municipalities have yet to draw up blueprints to rebuild their areas.

In areas around the Fukushima No. 1 nuclear power plant, where evacuation orders have been issued, municipal government offices and residents were uprooted en masse. No prospect is in sight for their return home.

In his first news conference after taking office, Prime Minister Yoshihiko Noda said recovery and reconstruction of the disaster-stricken areas and measures to end the nuclear crisis at the Fukushima plant are at the top of his administration's agenda. After inspecting the crippled plant Thursday, Noda pledged to Fukushima Gov. Yuhei Sato his government's commitment to swiftly decontaminate areas affected by radioactive material released by the nuclear power plant.

People in disaster-hit areas became increasingly impatient with the slow response to the disaster by the previous Kan administration. The current administration must provide swift, strong and visible support for recovery and reconstruction of the devastated areas.

Debris disposal key issue

Nearly 4,000 residents died or went missing in Ishinomaki, Miyagi Prefecture, which had a pre-disaster population of 160,000.

With debris removal completed in the city center, shops have resumed business there. Residential streets and principal roads have also been cleared of debris.

But in suburban areas, debris lies scattered on farmland and elsewhere and has been piled up in temporary storage locations. Painstaking efforts were reportedly made to eradicate the swarms of flies infesting the garbage.

The dismantling of wrecked houses and office buildings will add to the heaps of debris, overwhelming the capacity of temporary storage places. Through consultations with the prefectural government, the municipal government is accelerating efforts to build a new incinerator and select a final debris disposal center.

Disposal of the huge amount of debris hampers reconstruction. The central government must do everything it can to reduce the financial burdens of local governments.

The reconstruction of Fukushima Prefecture cannot be completed without ending the nuclear crisis. Stable cooling of the reactors is under way and almost no new radioactive substances are reportedly being released. By January without fail, the reactors must be cooled so their inner temperatures are stabilized at less than 100 C.

Decontamination is indispensable to bring about the day when evacuated residents can return home. Even in areas not subject to evacuation, there are places where radioactive contamination is high enough to cause health concerns among residents.

Soil improvement must be carried out immediately at school grounds and on agricultural land. Removing the surface soil up to a depth of five centimeters will reduce radioactive cesium levels to just one-tenth, experts say. By replacing this soil with untainted earth, radioactive cesium contamination will be reduced to one-hundredth, they say.

The government should take the lead in promoting decontamination work without farming it out to local governments.

Disaster victims need jobs

Although production at factories and related facilities has begun to recover, the employment situation in the disaster-hit areas remains severe. More than 70,000 people are estimated to have lost their jobs in the three disaster-hit Tohoku prefectures of Miyagi, Iwate and Fukushima.

Job offers have been on the rise as workers are being sought for reconstruction projects. Many people, however, cannot find work to suit the job skills they acquired before the disaster. As unemployment benefit payments for many of them will expire soon, it is vital to create new full-fledged jobs through a wide variety of reconstruction projects.

Hospitals and nursing care facilities sustained tremendous damage in the disaster. Even before the disaster, the affected regions have long suffered a serious shortage of doctors, and the region's residents have continued to age.

Although a number of medical and nursing care professionals have provided emergency support over the past six months, this cannot continue for much longer.

Making the best possible use of such information technologies as electronic patient files and deploying medical personnel efficiently would make medical and nursing care services more effective.

The government should take speedy legislative steps and extend financial assistance to set up a medical and nursing service special zone to provide advanced services by an adequate number of medical professionals.

Construction of temporary housing has made considerable progress, allowing many disaster victims to move out of evacuation centers. However, it is important to provide the victims with a proper range of care after they move into temporary housing or other publicly operated housing facilities.

After the Great Hanshin Earthquake, many elderly persons died after being left unattended in temporary housing. This should never be repeated.

Preparedness essential

As of Friday, the number of deaths in the Great East Japan Earthquake stood at 15,780, while 4,122 remain missing.

We sincerely pray for the souls of those who perished in the disaster and hope that those still missing will be found as soon as possible.

In Japan, which can be called a "disaster archipelago," Typhoon No. 12 left more than 100 people dead or missing earlier this month. We are sure many people in the past six months have felt anew the horror of natural disasters and the importance of preparing such calamities.

On Sept. 1, Disaster Prevention Day, about 510,000 people took part in disaster drills in 35 prefectures, including Tokyo and Hokkaido.

Some companies and public organizations carried out such practical exercises as confirming the safety of all personnel, as well as drills conducted on the assumption that many of their personnel were unable to return home in the aftermath of a massive disaster.

In its most recent opinion survey, The Yomiuri Shimbun asked people what measures they had taken after the March 11 disaster. Allowed multiple answers, many respondents cited "stockpiling of drinking water and food" and "confirmation of how family members can keep in touch with each other" in the event of a disaster.

Asked what they wanted the central and local governments to do in the event of a disaster, more than 50 percent of the respondents replied--again allowed multiple answers--they wanted "safety measures taken at nuclear power plants" and "ensuring safe evacuation routes and evacuation facilities."

We believe the lessons learned from the March 11 disaster should better prepare people in the future to swiftly and safely evacuate in the event of a disaster and to cooperate more closely with each other to deal with any hardships they might encounter.

10/07 菅首相「原発事故の最終処理に数十年単位」

菅首相は9日、民主党本部で開かれた全国幹事長・選挙責任者会議で、東京電力福島第一原子力発電所事故について「事故の処理は3年、5年、10年、最終的には数十年単位の処理の時間がかかる見通しになっている」と明らかにした。

原子炉の廃炉や放射能に汚染された土壌の浄化などを念頭においたものと見られる。

首相が福島第一原発の事故処理の長期的な見通しを示したのは初めて。首相はその上で、「原子力のリスクとメリットを根本から見直さざるを得ない。原子力行政の抜本的改革、エネルギー政策を国民的に議論していく必要がある」と語った。

東京電力の原発事故収束に向けた工程表では、今月中旬に原子炉の安定的な冷却を目指す「ステップ1」を達成し、来年1月中旬までに冷温停止状態にする「ステップ2」を終えるとしている。

09/07 福島第一3号機、17日までに窒素注入へ


 8日午後に約10分間、東電社員が原子炉建屋内に入り、目視で確認した。
 目視調査は、放射線を防ぐ鉛の遮蔽マットを付けた高所作業台を使って行われた。原子炉格納容器につながる配管周辺の線量は毎時50ミリ・シーベルトと高いため、東電は作業計画を見直す方針だったが、調査結果を受け、「短時間の作業で配管工事ができる見通しが立った」として近く工事を実施する方針を決めた。
 東電は、事故収束に向けた「工程表」の第1ステップの期限17日までに窒素注入ができるとの見方を強めている。窒素注入で、水素爆発の可能性をほぼゼロまで抑えることは、「緊急時避難準備区域」を縮小する目安の一つ。

07/07 4号機プールに冷却装置、今月末にも試運転開始

 福島第一原子力発電所で最も数の多い使用済み核燃料が保管される4号機の一時貯蔵プールに外付けの循環型冷却装置が今月末にも設置され、試運転を開始する。

 装置が稼働すれば、水温は31~35度で安定し、東京電力の事故収束に向けた工程表で、来年1月中旬までを目標とする「ステップ2」が大幅に前倒しして達成されることになる。

 東電によると、プールには計1535体の燃料集合体(燃料棒の束)が置かれる。爆発でプールの配管が損傷したため、仮設配管でプールの上から注水しているが、数日で水が沸騰するほど燃料集合体が熱を出し、プールを支えるコンクリート(耐熱温度65度)の劣化が心配されていた。

「復興の歩みが止まってしまうのでは」「政治家は自分のことばかり」――。
東日本大震災を巡る発言で復興相を辞任した松本龍氏(60)の後任に5日、復興担当の内閣府副大臣だった平野達男氏(57)が就任した。6月の内閣不信任決議案提出を巡る混乱に始まり、ようやく決まった復興相もすぐに交代するというドタバタ劇に、被災地では失望と怒りの声が相次いだ。
◆平野氏が昇格◆
「一日も早く復興への実感が得られるよう(被災地の)皆さんと力を合わせていきたい」。5日午後9時45分、東京・霞が関で記者会見に臨んだ平野復興相は、落ち着いた口調で決意を述べた。
岩手県選出の参院議員である平野氏は震災直後に岩手入りしたといい、「体が震えるような感じは鮮明に残っている。私自身、復旧復興に特別の思いで臨んできた」と強調。復興計画の策定については「各市町村の意気込みを大事にしたい」と抱負を述べた。
会見では額や口元に汗を浮かべ、記者らに「暑いな」と笑いかける余裕も。よどみなく質問に答えた会見の中で、唯一、言葉に詰まったのは同じく岩手選出で地元に絶大な影響力を持つ小沢一郎民主党元代表に(大臣就任を)相談したかどうかを問われた時だ。「相談していない」と答えた後、「電話だけは秘書官を通じてしました」と汗をぬぐった。
◆被災者◆
松本氏が先月5日、防災相として俳優の菅原文太さんと訪れた宮城県丸森町。福島県南相馬市から避難しており、松本氏と言葉を交わした主婦佐藤英子さん(37)は「震災に関わる大臣がこんなにすぐ代わるなんて。復興の歩みが止まる気がして心配」と、わずか9日での大臣交代が信じられない様子。福島県浪江町から福島市に避難中の田中直美さん(32)は「政治家は自分のことばかり考えている。新しい人になっても政治には期待できない」と不信感を口にした。
新大臣の選挙区の岩手県。大槌町の避難所で暮らす飲食店経営阿部嵬たかしさん(63)は「岩手は広い。県出身といっても海岸沿いではないし……」と話し、度重なる閣僚の交代劇に「現状を変えてくれるとは思えない。行き詰まればまた辞めるのでは」とあきれた表情で話した。

06/07 窒素注入に向け、3号機建屋内をロボットで調査

 東京電力は6日午前、福島第一原子力発電所3号機の原子炉建屋内で、米アイロボット社製の「ウォリアー(戦士)」を使った調査を始めた。

 水素爆発を防ぐ窒素注入のため、作業員が建屋内に入って作業できるかどうかを検証するのが目的。格納容器内へ窒素を注入する箇所をロボットのカメラで確認するほか、鉄板による放射線の遮蔽を行った周囲の放射線量も計測する。

 窒素の注入は、1、2号機では始まっているが、3号機は建屋内の放射線量が高くて作業が進んでいない。東電は、調査の結果、線量が下がったことが確認できれば、7日にも作業員を建屋内に入れ、経済産業省原子力安全・保安院の了承を得て、窒素注入を始めたいとしている。

25/06 復興相に松本防災相、環境相兼務外れる方向

菅首相は24日、東日本大震災の復興基本法の施行に伴って新設された復興相に、松本防災相の起用を決めた。27日にも任命する。松本氏は政府の緊急災害対策本部の副本部長として震災直後から、被災者の生活再建支援などを担当しており、政府の震災対応の継続性からも適任と判断した。

首相は24日夜、首相官邸と首相公邸前で、記者団の問いかけに対し、「復興相は松本氏に私からお願いし、基本的に引き受けていただくことになった。復旧から復興へ切れ目なくかつ迅速に、そして夢のある復興を実現する要の役をやってもらいたい」と述べた。

松本氏は同日夜、記者団に「被災者のためとことんやり抜く」と語った。

松本氏は、復興相就任に伴い、防災相については引き続き兼務する一方、同じく兼務している環境相からは外れる見通しで、環境相を蓮舫行政刷新相に兼務させる案などが出ている。また、平野達男内閣府副大臣を復興担当とすることが固まり、副大臣数人を差し替える案も出ている。首相は同日、首相官邸で玄葉国家戦略相(民主党政調会長)、自らに近い北沢防衛相と相次いで会談しており、閣僚間の担当の調整などについて協議したとみられる。

TOKYO, June 23 (Xinhua) -- Lady Gaga, perhaps the most powerful entertainer in the world of the moment, on Thursday voiced her support to Japan after the March 11 earthquake-tsunami disaster, using her popularity to call on the world to continue to help the country's recovery. The singer-songwriter known for her out-of-the-box style of fashion, arrived in Japan Wednesday and was scheduled to attend the charity event, MTV Video Music Aid Japan, on Saturday at a convention hall in Chiba near Tokyo.
"It is so important for us to continue to raise money," she said at a Tokyo press conference, "but it is also important that we remind the world that Japan is now safe and that the doors are wide open for tourists from all over the world to come in and to enjoy the beautiful country."
Lady Gaga has so far donated 3 million U.S. dollars for people in the coastal regions devastated by the disaster, including revenues from selling the wrist band, which is her brainchild, and her personal contributions, Kyodo News has reported.
U.S. Ambassador to Japan John Roos said at the Thursday press conference that the coming of Lady Gaga is a "powerful and wonderful message" to prove that the United States is supporting Japan, and that Japan is safe and open for business.

31/05 原発事故処理に6兆~20兆円…民間研究機関

東京電力福島第一原子力発電所の事故で、1~4号機の廃炉や住民への所得補償などの事故処理費用の総額は、6兆~20兆円規模にのぼるとする試算を民間の研究機関「日本経済研究センター」がまとめた。

31日に開かれた内閣府原子力委員会の定例会議で報告した。同委員会では今後の原子力政策を考える上での材料にするとしている。

同センターでは、米スリーマイル島原発事故(1979年)と旧ソ連のチェルノブイリ原発事故(86年)を基に、事故収束に向けて必要な費用を試算した。廃炉にかかる費用は、スリーマイルと同様に核燃料を取り出して処理できた場合には7400億円だが、チェルノブイリのように燃料をコンクリートで閉じ込める措置をとると、15兆円に膨らむ可能性があるとした。

また、立ち入りが制限されている原発から半径20キロ圏内の「警戒区域」について、政府が現在の公示価格に基づき、すべて買い上げると仮定した場合、4兆3000億円が必要と推定している。

一方、避難住民の所得補償を10年間実施した場合、半径20キロ圏内の2万7000世帯に限っても6300億円かかるとみており、費用の合計は5兆7000万~20兆円に達するとした。

19/05 POINT OF VIEW/ Yoichi Funabashi: The spark for Japan's recovery must come from China

As the Fukushima nuclear reactors continue to buck efforts to bring them under control, Japan's triple disaster holds a magnifying glass to my country's vulnerabilities. Tokyo Electric Power Co. (TEPCO), the operator of the Fukushima plant and one of Japan's most powerful business interests, has informed my devastated nation that a further six to nine months will be needed to stabilize the facilities, increasing concerns of the risks of disruption to our energy supply.

In these trying times there are many challenges ahead for the government and many reasons for Japanese despair. Already the bond market has begun to rattle over the savagely downgraded TEPCO corporate bonds. The fear now is that this will spell the collapse of the Japanese government bond. But as world history amply demonstrates, crisis can breed opportunity. At a recent dinner in Tokyo, senior business leaders posed an intriguing scenario for Japan's recovery--if not revival: This is the moment for Japan to break with the past and move closer to China.

While talk of a new industrial revolution may sound optimistic, recall that some of Japan's best-known companies, including Panasonic, Sharp, and Toyota, laid the foundation of their manufacturing business atop the wreckage of the Great Kanto Earthquake of 1923. For a repeat, China may be the key.

As one executive at the dinner said, with his supply chain disrupted he had little choice but to expand his business and export base in China. He added he would also urge his parts suppliers to move to China, as some of their factories had been devastated.

Another chimed in: "That's right. The uncertainty of the energy supply is really the drawback here. You have to keep your production steady to stay in business, and expanding your business in China is a way to do so--whether you like it or not."

The disruption of the supply chain caused by the sudden cutoff of output from production centers and parts suppliers concentrated in the affected regions is indeed the pressing challenge. Both Honda and Mitsubishi Motors have found their factories in China choked by the suddenly reduced supply of semiconductor parts from the Tohoku area, and have been forced to cut down their China operations.

This is quite a moment. With Chinese markets and factories representing an increasingly crucial element to their global business, numerous Japanese companies are seeking to diversify their parts supply-chains and, in some cases, to transfer such operations to China.

Meanwhile, China makes no secret of its ambitions to catch up with, or even replace, Japan in the market by acquiring coveted technology from now-devastated Japanese parts manufacturers.

Guo Dingping, deputy director of the Institute of International Studies at Fudan University, pointed out that Japan's recovery demands will be a "booster to China" and could be a "turning point in Sino-Japanese economic and trade growth."

This is not to underestimate the immense impediments that need to be overcome. There is the risk that Japan's unstable and ineffective political leadership may once again fail to translate crisis into opportunity. Unless decisive action is taken in the opposite direction, the disaster could pave the way for a preponderance of parochial outlooks on Japan's future. Should such a vision prevail, Japan would almost certainly marginalize itself from the global scene. This must be avoided.

The robust Japan-U.S. alliance will continue to be central to peace and security for the Asia-Pacific region. At the same time, a more stable and trustworthy relationship between Japan and China is also essential to Japan's rebuilding. This is the moment of truth as to whether or not Japan will remain a global power. Future decisions on budgeting for official development assistance (ODA) will represent a significant test of this resolve.

Critical for Japan will be its ability and willingness to forge strategic economic ties with emerging markets--China especially. China was quick to respond after the disaster, even offering to dispatch a naval hospital ship (an offer Japan ultimately declined).

China's attitude can be ascribed to various motivations, including commercial "booster" effects, a sense of vulnerability to a "Jasmine revolution" and inflation, and the impressive demonstration of Japan-U.S. joint operations. Whatever the motive, China's clear signal that it is shifting toward a better bilateral relationship should not be overlooked.

The road to deepening mutual trust between Japan and China will not be smooth; new thrusts for investment and mergers and acquisitions between the two countries could engender an anti-China backlash among Japanese people.

The ban on rare earth exports to Japan last September is still fresh in Japanese minds. Mutual distrust runs deep. Top business executives are careful not to mention the "C" word (China) in describing plans to transfer production and research and development to China. One executive at the dinner cautioned they should not broadcast their thinking. "People will be upset to hear you are abandoning them when they are in deep trouble."

Political leadership on both sides will need to muster courage to reorient the relationship. Closer ties will stabilize the region, and Japan's new venture to tackle the challenges of nuclear safety, and green energy will contribute, too, to urgent needs within China as well as globally.

Surveying the course of history, Japan's new tilt to China will seem not dissimilar to the trajectory of its recovery and revitalization following the Pacific war. Then, Japan's new economic ties with the United States constituted the spark to jump-start Japan's recovery and revitalization.

But the success of the maneuver hinged critically on the ability to develop political stability and mutual trust between the United States and Japan. This time around, the spark must come from the China engine.

17/05 原発「5~8カ月で収束」目標は維持 東電が工程表改訂

 東日本大震災で被災し爆発事故を起こした福島第一原子力発電所について、東京電力は17日、1カ月前に示した事故の収束のための工程表の改訂版を示した。この間、新たに炉の損傷や冷却水の漏れが相次いで見つかったが、当初示した7月までに原子炉を安定的に冷やし、今後5~8カ月以内に事故を収束させるという目標は維持する。

 新たに示した工程表で、原子炉を冷やすため、タービン建屋や原子炉建屋にたまった水を原子炉に戻し冷却に使う「循環注水冷却」という新たな方法を優先的に採り入れることにした。

 工程表では、2カ月以内に安定的に原子炉を冷やす「ステップ1」で準備し、その後3~6カ月以内と想定する「ステップ2」で、原子炉の水を100度未満にする冷温停止状態を達成する方針。東電は、装置の設置については早ければ6月にも完成できるという。

 これまでは、格納容器を水で満たす冠水や、熱交換器の設置によって、原子炉を冷やすとしていた。

 だが、1号機はメルトダウンを起こし、格納容器の破損で水をためられなくなったため、冠水の実施は難しいと判断。2、3号機も同じ状態になっている可能性があり、冠水措置は後回しにするか、冷温停止ができれば実施しない。

 現在、1~4号機のタービン建屋には8万7500トン、1号機の原子炉建屋には3千トンのたまり水がある。2、3号機の原子炉建屋にも水がたまっている可能性が高い。1~3号機は燃料を冷やすため、毎日500トンの水をそれぞれの原子炉に入れ続けている。

 汚染水は現在処理できずに、ためるほかなく増え続けている。循環注水冷却の採用で汚染水をこれ以上増やさないようにする。

 汚染水は冷却用に使うほか、仏アレバ、米キュリオンが6月中に設置する放射能汚染処理施設を活用、年内にすべて処理する計画。

 また、今回新たに地下水の汚染拡大防止策と余震対策を盛り込んだ。地下水が海に流出するのを防ぐために、海岸近くに地下水の遮蔽(しゃへい)壁を設ける。余震対策もステップ1で4号機の使用済み燃料プールの耐震補強工事を終え、ステップ2では新たに1~3号機の耐震補強工事も実施する。

 菅政権の原子力災害対策本部も17日、事故原因の検証を始めるとし、原発敷地外の放射線監視も工程表に盛り込んだ。(坪谷英紀)

15/05 3号機にホウ酸注入、再臨界防止に1・2号機も

 東京電力は15日、福島第一原子力発電所3号機の原子炉で再臨界が起きないよう、原子炉の冷却水に、中性子線を吸収するホウ酸を溶かした上で、同日から原子炉への注水を始めたと発表した。

 1、2号機も今後、同じ措置を取る。

 再臨界は連続的な核分裂が再び起こる現象。1~3号機の原子炉圧力容器には当初、冷却のために海水を注入した経緯があり、東電はその塩分が中性子線を吸収すると見ていた。ホウ酸を冷却水に溶かすのは、冷却水を海水から淡水に替えて以降、塩分濃度が下がっていると見られるためだ。

 一方、3号機の圧力容器は、上端部の温度が急上昇している。東電は「注水用配管から水が漏れている可能性がある」として、12日からは別の配管を追加し、二つの配管で毎時計12トンを注水した。14日からは注水量を毎時計15トンに増やしたが、上端部の温度は15日午前5時までの24時間で46・5度上昇し、297度になった。東電は、「注水がまだうまくいっていない」と見ている。

 枝野幸男官房長官の18日午前の会見全文は次の通り。

 【冒頭発言】

 「菅首相のG8サミット等の出席について。5月24日から29日まで、フランス公式訪問、OECD設立50周年記念式典、G8サミットおよび日EU定期首脳協議のため、外国訪問する予定だ。フランス公式訪問はサルコジ大統領からの招待を受けたもの。菅首相は25日にサルコジ大統領との間でG8サミット等の事前の意見交換を行う予定だ。またフィヨン首相とも会談予定だ。菅首相はOECD設立50周年記念行事に出席してスピーチを行い、我が国経済の強靱(きょうじん)性と震災後の復興再生をアピールする予定だ。26日および27日にフランスのドービルで開催されるG8サミットでは、主要先進国の首脳が一堂に会し、原子力発電の安全性向上や中東北アフリカ情勢などを含め、グローバルな課題について議論が行われる予定だ。また日EU定期首脳協議では、日EU関係の包括的な強化のために日EUEPA協定などの協力案件について意見交換する予定だ。さらに、主要国首脳との2国間会談についても調整中だ」

 「私の岩手県視察について。東日本大震災被災地の復旧状況を視察するため、私は5月22日(日)に日帰りで岩手県を訪問する予定だ。訪問先は久慈市、野田村、管井村、田野畑村、宮古市田老地区、岩手県庁を予定している。また三沢空港で青森県下の被災復旧状況について概況をうかがう予定だ」

 【平田参与発言】

 ――昨日、ソウルで行われた平田オリザ氏の講演で、平田氏が「福島原発の汚染水放出はアメリカ政府からの強い要請があった」と発言しているが事実か。

 「少なくとも私は承知をしていないし、放出について事前にアメリカに通告したとかも聞いてないので、平田参与の発言を直接うかがっていないので、そのことのコメントは控えたい。少なくとも私は承知していない」

 ――内閣参与の肩書のある人が、外国でこういうアナウンスをすることをどう思うか。

 「直接うかがってないので、どういう文脈で、どういう趣旨で、そういう認識に基づいてお話しになったのか、のちほど確認をしたいと思う」

 ――今日から宮城県で地域医療復興検討会議が県レベルでスタートする。地域医療は国レベルでどういう体制であたるのか。

 「宮城県をはじめ、東北沿岸部の多くの病院が特に津波被害によって病院そのものが使えなくなったところも少なからずある。そうでないところもベッドなどが流出するなど、大変壊滅的な被害を受けている。また、そういうところで従事している医師や看護師等も、大変疲弊している状況だ。さらに加えて、これらの地域はもともと医師不足等の医療崩壊の問題が顕著であった地域だ。しっかりとした地域医療の再生は、あらゆる復興再生に向けた大事な基盤なので、特に従来から医療崩壊、医師不足が問題であったと、あるいは高齢化等が進んでいることを踏まえ、単に元に戻すということにとどまらず、特にITやイノベーションをうまく活用した未来志向の医療再生が求められていると考えている。もちろん復興構想会議でも議論を頂けるのではないか。こちらから議論をお願いしているので、詳細についてこちらから何か指示するという話ではないが、ある意味では地域医療の再生はひとつのテーマとして完結する性格を持っているので、厚生労働省を中心に全体の復興構想は構想としても、この体制をどうやって再興していくのかはしっかりと進めてまいりたい。県でもいろいろ議論を頂けるので、そうした提言も踏まえて厚生労働省中心に進めてまいりたいと思う」

 ――復興構想会議メンバーに地域医療のメンバーがいないので、国の取り組みを疑問視する声も現地から上がっている。

 「今言ったように、もちろん全体の復興構想のなかにおける地域医療の復興も、一つのテーマになりうるだろうとは思うが、一方で医療の再興という意味では一つのまとまった完結した形で進められる。一方で従来から存在する医師不足の問題等、復興のために必要な施策というか対策は地域限定で何か対応できるという範囲よりも、医療システム全体についての対応がむしろ重要な要素となりうるテーマだと思っているので、そういう意味では復興構想会議においても一テーマであるが、むしろ今のような視点で国全体の過疎地域の医療、医師不足地域の医療のシステムも含めたなかで検討を進めていきたいと、あるいは進めているというふうに思う。決して軽視しているというよりも、その位置づけというか性格によって進めているということだ」

 【国会の会期延長論】

 ――昨日までに民主と自民の中堅議員らが超党派で議連立ち上げ。議連では補正の話や復興対策で国会延長すべきだとの声も。こういう議連をどう見るか、国会延長はどうするか。

 「まず議連については、私は党派を超えていろんな党の方がそれぞれのテーマに応じて、様々な形で意見交換したり連携するのは良いことだと思う。私も閣僚になるまではそうした活動を積極的にやってきている。延長等は最終的には国会が決めることだ。内閣としては延長をお願いするのかしないのかについては、まだそういうことを検討したり判断する段階ではない」

 ――国会延長論の理由として、東電賠償スキームの関連法案など震災対応のために必要な法案処理が閉会してはできなくなると。国会を閉じるのは国民の理解を得られると思うか。

 「だから国会会期の問題は、まだ検討する段階ではないと思う。原則としては、法律で定められた会期のなかで必要な法律を成立させて頂くよう政府はお願いしている立場なので、時期がきたらいろいろと検討しなければならないと思っているが、現段階ではそういう段階ではないと思う」

 【汚染土の最終処分】

 ――放射性物質で汚染されたがれきや土の最終処分地確保の見通しは。

 「そもそも原子力発電については、原子力発電によって生じる様々な放射能を帯びた廃棄物の最終処理について、なかなかもう相当長期にわたってそれをしっかりと確定できない状況が続いている。その延長線上のなかにあると思う。周辺住民のみなさんの生活と健康に影響を与えないような当面の対応というのはしっかりと進めていきたい」

 ――学校の校庭の土の入れ替えで、「自治体と相談する」と言っていたが、検討状況は。

 「実際に、詳細は文部科学省におたずね頂きたいが、自治体とのご相談等のなかで、土の表面の入れかえ等の様々なアプローチがスタートしていると承知している」

 【東京電力の賠償】

 ――東電が賠償のために尾瀬国立公園売却を検討しているが、政府としてどう考えるか。

 「まずは東電において主体的に補償費用の捻出(ねんしゅつ)に向けた自助努力を進めて頂くというのが基本的な考え方だが、あえて申し上げれば売却を検討すべきもののそれぞれの持っている意味やどの程度で売却できるのかというようなことの優先順位から考えればもっと先に検討して実施して頂くものがたくさんあるだろう」

 ――年金や退職金の話か。

 「そういったこともそうだし、資産についても他に優先順位の高い検討頂くことは少なからずあるんじゃないか」

 【普天間移設】

 ――北沢大臣が普天間の14年移設は厳しいとの見解を示しているが、長官はどうか。

 「まずは昨年5月の日米合意というものを基本として、大前提として守っていきたい。ただその中で14年という期限について困難が大きいということは、北沢大臣が担当大臣として認識をされている通りだろう。そうしたことの中で具体的にどういう段取りで進めていくのか、日米間でさらに協議を進めたい」

 【東電】

 ――東電の発電と送電の分離についての検討状況と、他の電力会社についてはどうか。

 「まずは東電について選択肢になりうるという認識を話した。ただこれについては簡単に売っていくらになるのか、みたいな話だけで結論を出せる話ではない。この短い期間で具体的な検討が前に進むという小さな問題ではない。一定の広範な検討が必要だろう」

 ――政府工程表で賠償の支払いが10月以降と示されたが、その開始までに賠償スキーム法案成立は必要か。

 「まずは第三者委員会による資産、経費の状況について、あえて申し上げればキャッシュフローの状況について検証させて頂くことの中で、いつの段階でスキームが動き出すことが必要かというのは、おのずから見えてくるだろう」

 ――スキームがはっきりしないと東電の債務負担能力が不明確なまま賠償始まるが

 「そういった状況について東電が自主的におっしゃっている話だけでなくて、第三者的視点で売却可能な資産を含めてチェックさせて頂くということが大前提になるということだ」

 ――秋までに間に合うのか。

 「これは一定の時間はかかる。しかし半年も1年もかけてやっていく性格のものではない」

 【憲法審査会規定】

 ――参院本会議で憲法審査会規定が可決の見通しだが。

 「国会における審査会の話だし、私はかつて民主党の憲法調査会長時代から一貫して内閣が憲法のことについて関与、コメントするべきではない。そのことは憲法に関する建設的な議論の足かせになる。足を引っ張ることになると申し上げてきている。その考え方は変わっていない」

 【日中韓首脳会談】

 ――日中韓サミットの関連で福島訪問というのを検討しているのか。

 「中国や韓国の意向、被災地の自治体の意向があるので、調整しているのは間違いない。まだ結論が出たかどうかの報告はきていない」

 【国際通貨基金(IMF)】

 ――IMFの後任人事はヨーロッパから選出するべきか。

 「まだそのことについて具体的な検討状況、検討すること自体、時期尚早ではないか」

13/05 東日本大震災:復興基本法案閣議決定 復興庁は1年以内に

 政府は13日午前の閣議で、東日本大震災の復興基本法案と、閣僚数の上限を17人から3人増やす内閣法・内閣府設置法改正案を決定した。同日中に国会へ提出。復興法案は自民、公明両党が設置を求める「復興庁」について、復興法施行後1年以内をめどに法整備を図ると付則に明記した。被災地復興の本格化に向け早期成立を目指す。

 自公両党は復興庁の即時設置を要求し、対案提出を検討。政策の企画立案だけでなく、実行権限も与えるべきだと主張しており、終盤国会の焦点となりそうだ。

 復興法案は「安心・安全な地域づくり」や「社会経済の再生」などを基本理念に掲げる。当面の態勢整備では、首相を本部長として全閣僚が参加する「復興対策本部」を内閣に設置。官房長官と新設の復興担当相が副本部長を務める。同本部に対して有識者の「復興構想会議」(五百旗頭真議長)が提言する。

 復興庁は復興対策本部からの移行を想定。その役割は、期間限定の設置も含めて「総合的に検討する」とした。東京電力福島第1原発事故で被害を受けた地域の復興に関し、必要に応じて関係自治体の首長や有識者でつくる機関を設置する方針も盛り込んだ。

 政府、民主党は当初、復興法案を4月中に提出する方針だったが、与野党共同提出を探った影響などでずれ込んだ。

15/05 Welfare reforms would cost 4 tril. yen

Funding the government's planned social security reforms would increase expenditure on welfare by at least 2.7 trillion yen by 2015, according to the Health, Labor and Welfare Ministry.

The ministry cited the rapidly aging population and expected increase in payments to people with low incomes as the major reasons for the rising costs.

By 2025, the reforms would cost at least 4 trillion yen more than if the current system was maintained, the ministry said.

On Thursday, the ministry submitted its draft for social security reforms, including changes to the pension system, to a government panel chaired by Prime Minister Naoto Kan. The panel plans to formulate a proposal for integrated reforms of the social security and tax systems by the end of June.

If no reforms were made to the welfare system as it currently exists, expenditure on social security would be expected to increase by 1 trillion yen each year.

According to the ministry's estimates, the government will need an additional 600 billion yen by 2015 and 700 billion yen by 2025 to fund its planned pension system reforms, such as relaxing enrollment conditions for part-time and temporary workers in the employee pension scheme.

The ministry is discussing ways to finance the pension reforms, such as by cutting benefits for high-income earners. However, the options considered so far would not free up enough funds to balance the cost of implementing the changes, the ministry said.

The ministry expects the changes will add an additional 1.6 trillion yen to the cost of medical services and nursing care by 2015, and an extra 2.4 trillion yen by 2025, possibly more.

Costs will rise if the government implements new initiatives, such as having more doctors and nurses work in emergency departments at hospitals, and improving work conditions for nursing care workers. Demand for nursing care staff is expected to increase as the population ages.

An additional 600 billion yen by 2015 and 900 billion yen by 2025 will be needed for parental support and other initiatives related to child-rearing, the welfare ministry said. Among them is the integration of kindergartens and day care centers, which is aimed at shortening waiting lists for enrollment at such facilities.

In its initial budget for fiscal 2011, the government planned for total expenditure of 28.7 trillion yen on social security. However, the government has not secured sufficient revenue to implement that budget. In just the fields of basic pensions, medical care for the elderly and nursing care, the combined revenue shortfall is about 10 trillion yen.

If the government is to carry out integrated reform of the social security and tax systems, securing the financial resources needed is an obvious necessity.

12/05 Tokyo doctor to open clinic in Ishinomaki

ISHINOMAKI, Miyagi--At first, her intention was to volunteer. But after helping people in the Tohoku region following the Great East Japan Earthquake, doctor Naoko Ishii decided to relocate to the area to give consultations.

On May 29, Ishii, the director of an internal medicine clinic in Minato Ward, Tokyo, will open a makeshift clinic in Ishinomaki.

Ishii, 50, has visited evacuation centers with her husband, Hajime, 37, who manages an audio equipment distribution company, to help people afflicted by the earthquake.

Hajime recently submitted a change-of-residence registration form to become an Ishinomaki resident, the area that will be his new home.

"We want to join in to recreate a town where those who love their home can live safely," Hajime said.

Right after the massive earthquake hit the Tohoku region, the Ishiis started volunteering in Fukushima and Miyagi prefectures and sent relief aid to affected areas.

On March 21, they arrived in Ishinomaki to find the city-run Ogatsu Hospital in the Ogatsucho district was badly damaged and closed.

"We thought we were needed here," said Naoko. They switched their efforts from relief goods shipment to medical support by establishing "Magonote Medical Support Team."

Currently, Naoko consults with patients in evacuation centers, while Hajime, who is an executive officer of their Tokyo clinic, helps with sorting out clinical records.

Evacuees eagerly await Naoko's visits and chat with her over a cup of tea after consultations.

"Despite overcoming unimaginable experiences, people I interact with stay positive. I feel like I'm a member of a big family being surrounded by those people and I feel warm," Naoko said.

It was not one of them, but both Naoko and Hajime that started feeling that they wanted to live with those people and then talked about opening a clinic here.

The couple decided to borrow a storage room of a seafood company for their medical office.

Hajime submitted his change-of-residence registration to move to the city on April 20. Naoko will commute between Tokyo and Ishinomaki for the time being but will soon officially move her home base to Ishinomaki. She will do medical consultations and make home visits a couple of days a week for now in Ishinomaki.

Hiroshi Ito, 74, the president of the seafood company that provided the storage room, said: "I was moved by the couple's determination. If we have a doctor, more people may decide to stay in the district."

Takiko Sato, 78, who has received medical treatment from Naoko, said, "I was thinking of moving to the center of the city. But if she's staying, I'd like to stay, too."

Hajime said he was thankful many people have accepted the couple.

"We want to support restoration of the area," Hajime said.

Said Naoko: "In the future, we'd like to collect donations to open a full-fledged hospital and increase the number of doctors."

30/04 「復興努力してない」と仏TV、日本大使館抗議

 【パリ=三井美奈】在フランス日本大使館は29日、仏民間テレビ局「カナル・プリュス」が東日本大震災の直後に放映した番組で「被災者感情を傷つけるような表現があった」として抗議を行っていたことを明らかにした。

 大使館によると、3月中旬に放映された同局の人形劇形式の風刺番組で、原爆投下直後の広島と今回の震災後の仙台の写真を比較して「日本は(何十年も)復興に向けた努力をしていない」としたコメントがあったほか、福島第一原発事故の対応にあたる作業員をゲームのキャラクターにたとえる場面などもあった。

 大使館は3月21日までに書簡と口頭で2度抗議したが、局側は「番組は何でも批判するのが趣旨。報道は客観的に行っている」と応じたという。

10/05 津波で民宿の屋根へ「はまゆり」撤去作業開始

 東日本大震災の津波に流され、岩手県大槌町の民宿の屋根に乗り上げた遊覧船「はまゆり」の撤去作業が10日、始まった。

 この日午後、地元住民らが見守る中、造船業者がクレーン2台を使い、109トンの船体を、高さ約5メートルの屋根からゆっくりと平地に降ろした。11日以降、燃料を抜き取り解体し、来月上旬頃には作業を終える。

 はまゆりは、同県釜石市所有で1997年に就航。釜石湾内の周航に使われており、隣の大槌町で点検中に流された。津波の恐ろしさを伝えるモニュメントとして保存する案もあったが、住民に恐怖感を抱かせるとして解体が決まった。
