25/09 Cảm giác mạnh ở Hạ Long

Chủ Nhật, 25/09/2011, 07:53 (GMT+7)
TT - Thời gian gần đây, cứ mỗi dịp cuối tuần vịnh Hạ Long (Quảng Ninh) lại xuất hiện một nhóm “vận động viên” leo núi mạo hiểm.

25/09 VOX POPULI: As the days get cooler, we should rest tired minds

Vox Populi, Vox Dei is a daily column that runs on Page 1 of the vernacular Asahi Shimbun.

2011/09/25

Old cherry trees that line a street in my neighborhood had their routine "health checkup" on Sept. 23. Apart from losing leaves and some small branches, they all survived Typhoon No. 15. According to the tree doctor, roadside trees won't come down in a storm so long as their roots are protected and their branches are properly trimmed.

The severe midweek typhoon brought autumn in its train. Summer's residual heat is finally gone, and the mackerel sky reminds me of a fine watercolor. A haiku by Mori Tajima goes: "Sunset glow/ Surfers ride red waves." Vestigial images of summer are beginning to fade in the cool of early morning and late evening.

This year, however, we apparently need to watch out for "aki-bate" (autumn lethargy) because of the beatings our bodies have taken during the brutal summer. It certainly wasn't easy living with minimal air conditioning. Our gastrointestinal organs are suffering the consequences of an overload of icy drinks and cold foods. There was also the stress of living in fear of another big earthquake, which must have affected our minds and bodies in ways we do not understand.

Now is the time to cool the overheated body and heal the tired mind. The weather is neither hot nor cold. We are done with the nervous energy of spring, and we are off the sort of hope-disappointment cycle we experience when the seasons change.

In my opinion, the next few weeks are the best time of the year to get our "emotional temperatures" stable.

"Aki no Kehai" (Signs of autumn), a hit number by the folk group Off Course, has these lines: "The winds die down at dusk/ The broken-up clouds become one again."

Kazumasa Oda, who wrote the lyrics, depicted the end of a romantic relationship against the backdrop of his native Yokohama. The mild sense of loss is typical to autumn. The song continues: "Like a broad river/ Time flows/ There is no going back."

During this year's "higan" Buddhist holiday, many people in the Tohoku region must have prayed before photos of loved ones who perished in the March 11 quake and tsunami. Some family graves remain untended.

I should imagine that those people's sense of loss will only intensify with time.

The quake occurred in spring. Summer came and went, and now it's autumn. I have resolved to live each day in deep appreciation of the glorious clear skies.

25/09 Zero tolerance in international schools, but drug tests are discreet

Students face random testing, but analysis is done overseas to keep results confidential

Students at international schools are subjected to random drug tests throughout the year, but analysis is done overseas to keep results confidential.
They may take a zero-tolerance approach to drugs, yet when it comes to testing their students for it, international schools prefer to play it cautious.
At the International School Singapore (ISS), Tanglin Trust School (TTS), Lycee Francais de Singapour (LFS) and Singapore American School (SAS), students are subjected to random drug tests throughout the year.
But to protect students from prosecution, the schools send these tests overseas for analysis. TTS sends its samples to a laboratory in Britain.
ISS sends its samples to the United States, 'using a code so that the student's identity is kept confidential', said headmaster Tony Race. The schools declined to comment on how much they spend each year doing this. TTS said 'it's not a significant amount'.

25/09 CERN finding stuns Japan experts / If confirmed, discovery would 'challenge fundamentals of modern physics'

The finding by an 11-nation research group, including Nagoya University, that neutrinos may travel faster than light has astonished physicists in Japan and around the world.
Confirmation of the discovery would overturn Albert Einstein's theory of special relativity, which asserts that the speed of light can never be exceeded.
Modern physics has been built on the basis of Einstein's theory, and the impact of the startling data announced Thursday in Europe on neutrino studies alone would be immeasurable, according to experts.
"This challenges a fundamental principle universally accepted in today's physics," said Prof. Yoichiro Suzuki at the University of Tokyo's Institute for Cosmic Ray Research, who expressed surprise Friday at the news that one type of neutrino--muon neutrinos--was found to exceed the speed of light.
Muon neutrinos are one of the three known types of nerutrinos.
The astonishing finding announced Thursday was made by researchers working on a research project called OPERA. As part of the project, neutrinos emitted from a research center in suburban Geneva arrived at the Gran Sasso National Laboratory in central Italy faster than the speed of light.
The Swiss research center is operated by the European Organization for Nuclear Research, known as CERN.
The Italian facility has the world's largest underground laboratory for experiments in particle physics.
Einstein's theory of special relativity was published in 1905 and has since been the foundation of major strides in modern physics.
The theory says nothing that has a mass can travel faster than light. According to the theory, when the speed of an object approaches the speed of light, its mass increases so much that it cannot accelerate any further.
Since muon neutrinos, like the other two other kinds of neutrinos, have a mass, they should not be able to exceed the speed of light, according to Einstein's theory.
The theory explains a number of other strange things that happen when an object approaches the speed of light.
For example, time slows down for an object traveling at that speed, and space shrinks.
The notion that time can slow and space can shrink has had an enormous impact on a large number of fields beyond physics.
The late Alfred North Whitehead, considered one of the greatest philosophers of the 20th century, established a unique view of space based mainly on Einstein's theory.
The most recent finding may lead to a revolutionary change in not only the basic principles of physics but also in our concepts of space and time.
Masanori Yamauchi, deputy director of the High Energy Accelerator Research Organization's Institute of Particle and Nuclear Studies, said: "If independent studies by a plural number of experimental facilities confirm the same finding, the theory of special relativity will have to be modified for the first time in 100 years. But I have no idea how it will have to be modified."
Hitoshi Murayama, director general of the University of Tokyo's Institute for Physics and Mathematics, said confirmation of the European discovery could mean that strange phenomena only considered possible in the world of science fiction may become possible in reality. For example, time machines could allow us to travel back in time and change events.
If the CERN-Gran Sasso finding is confirmed, the neutrinos in the experiment arrived at the Gran Sasso Laboratory "earlier" than when they were emitted from CERN, 730 kilometers away, Murayama said.

25/09 Noda changing Kan's N-plant stance

The Yomiuri Shimbun

Prime Minister Yoshihiko Noda is slowly changing the government's stance on nuclear power generation, which his predecessor, Naoto Kan, wanted to replace with other energy sources.

In July, when he was prime minister, Kan revised the long-held Japanese policy of promoting nuclear power and exports of nuclear technology because of the crisis at Tokyo Electric Power Co.'s Fukushima No. 1 nuclear power plant.

Noda seems to be taking a more moderate approach by insisting that a stable electric power supply utilizing nuclear power plants is essential for economic growth.

In his opinion, both economic growth and fiscal health are inseparable for rebuilding the economy.

At a high-level U.N. meeting in New York on nuclear safety and security Thursday, Noda said: "For several years, emerging nations and many other countries around the world have earnestly explored ways of using nuclear energy amid the need for energy security and in response to global warming. Japan supported their efforts and remains steadfast in responding positively to their interest in our undertakings."

This indicated that the prime minister was committed to continuing Japan's policy of exporting nuclear power plant equipment and technology.

In an interview with the Wall Street Journal on Tuesday ahead of his visit to the United States, Noda clearly mentioned the timing for reactivating nuclear reactors idled for regular checkups.

Though Noda said the "biggest precondition" was winning the understanding of prefectures where nuclear power plants are located and confirming the safety of the plants, he emphasized, "From spring through summer next year, we must bring them [the reactors] back online as best as we can." He also indicated nuclear power plants now under construction would eventually go online.

Since becoming prime minister, Noda has announced one policy after another.

A government source said this was because Noda wanted "to clearly show other countries that his policies were different from those of the Kan administration."

The prime minister believes that to revitalize the Japanese economy and achieve fiscal health, Japan must secure a stable electric power supply by utilizing nuclear power plants, the source said.

In his first policy speech to the Diet as the prime minister on Sept. 13, Noda said he would compile a new energy strategy, including the use of nuclear power, by summer.

However, political analysts said Noda so far had yet to draw up a long-term energy strategy.

The prime minister pledged in the Diet to "lower reliance on nuclear power plants as much as possible," indicating he would reduce reliance on nuclear power.

Though he drew a clear line between his and Kan's policy, Noda's remarks about the construction of new nuclear power plants or reactors have been ambiguous.

At one point, Noda suggested the number of reactors in service would be zero within a few decades. But on another occasion, he hinted that the construction of new reactors would be possible depending on the situation.

25/09 'I can do business' with Noda, Obama reportedly says

Takeshi Endo / Yomiuri Shimbun Staff Writer

NEW YORK--"I can do business with him," U.S. President Barack Obama told his aides in evaluating Prime Minister Yoshihiko Noda after their first summit meeting in New York on Wednesday, a source accompanying the prime minister has said.

On Thursday, the source reported being told about Obama's remark by the U.S. side.

The exact same comment was used by British Prime Minister Margaret Thatcher to evaluate Mikhail Gorbachev in 1984, after they met when he was visiting Britain as the next general secretary of the Central Committee of the Communist Party of the Soviet Union. He later became the Soviet president.

Thatcher quickly recognized Gorbachev was "different" from his predecessors and spoke highly of him to then U.S. President Ronald Reagan.

Meeting Thatcher's expectations, Gorbachev soon began discussions with the United States over seeking an end to the Cold War.

"I suppose the U.S. side was aware the phrase had been used by Thatcher in the past," said a governmental source. "It means [Obama] expects [Noda] to work appropriately as a trustworthy partner this time."

24/09 INTERVIEW/ James Steinberg: U.S. Leadership restored in 10 years after 9/11

Ten years following the Sept. 11 terrorist attacks, the once-damaged U.S. leadership in the world has been restored and strengthened, said James Steinberg, former deputy secretary of state of the United States, in an exclusive interview with The Asahi Shimbun.
Through the war on terrorism under the Bush administration, he pointed out, the legitimacy of U.S. leadership was damaged due to their unilateral action of imposing democracy by force. The Obama administration, in which Steinberg was deeply involved with from the very beginning, re-established cooperative relationships with other nations.
"That's the single most important achievement of the Obama administration," said Steinberg, now dean of the Maxwell School of Citizenship and Public Affairs of Syracuse University in New York.
In dealing with a rising China, Steinberg also emphasized the need for cooperation among regional countries, saying, "It is up to all of us to create an environment in which China is more likely to choose a benign course."
