30/09 Privacy groups ask US to investigate Facebook

NEW YORK (AP) -- Nine privacy groups have sent a joint letter to the Federal Trade Commission saying it should investigate the ways Facebook collects data about users' online activity after recent changes to its site.

The Electronic Privacy Information Center, the American Civil Liberties Union and other groups sent the letter to the FTC Wednesday.

The groups say changes Facebook made last week give it far greater ability to disclose users' personal information to businesses than it used to have.

Facebook users can now consent just once and have applications continuously share on Facebook the music they are listening to or the articles they are reading.

Facebook says that change gives users control over what apps they use and what information is shared.

The letter does not constitute a formal complaint.

30/09 Saudis hold their last all-male election

RIYADH, Saudi Arabia (AP) -- Saudi Arabia held its second nationwide vote ever on Thursday, a male-only election for powerless municipal councils. The balloting comes just days after the king decreed that women will be able to participate for the first time in the next local elections in 2015, a measure likely aimed at heading off Arab Spring-style dissent in the kingdom.
The election and Sunday's decree to give women the vote are two examples of the baby steps King Abdullah has been taking to reform and modernize his oil-rich nation since he ascended the throne in 2005. Though small, they are significant by the standards of his ultraconservative country - home to Islam's holiest shrines and vastly influenced by the clerical establishment.
Still the reforms signal the ruling family is not ready for deep change, even as popular uprisings are transforming the face of an Arab world long accustomed to absolute monarchs - like the Saudi king - dictators and fraudulently elected leaders.
"They are glacial changes," Salman Shaikh, director of the Brookings Center in Doha, Qatar, said of the recent decree on women. "But King Abdullah is the only man who can push change. Unfortunately, it has been too slow."
The Saudi kingdom is nowhere close to any of its Arab neighbors, not even those in the conservative Gulf region, when it comes to basic rights, freedoms and gender equality. The king rules with absolute power and shows zero tolerance for political dissent.
The ruling Al-Saud family has a near monopoly on top government posts and does not answer to anyone outside the family. Women are barred from driving and they cannot be members of the Cabinet. They cannot travel either, be admitted to hospital or take a job without permission from a male guardian.
On Thursday, U.N. Secretary-General Ban Ki-moon welcomed the king's announcement giving women the right to vote. U.N. spokesman Martin Nesirky said in a statement that Ban "believes that these represent an important step in the realization by women in Saudi Arabia of their fundamental civil and political rights."
If giving women the right to vote was hailed as a courageous step by the king, some saw it as almost purely symbolic."It was a bold and unexpected move," said blogger Eman al- Nafjan. "It is a start, but what we really need are reforms that improve women's lot in their everyday life."
Official turnout figures were not available for Thursday's vote. But Saudi media and activists said it was a small slice of the 1.2 million registered voters, a possible reflection of the insignificance Saudis attach to the toothless local councils that operate in the shadow of provincial governments led by powerful members of the ruling Al-Saud family.
Some 5,000 people ran for the more than 1,000 seats on 285 councils across the kingdom. The voters elected half the members of the councils, the other half will be appointed by the government.
The local council vote was initially scheduled for 2009 but was postponed. The first one was in 2005.Abdullah, 88 and known to have health problems, is hailed among many Saudis as a reformer because of several bold moves he has taken since coming to power. He set up the Shura, or consultative, council in 1993 and even though it is an advisory body, it allowed some popular voice in government. All 150 members of the all-male chamber are appointed by the king, but women will be appointed to sit on the council when it starts a new term in 2013.
The justice minister said in comments published Thursday that future female council members would not share the same chamber with male peers, suggesting that closed circuits could be used to allow them to participate in discussions. The arrangement would conform with the country's rigid segregation of the sexes.
King Abdullah's reform-minded policies are best evidenced in the education sector. He established the kingdom's only university where men and women attend classes together - and in the economy, which he has significantly liberalized.
Saudi Arabia's 18 million citizens are mostly conservative and, like their king, don't want to see Western-style reforms change the traditions and customs of a society heavily inspired by the teachings of Islam.
Moreover, the Al-Saud family has had an enduring understanding with the powerful clergy that dates back to the early years of the last century, under which the clerics' views are heard on what does and does not conform with Islam.
What the Saudi clerical establishment has to say is not only heard in the kingdom, but resonates across the predominantly Sunni Muslim Gulf region, where most follow the austere Wahhabi doctrine born in Saudi Arabia.
"What King Abdullah did for the women was practically throwing into the bin what his religious establishment had to say for years about women's place in society," said Sami Alfaraj, chairman of the Kuwait Center for Strategic Studies. "I suspect that more restrictions on women will be lifted, but the conservative nature of Saudi Arabia would not allow women to exercise all the rights they may win."
It is against this backdrop that King Abdullah must tread carefully as he pursues even slow and gradual reforms: a powerful clergy, a conservative segment of the population, the high expectations of the majority of the population that is under 25 and guarding against a possible spillover from the Arab Spring revolts that could provide his subjects with models to follow.
The Saudi monarch has given contradictory signals on how he views the Arab Spring, dispatching military forces to neighboring Bahrain to prop up the ruling family there against a campaign for equal rights launched by the tiny nation's Shiite majority. Last month, however, he withdrew his ambassador from Damascus in protest against Syrian President Bashar Assad's crackdown on anti-government protesters.

30/09 VOX POPULI: September offers words of loss and hope

Vox Populi, Vox Dei is a daily column that runs on Page 1 of the vernacular Asahi Shimbun.

2011/10/01

"Smokestacks were the only things that defined Tokyo's cityscape in the immediate aftermath of World War II," noted Donald Keene, 89, who has "come home" to Japan for good. "A miracle will happen in the Tohoku region, too."

Six months after the Great East Japan Earthquake of March 11, Japan has a new prime minister and a new ozeki sumo wrestler. Also in September, two typhoons made landfall and three former aides of a politician were convicted. Below are some words that left an impression on me during the month.

Ozeki Kotoshogiku, 27, the first Japanese to be promoted to sumo's second-highest rank in four years, vowed to seek excellence by remaining completely focused in his endeavors. His ozeki debut will be in the Kyushu tournament, and he hails from there. "The only kind of sumo I do is to plunge ahead," he said. "I hope my style will enliven the tournament and bring excitement to my local fans."

Upper House legislator Tetsuro Fukuyama, who held a key post in the administration of former Prime Minister Naoto Kan, recalled the March disaster: "I remember a feeling as if an ice pillar stood in the muscles of my back. I realized how totally inadequate our response (to the disaster) would be if the megaquake triggered a spate of temblors and caused further damage."

Nozomi Ono, an elementary school third-grader in Watari, Miyagi Prefecture, read a letter from her mother, Yumiko, who died in the tsunami. Yumiko had written the letter as part of a campaign by a school backpack maker that asked people to recall their thoughts and feelings when their children started school. The letter said: "Your mum is looking forward to all of us reading this letter together some day. This happy thought makes your mum keep doing her best."

Autumn is the harvest season, but Hidekazu Konno, a 43-year-old pear grower in the city of Fukushima, is worried about radiation contamination of the soil. "Our soil has been worked with great care since my grandpa's generation," he noted sadly.

Masayuki Shirado, a 53-year-old fisherman in Iwaki, Fukushima Prefecture, bemoans the suspension of operations. "We read the color of the sea and the weather to determine where to fish. Young people won't learn anything unless they go out to sea."

Wangari Muta Maathai, a Kenyan environmental activist who received a Nobel Peace Prize for her tree-planting activities, died aged 71. The editor in chief of a major Kenyan newspaper said that she was a bigger presence than the president of Kenya and people wanted her to keep up her good work in many fields but time ran out. What a waste!

A renowned Taiwanese opera troupe performed a dramatic "Gezaixi" tale of lost love and battle in imperial China on Sept. 28 for survivors of the March 11 great earthquake.
The performance was held in Fukushima, capital city of the prefecture where a nuclear crisis triggered by the quake continues to unfold.
The event featured the famed Ming Hwa Yuan Arts and Cultural Group, which was formed more than 80 years ago. The Gezaixi style of opera developed about 100 years ago in Taiwan and has recently undergone a popular revival.
Actress Sung Tsui-feng, a star of the troupe, said: "The current challenge facing the Tohoku region makes performing an opera here even more worthwhile. It will be a great pleasure for us to convey a message of perseverance to the disaster victims by meeting them face to face."
The tour was organized by the Taipei Economic and Cultural Representative Office, which serves as Taiwan's diplomatic mission in Japan.
Admission to all performances is free. The group will also perform at Denryoku Hall in Sendai on Oct. 2.

MINAMI-SOMA, Fukushima Prefecture--Takayuki Ueno's wife Kiho gave birth to a daughter on Sept. 16, but he spends much of his time wandering among the rice paddies and along the seashore of this tsunami-hit city looking for his father and son.
The 38-year-old says he stands where his home used to be as the sun sets each day and struggles with the idea that even local residents, consumed by concerns about the accident at the nearby Fukushima No. 1 nuclear power plant, seem to be forgetting the 663 people killed or missing because of the tsunami.
He says he keeps repeating to himself: "Minami-Soma is leaving the tsunami victims behind."
Ueno's parents and two children were carried away by the tsunami. The bodies of his mother and his 8-year-old daughter Erika were recovered several days later, but the whereabouts of his father and his 3-year-old son Kotaro remain unknown.
"They are still waiting somewhere. I want to give them a hug one last time," he says.
The police and the Self-Defense Forces have withdrawn from the search, but Ueno's search continues. He uses heavy machinery to dig into mud in drainage ditches. He quit his job at an agricultural cooperative to concentrate on the task.
He cannot accept the focus of government officials and the mass media on the nuclear accident.
"They are leaving behind missing people. They say 'reconstruction' and 'hang on.' It's appalling," he says. Heated discussions about compensation for the nuclear accident grate on his nerves.
"I just wish for one thing--may my family be alive," he said.
Ueno and his wife, 35, combined one letter from the new baby's sister's name, another from her brother's name and a kanji for "life" to give her a three-kanji name, pronounced Sarii.

30/09 Reactor No. 2 cooled to below 100 C

The temperature at the base of the No. 2 reactor at the Fukushima No. 1 nuclear power plant fell below 100 C for the first time since the March disaster, according to Tokyo Electric Power Co.
TEPCO said the temperature was 99.4 C at 5 p.m. Wednesday. This means TEPCO has brought the temperatures at the base of the Nos. 1 to 3 reactors at the crippled plant to below 100 C, meeting one of the two conditions for the reactors to be in a stable cooling state, known as cold shutdown.
Compared with the Nos. 1 and 3 reactors, it took more time for TEPCO to cool the No. 2 reactor. On Sept. 14, the utility started increasing the amount of water injected into the reactor gradually from three to four tons per hour. The company also introduced a new method of spraying water from overhead like a shower. As a result, the amount of water injected into the No. 2 reactor reached 10 tons per hour by Monday.
Achieving cold shutdown is a major milestone in the Step 2 phase of the government's road map to contain the nuclear crisis triggered by the March 11 earthquake and tsunami. The government aims to complete Step 2 within the year. Achieving this will allow the government to move ahead with its study on whether it should allow evacuees to return home.
In addition to bringing the temperatures below 100 C, TEPCO needs to curb the leakage of radioactive substances from the plant significantly--another condition of cold shutdown.

30/09 Landslide dangers left unaddressed

Prefectural surveys have found that precautionary measures need to be taken at about 295,000 locations to deal with landslides, but more than 20 percent have not yet been officially designated as needing such measures, The Yomiuri Shimbun has found.
About 14,000 spots have been left undesignated for more than two years since the surveys were conducted by prefectural governments. The high number is chiefly due to prefectural governments' difficulty in winning the approval of local municipalities and residents for the designation.
In Wakayama Prefecture, recently battered by Typhoon No. 12, about 70 percent of the locations found to need designation have not yet been recognized.
Prefectural governments survey areas deemed in danger of landslides, including their geographical features, based on the law enacted in 2001 concerning prevention of landslides.
If an area is found to need such measures as establishing an evacuation system, the prefectural government will designate the location as needing precautionary measures after hearing the opinions of local municipal leaders.
When an area is designated, the local municipal government has to establish a community wireless system and devise hazard maps showing possible landslide areas, so as to make residents aware of the danger.
The Yomiuri Shimbun learned from interviewing prefectural governments that surveys had been conducted at about 310,000 locations as of the end of August. About 295,000 of these were found to need designation as areas requiring precautionary measures.
Of the 295,000 locations, about 65,000 were still undesignated, with some locations still undesignated even though they were surveyed seven years ago.
Saga Prefecture had the highest percentage of undesignated spots: 2,512 out of 3,065, or 82 percent.
In Wakayama Prefecture, where the recent typhoon left 74 people dead and 21 people missing, 3,024 out of 4,330 locations found to need the designation were yet to be designated. At one such place, a man was killed in a landslide during the recent typhoon.
In Nara Prefecture, 4,144 out of 8,595 locations found to need the designation had yet to be designated.
Regarding reasons for the delay, officials of the Saga, Wakayama and Nara prefectural governments said they had to spend a great deal of time explaining the matter to municipal governments and residents and coordinating opinions with them.
An Oita prefectural official said it had yet to win consent from local residents, as they feared such designations will reduce the value of their land.
According to the Land, Infrastructure, Transport and Tourism Ministry, 227,804 locations had been designated by the ministry as needing precautions against landslides as of the end of August, and 107,963 spots had been designated as needing special precautionary measures.
"As designations are being made mainly by prefectural governments, we can't instruct or force local municipalities to take precautionary measures. Nonetheless, it is not desirable to postpone the designation, as it will hinder the evacuation of residents during disasters," an official of the land ministry said.
The law concerning the prevention of landslides was enacted following the torrential rain that induced landslides in Hiroshima Prefecture in 1999, killing 24 people.
Once designated as needing precautionary measures, a local government has to make its residents aware of the danger and improve its evacuation procedures for residents.
When designated as needing special measures--as a result of being particularly susceptible to landslides and greater damage expected--restrictions are placed on the development of residential land and building structures.

30/09 ANA incident flips air industry on its head

The Yomiuri Shimbun

An incident earlier this month in which an All Nippon Airways aircraft briefly flew virtually upside down after a copilot mistakenly operated a key steering mechanism has sent shock waves across the aviation industry.

"It's usually impossible for a passenger airplane to fly in such a position," one source familiar with the industry said. "It could have led to a serious accident."

The Transport Safety Board said Wednesday that ANA Flight 140, operated by ANA's group company Air Nippon, was on the verge of stalling after nosediving about 1,900 meters in 30 seconds on Sept. 6. The aircraft, carrying 117 passengers and crew members, was en route to Haneda Airport after departing from Naha.

According to the safety board, an analysis of the aircraft's digital flight recorder indicated that the copilot, alone in the cockpit at the time as the captain used a restroom, mistakenly turned the rudder trim knob twice to the left for a total of 10 seconds.

The copilot apparently mistook the knob for the cockpit door lock switch as he tried to let the captain back in. The mistake is believed to have caused the airplane to tilt leftward and descend rapidly.

According to ANA, its aircraft usually tilt no more than 30 degrees when they roll, with the craft's nose pointing up no more than 20 degrees and pointing down no more than 10 degrees. In the Sept. 6 incident, however, the aircraft rolled left and briefly reached a tilt of 131.7 degrees. Its nose pointed down 35 degrees at one point, the safety board also said.

"The figures are unbelievable, even in a case that requires such an urgent maneuver to avert a risk," a source close to ANA said.

It was also revealed Wednesday that a stick shaker, a mechanical device to warn pilots of an aircraft's imminent stall, was activated in the incident, indicating the ANA flight faced the risk of stalling.

On Sept. 7, the day following the incident, ANA discovered after analyzing flight data that the airplane had been at risk of stalling and had flown virtually upside down. However, the company failed to make it public.

ANA informed the media on the evening of Sept. 7 that it was still investigating the incident.

At a press conference Wednesday night after the safety board's announcement, Shin Nagase, a senior executive vice president of ANA, said: "We had no intention to cover up [the incident]. We couldn't explain it, because it was being investigated by the transport safety board."
